PART I -- COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number 1282A720Q0020 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-03.
This acquisition will be set aside for Small Business Concerns. The Small Business Set Aside Standard for NAICS Code 561710 is 12.00.
Contractor shall provide all management, supervision, labor, supplies, materials, and equipment (except as otherwise specified herein); and plan, schedule, and coordinate as necessary to provide Pest Control Services to Ft. Simcoe Job Corps Center (JCC), to ensure effective performance of all supplies as specified in the Request for Quotes (RFQ).
The period of performance is expected to be a March 1, 2020 to February 28, 2021 with four option years.
No mileage or compensation will be allowed for travel to and from the Ft. Simcoe JCC. The Contractor shall be fully responsible for providing a Pest Control Services as indicated herein for the location listed below:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph ©(1) in a subcontract for commercial items. FAR 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(C) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 Months.

STATEMENT OF WORK
1. INTRODUCTION: The USDA Forest Service Job Corps Civilian Conservation Centers (JCCCC) provide academic, vocational, and life-learning skills to at risk youths and young adults at 28 Job Corps Civilian Conservation Centers across the United States (U.S). As part of this program centers are required to provide students a safe and healthy environment in which to learn and live. Each Forest Service Job Corps Civilian Conservation Center (JCCCC) has a need for pest control in order to keep the dining, residential, and other key areas free of rodents and other pests.
2. BACKGROUND: Job Corps is a U.S. Department of Labor (DOL), Employment and Training Administration (ETA) program. Job Corps is designed to assist young people who need and can benefit from the wide-range of services provided at a Job Corps center. Services include the following: basic education, High School Diploma (HSD) program; General Educational Development (GED); vocational skills training; residential-living program; healthcare; and related support services. The comprehensive combination of training and support services is designed to help each student become a responsible and productive citizen. Student populations range from 100 to over 300 enrollments, depending on On-Board Strength (OBS). Job Corps is a self-paced program; therefore, a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately eight months.
3. CONTRACT EFFORT REQUIRED:
A. The services requested are for the control of pests, such as insects and rodents at Fort Simcoe Job Corps Civilian Conservation Center (CCC) located at 40 Abella Lane White Swan WA 98952. This contract has two continuous requirements and may need other applications as required at additional cost to Fort Simcoe Job Corps CCC. Requirements are listed below:
1. The Contractor shall treat the following areas on a monthly basis.
· Food Service Area (11,750 sq. ft.), Building 0156
· Canteen /storage area (Student Store) (250 sq. ft.) Building 0145
· Dormitories 1-4 (52920 sq. ft.) Building numbers 0001-0004
· Health Services (2,400 sq. ft.) Building 0116
· Student Services (4,860 sq. ft.) Building 0144
· Education Staff Lounge (300 sq. ft.) Building 0117
· Warehouse (10,985 sq. ft) Building 151, focusing on the clothing storeroom
· Pump House 1 Building 143, Pump House 2 Building 161, and Water Tank House Building101
The treatment shall include, but is not limited to, spray treatment and traps in above listed buildings. Treatment shall include but not limited to the control of roaches, spiders, ants, and rodents. The exterior of the Dining hall/kitchen/ culinary arts building # 0156, and Canteen/ storage area (Student Store) Building 0145 shall be treated to control ants and rodents that could enter the Food Service Area. The treatment must meet all applicable Federal, State and Local standards for Food Service Areas. Proper procedures must be followed if applications take place during work hours. The AWPO will be notified ahead of time on when spraying is to be conducted for staff to be informed.
2. Twice a year the contractor shall be responsible for applying pesticides to keep ants and spiders out of all other identified Fort Simcoe Job Corps CCC buildings. The Pesticides must meet all applicable Federal, State and Local Standards. The Contractor shall work with the Assistant Work Programs Office to determine the areas to be sprayed prior to the application of pesticides so center personnel can be notified not to enter said work area. Application shall occur in the appropriate month for spring and fall control. The Contactor shall be responsible for re-treating if necessary. Inspection of work shall be conducted by the Assistant Work Programs Office. Successful performance shall be evaluated by receiving no notices of ant or spider problems in the buildings that are treated. The Buildings that shall be treated for ants and spiders are 0117, 0119, 0121, 0123, 0145, 0146, 0148, 0150, 0151, 0153, 0158, 0166, 0101, 0143, 0144B, 0144A, 0158A, 0161, 0169.
3. Contractor may need to provide rodent/ pest control to additional buildings or areas not listed in item 1 as needed at Fort Simcoe Job Corps CCC at an additional cost to Fort Simcoe from line 1. This service could be for the following type of rodent/pests:
a. Bed bugs
b. Mice in buildings not listed in item 1
c. Wasp/bee spraying outside of entrances of buildings
Item number 3 is an as needed line, no guarantee that service will be needed, but could possibly be required.
Vendors are encouraged to provide plans that may avoid problems and reduce the cost to the government.
Contractor must be licensed by State of Washington to apply pesticides in food service areas. Pesticides must meet all applicable Federal, State, and Local standards and laws.
QUALITY ASSURANCE PLAN /TECHNICAL REQUIREMENTS: The federal government reserves the right to have the Job Corps Regional Health Coordinator and other authorized/qualified personnel, conduct audits of the contractor services and student medical records to verify that quality services are being performed. A copy of any minimally acceptable or worse audit report shall be provided to the contractor and Contracting Officer (CO) within two weeks of the audit. Within two weeks after receipt of the audit report, the Contractor shall submit a performance plan for improving services to the Contracting Officer (CO) for approval. The contractor shall implement the approved performance plan immediately.
