SCHEDULE OF SERVICES

Contractor personnel will perform all work required in the Performance Work Statement (PWS) for the amounts agreed to below, working between Monday – Friday, excluding Federal holidays. Specific days and hours of duty shall be agreed to through coordination with Center personnel. All ten positions are to be full-time employees -five days per week; 8 hour days for 260 days per year for a total of 2080 hours per year per position.

When Contractor personnel are on vacation, sick leave, or any other absence, qualified substitute(s) shall be provided by the Contractor in accordance with the SOW.

The quantities listed in the following Schedule of Services are based upon the limitations in accordance with the Job Corps Program Requirements Handbook (PRH). The Contractor will be paid based upon the actual work performed pursuant to the SOW.

INSTRUCTIONS: In the Unit Price column, submit an hourly rate for Teachers, an hourly rate for Support Services, and an hourly price for Maintenance and add up total for center operations hourly rate.

Finally, calculate and include the Total Amount for each line in the final column, and calculate the total for each contract period, as well as the Grand Total for the Base and all Option Periods. A detailed breakdown of the quoted prices may be requested for evaluation purposes.

Performance Work Statement

1. INTRODUCTION: The USDA Forest Service Job Corps Civilian Conservation Centers provide academic, vocational, and life learning skills to at risk youths and young adults at 28 Job Corps Centers across the U.S.

2. BACKGROUND: Job Corps is a U.S. Department of Labor, Employment and Training Administration (ETA) program. Job Corps is designed to assist young people who need, and can benefit from, the wide range of services provided at a Job Corps Center. Services include: basic education, High School Diploma (HSD) program; General Education Development (GED); vocational skills training; residential living program; healthcare; and related support services. The comprehensive combination of training and support services is designed to help each student become a responsible and productive citizen. Student populations range from 100 to over 300 enrollments at any given time. Job Corps is a self-paced program, therefore a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately eight months. Oconaluftee Job Corps Center, located at 502 Oconaluftee Job Corps Road; Cherokee, NC 28719 has approximately 100 students.

3. CONTRACT EFFORT REQUIRED: The Contractor shall furnish qualified personnel necessary to provide professional on-site basic education teaching services, driver education services, food preparation services, adult basic testing coordinator and maintenance work services to the Job Corps Center in compliance with terms, specifications, and provisions.

The Contractor shall assist the Forest Service at the Oconaluftee Job Corps Civilian Conservation Center (OJCCCC) by providing staffing to service residential and non-residential students and other operational support services. The Contractor will provide staff that will meet the required professional certifications and licensing requirements and have the skills to perform required tasks. Any vacancies that occur throughout the contract period will be filled within three work weeks.

All Contractor staff shall provide the required service to the students and Center staff in accordance with the Policy and Requirements Handbook (PRH), Forest Service, Department of Labor (DOL), Center policies, and specific instructions provided by Center leadership. Designated officials will evaluate the service of the Contractor staff on a regular basis.

The contract employee assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Contract employee participates in the Student Center Behavioral Management System (BMS) as necessary to insure proper workplace conduct, appearance and behavior. Employee sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.

Contractor will adhere to all Agency rules and regulations.

Contract employees shall have a minimum of two year experience in their labor category.

As specifically delineated in the line items outlined above, the Contractor shall supply personnel to the OJCCCC, located in Cherokee, North Carolina:

DESCRIPTION OF WORK:

Descriptions of the personnel positions and other operational support services to be supplied are as follows:

Basic Education Teacher:

The incumbent of this position serves as a classroom teacher, and establishes a learning environment in which students can develop their ability to make rational and informed decisions relevant to their needs.

Independently develops, organizes and instructs formal education courses at the elementary and secondary level. Plans and teaches classes in subjects including, but not limited to, reading, mathematics, language, social studies, life skills, general educational development, and driver’s education. Develops individualized academic programs for assigned students to ensure that they progress as rapidly as their ability permits. The process is complicated by such conditions as differences in background, culture, language, geographical background, educational deficiencies, social maladjustment, mental or physical handicaps, and diverse cognitive development and learning styles of the students.

