SCHEDULE OF SERVICES
Contractor personnel will perform all work required in the Performance Work Statement (PWS) for the amounts agreed to below, working between Monday – Friday, excluding Federal holidays. Specific days and hours of duty shall be agreed to through coordination with Center personnel. Position is to be full-time employees -five days per week; 8 hour days for 260 days per year for a total of 2080 hours per year per position.
When Contractor personnel are on vacation, sick leave, or any other absence, qualified substitute(s) shall be provided by the Contractor in accordance with the SOW.
The quantities listed in the following Schedule of Services are based upon the limitations in accordance with the Job Corps Program Requirements Handbook (PRH). The Contractor will be paid based upon the actual work performed pursuant to the SOW.
INSTRUCTIONS: In the Unit Price column, submit an hourly rate for Maintenance Technician. Calculate and include the Total Amount for each line in the final column, and calculate the total for each contract period, as well as the Grand Total for the Base and all Option Periods. A detailed breakdown of the quoted prices may be requested for evaluation purposes.
This contract is subject to the Service Contract Act and the appropriate wage rate is part of this attachment.

PERFORMANCE WORK STATEMENT (PWS)
CASS JOB CORPS
C.1 SCOPE
It is the intent of this solicitation and any resultant contract to obtain Maintenance Technician Services as specified herein for a base period from November 1, 2021 through October 31, 2022 and one option year from November 1, 2022 through October 31, 2023. The services will be performed at the Cass Job Corps Center. This statement of work consists of completing the task in C.5 to the “Quality Assurance Requirements of C.9.
C.2 LOCATION AND DESCRIPTION
The Cass Job Corps Center is located on Highway 23, 18 miles north of Ozark, Arkansas and 13 miles north of Interstate 40 in Franklin County.
C.3 KNOWLEDGE/EXPERIENCE/ABILITIES REQUIRED BY CONTRACTOR
The Contractor must have a broad working knowledge of the make-up, operation and skill of a variety of maintenance work requirements. The Contractor must have a comprehensive understanding and the ability to plan and complete installations, inspections, preventative maintenance, modification, repair, troubleshooting and testing of various systems within building maintenance, such as the following:
Air Conditioning/Heating
Freezer Units
Fire Alarm System
Carpentry
Plumbing
Electrical
General Appliance Repair and Service
Other
Familiarity with the operation and safety provisions of a variety of hand tools and power tools.

Ability to identify job materials needed for completion of the work and to present both written and oral lists of the needed materials and supplies if unavailable from the Government furnished property.
The Contractor must have the ability to complete maintenance work from work orders provided by the Assistant Work Programs Officer or his/her designee. The Contractor will be provided with building plans, blueprints and wiring diagrams to complete the work requirements.
The Contractor must have the ability to service, adjust, install and repair items such as compressors, condensers, thermostats, drive assemblies, charging units, motors, blowers, pilots and igniters.
The Contractor must have the ability to understand the Center’s rules and regulations related to safety provisions and will be required to strictly adhere to these regulations.
The Contractor must be able to deal effectively with Center staff and students while performing work assignments.
C.4 FURNISHED PROPERTY
The Government shall deliver to the Contractor the following listed materials, supplies, property or services herein referred to as Government Furnished Property (GFP) at the places and times specified below. The Contractor shall be liable for all loss or damage of such GFP until completion and final acceptance of the work required under this contract.
If the Government fails to meet timely delivery of such GFP suitable for its intended use, and upon written request from the Contractor, the Contracting Officer shall make equitable adjustment of contract delivery or performance date or contract price, or both, pursuant to the “Changes” clause of the contract.
The Government will furnish the Contractor the following items to be available at the Cass Job Corps Center, Franklin County, Arkansas.
a. Plans, diagrams, specifications and / or manuals in the Government’s possession which detail the item or facility requiring maintenance services.
b. Supplies and / or materials normally stocked by the Government and in its possession for the repair of the item or facility requiring maintenance facilities.

c. Necessary hand tools and power tools in the Government’s possession for the repair of the item or facility requiring maintenance services.
d. Pertinent rules, policies, and procedures related to the operation of the Cass Job Corps Center which relate to the staff / student responsibilities and dealing effectively with the Center’s culturally diverse population and safety regulations.
C.5 DUTIES
The position is that of a Maintenance Mechanic. The work in this position involves installing, inspecting, modifying, remodeling, repairing, troubleshooting and testing of new and existing fixtures, equipment, air conditioning / heating units, freezer units and fire alarm systems throughout the Center.
The Maintenance Mechanic does installation and repair of plumbing requirements, such as repair of faucets, tubs, toilets and hot water heaters. He/she cuts and joins copper, galvanized and plastic pipes.
He/she will identify materials needed for job completion and prepare written requisitions to the Assistant Work Programs Officer for obtaining these items.
The Maintenance Mechanic will be knowledgeable of the Center’s rules and regulations for safety and will be required to comply with these regulations during completion of work assignments.
C.6 WORK ASSIGNMENTS AND INSPECTIONS
The maintenance Mechanic receives work assignments from the Assistant Works Program Officer. Completed work must be of a high quality and quantity. The work will require a performance of a wide range of duties and utilization of a variety of skills and techniques to maintain the Center’s facilities. The Contractor shall obtain necessary certification within thirty days when required by EPA.
Final inspection of the work will be performed by the Assistant Works Program Officer.

C.7 WORKING ENVIRONMENT
The Contractor must be able to work in environments, both indoors and outdoors, which are often dusty, dirty and greasy. The Maintenance Mechanic may be required to perform work outside in bad weather conditions and in noisy situations. He/she may occasionally be exposed to the possibilities of broken bone, electrical shock and burns.
Occasionally, work may be done in areas at various heights, i.e. roof tops. He/she will be frequently exposed to cuts and bruises. Some work may be required in confined spaces.
C.8 WORK HOURS
Normal work will be from 7:15 am to 3:45 pm (including a ½ hour lunch period that is not paid by the Government) Monday through Friday, excluding holidays. The Contractor will typically work four days a week except in peak periods of heating and cooling. The Contracting Officer’s Representative (COR) will contact the Contractor to schedule services.
Some work may be required outside the normal work hours in emergency situations. In the event of an emergency, the Contractor will be compensated at 1 ½ times the normal rate under the contract. The Contractor must be able to respond to the emergency calls within sixty (60) minutes after receiving the call in order to meet the Center’s requirements in an emergency or call back situation.
