SCHEDULE OF SERVICES

Contractor personnel will perform all work required in the Performance Work Statement (PWS) for the amounts agreed to below, working between Monday – Friday, excluding Federal holidays. Specific days and hours of duty shall be agreed to through coordination with Center personnel. Both positions are to be full-time employees -five days per week; 8 hour days for 260 days per year for a total of 2080 hours per year per position.

When Contractor personnel are on vacation, sick leave, or any other absence, qualified substitute(s) shall be provided by the Contractor in accordance with the SOW.

The quantities listed in the following Schedule of Services are based upon the limitations in accordance with the Job Corps Program Requirements Handbook (PRH). The Contractor will be paid based upon the actual work performed pursuant to the SOW.

INSTRUCTIONS: In the Unit Price column, submit a monthly rate for Construction Craft Laborer Instructor(s).

Finally, calculate and include the Total Amount for each line in the final column, and calculate the total for each contract period, as well as the Grand Total for the Base and all Option Periods. A detailed breakdown of the quoted prices may be requested for evaluation purposes.

PERFORMANCE WORK STATEMENT (PWS)

Construction Craft Laborer Instructor Services – Multiple Job Corps Centers BACKGROUND: The Job Corps Program has been in existence since 1964, is funded by Congress, and administered by the U.S. Department of Labor (DOL). The USFS operates 26 JCCCCs, located throughout the United States, through an Interagency Agreement with DOL. Job Corps is a voluntary residential and educational workforce training program for disadvantaged youth. Students are required to be between the ages of 16 and 24 upon entry into the program. The students live on the centers which are open 24 hours a day, seven days a week, and 365 days a year. USFS centers generally serve approximately 150 full-time students.

INTRODUCTION: Job Corps is a U.S. Department of Labor, Employment and Training Administration (ETA) program. Job Corps is designed to assist young people who need, and can benefit from, the wide range of services provided at a Job Corps center. Through its centers, Job Corps offers academic, vocational and life skills training using a unique approach of competency-based and individualized instruction. Services include: basic education, High School Diploma (HSD) program, General Education Development (GED) program, vocational skills training, residential living program, healthcare, and related support services. The comprehensive combination of training and support services is designed to help each student become a responsible and productive citizen.

Because Job Corps is a self-paced program, a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately nine months. An optional third year is granted to students who qualify for advanced training. Upon completion of the program, students are better prepared to obtain meaningful employment or further their education through Job Corps sponsored Advanced Career Training (ACT) or college. Career transition services are provided to all students separating from Job Corps.

Student eligibility requires that applicants must meet all the following criteria to participate in Job Corps.

· Applicants’ must be at least 16 years of age and not yet 25 years of age.

· Each applicant must be a U.S. citizen, a U.S. national, a lawfully admitted permanent alien, refugee, or other alien who has been authorized by the U. S. Attorney General to work in the United States.

Job Corps’ mission is to provide students with the academic, career technical and employability skills necessary to be placed in an entry level job, enter the military, or pursue further education. Job Corps’ curriculum integrates academic and career technical training. Academic training includes General Educational Development (GED) and accredited High School Diploma programs. Career technical training includes instruction in a variety of industry clusters, including construction, manufacturing, healthcare, business, hospitality, natural resources and information technology. Job Corps is a self-paced, open-entry/exit program which means students are continuously arriving and separating. The average student enrollment period is about one year.

SCOPE OF WORK: The purpose of this fixed price contract is to provide Construction Craft Laborer (CCL) instructors for between one and three United States Forest Service (USFS) Job Corp Civilian Conservation Centers (JCCCC). The performance period is one base year four option years and the anticipated award start date is June 28, 2021. This includes all labor, transportation of contractor’s personnel and incidentals (other than those provided by the Government as outlined below) necessary to successfully provide CCL Services. A standard vocational training workweek shall be forty (40) hours a week, Monday through Friday, eight (8) hours a day, (with an appropriate lunch period), typically between 7:30am – 4:00 pm or by mutual agreement between Contractor and center personnel. The services will not be scheduled during the period of center-wide student leave (approximately two weeks, twice yearly). Contract employees will not be scheduled to work on the following government holidays:

The CCL instructor(s) are responsible for providing training in accordance with the Job Corps CCL Training Achievement Record (TAR), on- and off-center work experiences and placement services for students assigned to their programs. In addition, they are required to model, mentor and monitor appropriate workplace behaviors for students.

· Technical Assistance Guides (TAG) – http://jchealth.jobcorps.gov/documents/tags/tagk_jul03.pdf TECHNICAL REQUIREMENTS: The Contractor shall provide all management, supervision, labor, supplies, materials, and equipment (except as otherwise specified herein); and plan, schedule, and coordinate as necessary to ensure effective performance of all services as specified herein. The CCL instructor(s) shall remain with the students at all times during the training day, except for scheduled breaks, lunch, and necessary center business. The Contractor shall be fully responsible for providing Construction Craft Laborer (CCL) training and placement services indicated herein.