The work requires judgment, ingenuity, and insight when supplementing, modifying, and/or adapting materials and activities to deal with these diverse factors.

Selects, adapts, and develops teaching techniques, aids, and materials (including those from outside sources) to stimulate students to achieve their highest attainable potential. The teaching environment provides individual and group learning experiences which should contribute towards each student's continued progress in attaining his/her potential in a multicultural society. Successful accomplishment of the general teaching assignment also contributes to adequacy and overall effectiveness of the educational progress as it relates to Job Corps Center’s objectives.

Administers prescribed tests and enters test score information to generate Outcome Measurement Reports in the

Center Information System (CIS), and other automated reports to monitor student progress. Take remedial steps to improve test scores for those students scoring below Department of Labor (DOL) standards. Maintains accountability for all students assigned to classroom. Monitors students’ education progress on a monthly basis to ensure that DOL program competency requirements are being met in all subject areas.

Maintains student records for classroom and Center use. Provides reports on students to Academic Manager for student evaluation. Counsels students about matters relevant to their academic performance, social skills and other related concerns to encourage and motivate them to succeed in the OJCCCC program, and to succeed after graduation.

Deals independently with students and other officials concerning individual student problems, referring discipline matters to the supervisor if they are unusual or severe. Implements and maintains all assigned educational program segments.

Actively participates, as directed, in evaluation of student progress. Works with higher graded education specialist and peers assisting with specific phases of the design, implementation and evaluation of programs and projects. Analyzes program development and success, and participates in the preparation of documentation. Participates in workshops, seminars, and conferences as well as off-center opportunities for students.

Contract employee ensures the proper care and use of assigned supplies and equipment. Required to operate a

Government-owned or leased vehicle.

The work is primarily sedentary, however, there may be some walking, standing, bending, and carrying of light objects.

Maintains appropriate certification and/or teaching certificate for the state of North Carolina.

Driver Education Instructor:

The incumbent of this position serves as a Driver Education Instructor, and establishes a learning environment in which students can develop their ability to make rational and informed decisions relevant to their needs.

Independently develops, organizes and instructs formal classroom instruction. Plans and teaches driver’s education.

Develops individualized classes for assigned students to ensure that they progress as rapidly as their ability permits.

Cook:

The incumbent of this position cooks and prepares a variety of hot and cold menu items for Center students and staff

(three meals per day); while maintaining a clean and sanitary environment, and control of stock levels of food and supplies.

Contractor will prepare a full variety of food using all methods of dry and moist heat to accommodate regular and modified diet menus to meet healthy nutritional standards. Employee will prepare an entire meal which requires coordinating the cooking of several items with different cooking times and characteristics. This involves planning the cooking process to produce a complete meal on time and at the proper temperature and ensures compliance with directives and requirements for food handling, storage, and sanitation. Loads, serves, and replenishes hot tables as needed. Distribute food to serving area according to schedule. Maintains the proper temperature for all foods during holding, transport, reheating, and serving to assure quality control and food safety. Processes foods, weighs ingredients, and prepares fresh fruit and vegetables for cooking. Mix ingredients from scratch for soups, broths, gravies, sauces and puddings. Adjust/change process to improve taste and consistency. Calculate amounts of food needed and adjusts recipes for quantity. Perform yield testing of recipes. Prepares food with a minimum loss of nutrients.

Operates specialized kitchen equipment to cook food in large quantities and to rapidly chill and store prepared items.

Maintains rotation of food inventories to prevent spoilage. Responsible for ensuring that the food preparation and storage areas are clean, sanitized, and orderly. May instruct varying numbers of students, during assigned shift, for center support (KP) duties.

Assignments are received orally and in writing from the immediate supervisor in the form of a cook's worksheet, menus, standardized recipes, meal schedules, and special work orders. Plans, coordinates, and times work assignments to assure that food items are prepared on time and are at the proper temperature. Makes judgments about the recipe modifications needed to meet changes in the number of servings required.