1. Career Preparation Period (CPP) Training: The intent of the CPP Period is to assist new students with acclimating to center life. The CCL instructor(s) shall educate assigned CPP students on the advantages of participating in the CCL program and provide them with a structured hands-on experience. The requirements of this section are met if each CCL program consistently operates at capacity (24 Slots/Instructor).

2. Career Development Period (CDP) Training – The intent of the CDP is to provide students with integrated academic, career technical and employability skills training. The CCL instructor(s) shall work directly with center staff members to ensure student learning and training experiences, including those arranged through employer partnerships, meet center and PRH requirements. CCL instructors shall plan, deliver and evaluate career technical training for Job Corps students and use various delivery approaches including classroom instruction and hands-on practice. The CCL instructor(s) shall provide students the opportunity to complete all required TAR line items and obtain at least two industry-related credentials. The CCL instructor(s) shall update each assigned student’s electronic TAR (E-TAR) weekly and provide students with feedback on their progress. The CCL instructor(s) shall use center-established student standards of conduct and disciplinary procedures as the basis for dealing with any significant student issues.

· Work-Based Learning (WBL) – On- and off-center WBL sites provide students with opportunities to use their newly acquired skills in the workplace. The CCL instructor(s) shall incorporate WBL as a primary instructional approach and collaborate with appropriate center staff in establishing meaningful WBL opportunities associated with their trade. WBL sites shall provide students with opportunities to develop further understandings of career opportunities and employer expectations, apply their newly acquired skills in the workplace, and learn new workplace skills and competencies.

· Career Technical Skills Training (CTST) – On- and off-center CTST construction projects provide students with opportunities to learn and practice their career technical skills and workplace competencies. The CCL instructor(s) shall assist the center in developing and implementing their annual CTST Plan. The contractor shall sign-off or provide a letter of concurrence on the annual CTST Plan and any modification(s) to the Plan. The center will pay CCL instructors, who are required to temporarily live at a CTST site, the prevailing GSA per diem rate or the prevailing GSA M&IE rate if housing is provided. Contract instructors shall not be assigned responsibility for the supervision of students after normal working hours, unless prior arrangements have been made and agreed upon by all appropriate parties.

· Evaluation of Student Progress (ESP) - ESPs provide students with periodic evaluations of their progress towards achieving their career goals, setting or revising their short- and long-term goals and encouraging progress. The CCL instructor(s) shall evaluate their students and participate on the ESP Teams for their assigned students in accordance with the center’s ESP schedule. The requirements of this section are met if each CCL program achieves DOL’s Career Technical Training Report Card (CTT-10) goals for on-center measures.

3. Career Transition Readiness Period (CDP) Training – The intent of the CDP is to provide graduates and former enrollees with efficient, effective and coordinated career transition services. The CCL instructor(s) shall maintain contact with their graduates and former enrollees after they separate in order to ensure they are placed into and remain in a registered apprenticeship training program; high paying job; college; or the Armed Forces. A contractor meets the wage requirement if their CTT Report Card average hourly wage meets or exceeds DOL’s model- based goal for the center which is updated annually. The CTT-10 Report Card is generated by the Department of Labor based on information the center and placement contractor(s) input into the Center Information System (CIS). A detailed explanation of the CTT-10 Report Card can be found in Policy and Requirements Handbook (PRH) Appendix 501d which is referenced under “Applicable Documents.”

REPORTING/DOCUMENTING/RECORD KEEPING – CCL instructors shall ensure that all student test results and progress are documented on approved Electronic Training Achievement Records (E-TARs) on a weekly basis. In addition, CCL instructors shall conduct attendance checks and enter the information into the Center Information System (CIS) as required by the PRH. The requirements of this section are met if a CIS audit shows the CCL instructor is documenting student progress and attendance as required.

THE ROLE OF GOVERNMENT PERSONNEL AND RESPONSIBILITY FOR CONTRACT ADMINISTRATION

1. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to amend, modify, or deviate from the contract. Other responsibilities may be delegated to authorized representatives.

2. Contracting Officer's Representative (COR): The COR will be designated in writing at the time of award to assist the CO in the day-to-day on-site administration of the contract requirements. The responsibilities of the COR include, but are not limited to;

· Determining the compliance and adequacy of performance by the Contractor in

· accordance with the terms and conditions of this contract;

· Requesting removal of unsuitable contractor employees;

· Ensuring adequacy of schedule and Quality Control Plan, including changes;

· Ordering re-performance of unacceptable work or performance by other mean, etc.