Ensures proper storage and rotation of all foods and stock and stock levels of food and supplies are maintained in designated areas. Follows established procedures to maintain security of storage areas are followed. Assists in determining requirements for ordering.

The work is performed in a kitchen area which is well lighted but often hot and noisy. There is exposure to steam, fumes, and odors from cooking and to extreme temperature changes when entering walk-in refrigeration or freezing units.

There is danger of slipping on wet floors that have been recently mopped or where food has been spilled. Subject to possible cuts from knives and burns from steam, hot foods, stoves, hot grease and water.

Work requires continual standing and walking, and frequent stooping, reaching, pushing and pulling, and bending.

Frequently lifts or moves objects weighing up to 40 pounds unassisted, and occasionally lifts or moves objects weighing over 40 pounds with the assistance of lifting devices or other workers.

Basic knowledge of food preparation principles and a practical understanding of the physical changes that occur during the processing and cooking of food. Working knowledge of the planning process involved in cooking an entire meal including the different preparation methods for various food items, the necessary time for cooking these different items, and how to schedule and coordinate their preparation to produce a properly cooked meal on time. Knowledge of standard formulas used in yield testing to determine portion cost and to adjust ingredients in standard recipes when altering the number of servings required.

Working knowledge of special and modified diets. Knowledge of the principles of food spoilage, food borne illness, and food safety. Skill in using standardized recipes and cooking techniques that have been adapted to the requirements of a specialized food preparation system. Skill in operating and cleaning specialized equipment in a commercial kitchen.

Knowledge to operate, breakdown, and clean the standard food service equipment they use such as food processors, slicing machines, rotary or convection ovens, and a deep fat fryer.

The contract employee shall adhere to all Center Operating Procedures for cleaning and sanitizing the work environment. Contractor will be “Serv Safe” certified.

Support Clerk: Student Scheduling/TABE Testing:

The incumbent of this position assigned duties are in support of an educational/vocational/CPP program in student scheduling and administering TABE tests. The incumbent assists in the leadership and guidance of students in a variety of educational and vocational activities. Assists with recordkeeping, logistics, and materials to ensure success of the program. Assists students and subordinates to understand the relevance of appropriate social and employability skills to workplace success. Promotes standards of conduct which are expected and accepted in the workplace. Participates in the Behavioral Management System as necessary to insure proper workplace appearance and behavior.

Maintains student schedules in the electronic Center Information System (CIS). Performs periodic review of CIS records to ensure accuracy and completeness. Responsible for amending students schedule according to procedures and assuring academic/CTT schedules are accurate and complete. Resolves problems with conflicting schedules by contacting appropriate personnel and researching problems. Reviews and analyzes student needs and provides recommendations based on established criteria. Ability to utilize various Forest Service and Department of Labor specific computer databases and software.

Supports and assists instructors with specialized tasks for Programs of Instruction, which are standardized, but may be unique and specific to a particular area of training. Schedules and administers examinations, including monitoring testing in progress, collection of test materials, and grading of examinations. Orders, controls and issues test materials.

Participates in Industry/Community Relations Council Meetings. May provide instruction or support in Applied

Academics.

The supervisor provides continuing assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines, and priority of assignments. Practical knowledge of IT programs, such as, Microsoft

Outlook, Microsoft Office, excel, etc. Skill in utilization of various databases and software in order to perform and process work assignments. Ability to communicate with youth and at-risk students and exhibit conflict management and resolution skills in one-on-one and small group environments.

Guidelines are available such as agency policies, regulations, precedents, and work directions. The work is sedentary.

Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile. Will participate in supporting the

Work Based Learning program through providing transportation to student educational and work sites. May participate in Field Trips.

Work environment is usually performed in offices, meeting rooms, classrooms, schools, or similar settings. The work area is adequately lighted, heated and ventilated.

Education Level: Minimum Requirement of a high school diploma, any additional education or certifications is a plus.

Must possess a valid North Carolina Drivers’ License.

Maintenance Worker:

The Contractor performs a variety of general maintenance duties relating to the proper operation of the Centers’ facilities and executing the Center’s maintenance management plan. The incumbent works under the direction of the

Works Program Officer (WPO).

The major maintenance functions involve grounds maintenance, basic heating, basic electrical work, basic plumbing, basic air conditioning, and basic carpentry. Working from oral and written instructions and work orders, the employee uses technical manuals, blueprints, drawings, and sketches for requested projects related to the routine maintenance, repair, installation and operation of various heating and cooling and refrigerated systems, electrical fixtures and equipment, carpentry, painting, and concrete and masonry repair for existing structures on center. Answers routine questions regarding operations and routes technical inquiries to appropriate personnel.

Grounds: Contractor maintains the Center grounds in accordance with Center policy, to include mowing, leaf blowing, tree trimming, weed eating, etc. Prunes and trims plants using independent judgment and decisions. Performs monthly routine preventative maintenance as set forth in the Center preventative maintenance plan. Knowledge of equipment operation and maintenance (e.g., power tools, mowers, weed eaters, automatic sprinkling systems, tractors, etc.) in order to perform grounds maintenance.

Heating/Air Conditioning: Repairs and maintains Center facilities HVAC systems that are uncomplicated and do not have complex maintenance requirements. Repair or replace defective equipment, i.e., switches, cutoff assemblies, examining and adjusting thermostats, maintaining electrical and mechanical controls. Visually examines and uses routine testing techniques to locate worn and broken parts. Makes visual, audible and mechanical checks for proper temperature of conditioned spaces; proper operation of different parts of the refrigeration cycle; proper fluid levels; unusual noises;

overheating, loose connections; faulty insulation, frayed or loose belts, gaskets and pulleys; and other similar defects.

Tests the system upon completion of the repair to ensure adequate operation.

Performs monthly routine preventative maintenance as set forth in the Center preventative maintenance plan.

Knowledge of methods and procedures for the operation and maintenance of heating, ventilation and air conditioning

(HVAC). Working knowledge of combustion, heat transfer principles, and fuel characteristics to install, repair, and maintain domestic heating units and systems. Knowledge of heating surfaces, combustion chambers, and the various heat circulating methods, and have a working knowledge of pneumatics, electricity, and basic electronics to locate faults in temperature controls and control devices such as damper motors, mixing valves, and modulating motors. Basic knowledge of the principles and theories of the refrigeration cycle, temperature measurement, the properties of several refrigerants.

Carpentry: Measures, cuts, constructs, installs, repairs, and modifies building components, such as walls, staircases, windows, trim work, and furniture/cabinets. Knowledge and skills in the use of basic carpentry trade practices and techniques. Possess skill in the use of tapes, rules and squares, and shop tools such as hammers, handsaws, planes, screwdrivers, power saws, drills, routers, power planers, drill presses, etc.

Painting: Knowledge of proper procedures for mixing, coloring and applying paints, oils, lacquer, stains, spackle, putty and other coatings. Responsible for standard surface preparation and coating methods. Must be able to remove scale, rust, direct and old paint from surfaces so that coating materials will adhere properly. Be able to apply coating materials so that surfaces are free from skips, runs and drips. Ability to sand, wire brush, scrape and putty surfaces as needed.

Possess skill in the use of paint brushes, wire brushes, ladders and other hand tools associated with painting.

Plumbing: Performs maintenance and repair to the Center’s plumbing system including removal and replacement of components as required correcting problems in drainage systems or water supply lines. Clears plugged pipes and fixtures, cuts pipe, threads and installs pipe. The Center’s water heaters are maintained. Water heater work will consist of changing gas regulator valves, heating elements, pressure regulating safety valves, to complete change out and installation of new units as required. Knowledge of standard plumbing methods and techniques. Ability and accurate skill in the use of tapes, hacksaws, hand, and power pipe threads, cutters, packing and caulking irons, pipe wrenches and common hand tools.