FACILITY, EQUIPMENT AND SUPPORT SERVICES: The contractor shall ensure all training areas are clean and well maintained. The contractor shall be responsible for maintaining the security of the assigned space and equipment, including the establishment of a limited access policy to safeguard equipment, during the training day. The limited access policy must be in compliance with the center's fire, security, and other related safety policies.

GOVERNMENT FURNISHED PROPERTY: The center shall provide the contractor, at no cost, with appropriate and adequate career technical training and administrative space and the support services listed below.

· Shop and career technical training equipment, materials and supplies, including acquisition, maintenance, repair and replacement of vocational and administrative equipment, as approved by the Center Director.

· Telephone service in contract instructor office(s), including local and long distance service, for official Job Corps business.

· FAX and copying capabilities.

· Safe and adequately equipped vehicles to support center training activities/projects.

· Mail (postage) for official business.

· Trash and garbage collection.

· Utilities.

· Locking file cabinets.

· Access to appropriate computer equipment (hardware and software) and a printer.

· VCRs, monitors, and other appropriate AV equipment, as necessary to support training.

· Reasonable accommodations/modifications, where required.

· Security for vocational training facilities outside of normal working hours.

· Transportation and meals for students participating in work experience, including work-based learning sites.

· Fire protection.

· OSHA required safety equipment (e.g., eye, hand, face and fall protection), and other personal protective equipment that is required in the trade and meets OSHA standards.

· Student career technical training clothing including, where applicable, special and foul weather clothing, hard-toed safety shoes, and replacement items, for all students in the contractor’s program.

· Appropriate attire for CTST projects and work-based learning assignments and, as applicable, requirements imposed by OSHA, state law, industry standards and the specific job site.

· Timely assistance with accessing the contractor’s Computer Information System (CIS) information /data.

· Timely copies of student 678 Forms, CTT 10 and 20 Reports and other necessary reports.

· Transportation to WBL sites, student credential sessions and job interviews.

· Tool kits for students who successfully complete CCL training.

· Student industry-recognized credentials CCL INSTRUCTOR MINIMUM QUALIFICATIONS: The Contractor is responsible for the selection, oversight, and training of a qualified instructor(s). The minimum instructor qualifications are listed below:

1. Certified, licensed or accredited in the state in which the center is located, or accredited by a professional trade organization.

2. Must be thoroughly competent in the theory, practices, and skills of the craft.

3. Must have experience and the ability to work effectively with unemployed and disadvantaged youth from various economic and social backgrounds without regard for their race, creed, color, sex or national origin.

4. Must become qualified certified/ licensed to issue two or more of the following industry related credentials within six month of beginning work at the center:

· Construction Safety & Health OSHA 10-Hour Training

· Flagger

· Traffic Control Certificate (State Issued/accepted)

· Power-Actuated Tools Operator Certification (Hilti, DeWalt, Ramset or Remington)

· Scaffold Safety Certification (OSHA Standards) or Rough Terrain Forklift Operator (National Safety Council, OSHA Standards, LIUNA or Sunbelt).

5. Must possess a valid driver’s license In addition, the Contractor shall carefully monitor and be fully aware of how contract instructors are performing, particularly those that may be having difficulty teaching students and/or dealing effectively with problems associated with student behavior. Any abusive behavior towards students; failure to properly supervise students and maintain order, effectiveness, and safety; or a disregard for center rules and regulations will not be tolerated. Where such problems exist, the contractor shall take immediate and appropriate corrective action.

CCL INSTRUCTOR ORIENTATION AND TRAINING: The contractor(s) shall provide the new CCL instructor(s) with a minimum 5-day on-site orientation and training session before they begin instructing students. The orientation and training shall be conducted by a qualified member of the Contractor’s staff.

SUBSTITUTES AND LEAVE: The contractor shall notify the COR or her/his Acting by phone when he/she will be absent from work. When an individual will be absent from work the Contractor shall supply qualified substitutes. More than one day without a substitute will result in a pay adjustment based on a per diem rate. The center(s) shall provide substitutes for up to the first 10 working days that a CCL instructor is on approved leave or separates unexpectedly. After the first 10 working days, the Contractor is responsible for providing a qualified substitute or hiring a replacement instructor. CCL instructor annual leave must be scheduled and coordinated with the Center Director sufficiently in advance (two weeks) to ensure that there is no adverse effect on center operations and that quality student instruction continues uninterrupted. Approval of annual leave is the responsibility of the contractor and may be granted only after timely notification has been provided to the Center Director, or his/her designee, and the contractor has carefully taken their comments into consideration.

SAFETY: The Contractor shall follow and enforce all federal, state, local, center and trade-specific safety rules, regulations and requirements during the student training process.