The work involves advance planning, implementation, and monitoring of an overall maintenance program to ensure a safe and secure environment at a residential training facility. Incumbent must employ a variety of unrelated methods in performing everyday duties. Work is reviewed for compliance with governing policies, regulations, procedures, and technical and safety specifications and environmental requirements.

The work requires a considerable amount of standing, stooping, bending, kneeling, climbing, and working in tiring and/or uncomfortable positions. The incumbent may work from ladders and scaffolding. The incumbent carries, lifts, and handles parts and equipment weighing up to 50 pounds and may occasionally exceed 50 pounds.

The work is performed inside and outside with exposure to all kinds of weather. The work area may be dirty, wet, dusty, and greasy, with inadequate lighting, heat, or ventilation. Discomfort is encountered when wearing protective clothing, gloves, or eye goggles.

b. Hours All ten (10) positions are to be full-time employees. The work hours are Monday through Friday, 7:30 am –

4:00 pm for the teachers and maintenance workers, the cooks cover five workdays each ranging from Sunday to Saturday. All positions are 8 hour days for 260 days per year for a total of 2080 hours per year.

Additional hours may be needed on an occasional basis and will be requested in writing by Center Leadership and approved in advance. Overtime as defined by the US DOL will be paid at the rate indicated above multiplied by 1.5 times the hours worked.

4. QUALIFICATIONS OF CONTRACT EMPLOYEES:

The Contract employee must possess the following:

Basic Education Teachers – a current State of North Carolina Teaching License Class A or Class M.

Driver Education Instructor – a current State of North Carolina Driver Education certification.

Cooks, Support Staff, Maintenance Workers - shall have a minimum of two year experience in their labor category.

5. MATERIALS, EQUIPMENT, TRAINING, AND UTILITIES.

A. The Government Shall Furnish: Adequate work space, equipment, supplies, and materials as needed to accomplish the work requirements outlined herein, storage space for student information, telephone and computer. These supplies and property shall be utilized during the performance of this contract only, while providing student services.

B. The Contractor Shall Furnish: All labor, services, permits, licenses, liability insurance sufficient for contract staff to operate government vehicles, and incidentals (other than those provided by the Government) as needed to fulfill the work requirements herein. In addition, the Contractor agrees to indemnify and hold harmless the Job Corps Center from any actions taken by, for, or against the Contractor or their agents that could result in additional expenses, fees or lawsuits.

C. Security: The Contractor shall review security procedures with the Center HSM and COR.

6. THE ROLE OF GOVERNMENT PERSONNEL AND RESPONSIBILITY FOR CONTRACT ADMINISTRATION

A. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to amend, modify, or deviate from the contract.

Other responsibilities may be delegated to authorized representatives.

B. Contracting Officer's Representative (COR): The COR will be designated in writing at the time of award to assist the CO in the day-to-day on-site administration of the contract requirements. The responsibilities of the COR are delegated in a letter of delegation at award of contract.

(1) Determining the compliance and adequacy of performance by the Contractor in accordance with the terms and conditions of this contract;

(2) Requesting removal to CO of unsuitable contractor employees;

(3) Ensuring adequacy of schedule and Quality Control Plan, including any change orders.

(4) Requesting re-performance of unacceptable work or performance by other mean to the CO.

7. RECORDS, REPORTS, AND REQUIRED SUBMITTALS: All records pertaining to the students remain at the OJCCC.

8. GOVERNING REGULATIONS, HANDBOOKS, AND REFERENCES: The Contractor shall provide Health and Wellness services as specified in:

9. QUALITY ASSURANCE PERFORMANCE MATRIX: In accordance with FAR 37.401, the Government will evaluate the quality of professional and administrative services provided. The Contractor will receive performance evaluations in accordance with the Quality Assurance Surveillance Plan for this program, which shall be provided to the Contractor by the CO or the COR.
