Work will be completed on 25 miles of the existing OHV trail and OHV designated road system in the Buckhorn Area.
B. Maps with specific locations of OHV trail and OHV designated road work will be provided prior to starting contract work. Specific location requiring maintenance are attached.
2. Part 2 – EXECUTION
2.1 EQUIPMENT
A. Contractor Equipment & Workforce
1. Contractor will provide all necessary equipment, tools, supplies, and labor to perform OHV trail/road maintenance work.
2. Contractor will provide (at a minimum) a D4 Dozer or equivalent machine to perform OHV trail/road maintenance work.
2.2 TECHNICAL SPECIFICATIONS
A. Trail Tread and Road-Bed Maintenance
1. Contractor will repair damaged trail tread and road-bed to previous width surface character.
a. If additional material is required – Contractor will utilize existing adjacent native material or request new material (i.e., gravel). Forest Service will assess each situation requiring the addition of new material and provide such material as is deemed necessary and budget allows.
B. Drainage Maintenance
1. General Maintenance Activities - where trail/road drainage facilities have been plugged and the water has been diverted from the intended channel, remove debris causing the diversion and return the drainage to the channel. If washing or ponding of water has been or is occurring, fill ponded area with suitable material and construct appropriate water diversion device (waterbar, rolling dip, or water turnout) to keep water off and away from the trail/road bed. Clean ditches to permit the free flow of water into culverts and away from the trail/road. Scatter all unusable or unneeded material that is cleared from drainage structures 3 feet or more beyond and below the trail/road or drainage facility and out of waterways. Drain and recontour large mud bogs adjacent to the trail and construct appropriate water diversion.
2. Culverts – remove debris and soil from catch basins and inlet and outlet ditches and inside culverts to permit unobstructed flow of water into, through, and away from the culvert.
3. Waterbars – clean the upgrade side of all existing waterbars and maintain them as necessary. Remove material accumulated against waterbars. Use and compact suitable material removed from upgrade side of waterbars to bring the downgrade side of the trail/road bed flush with the waterbar. Remove all debris from the lead-off area of all waterbars that restricts the free flow of water away from the trail/road. Repair the waterbar as necessary with like material to ensure proper function.
4. Drainage Dips – clean deposited material and restore drainage dips as necessary. Remove all debris from the lead-off area of dips that restricts the free flow of water away from trail/road. Use suitable material obtained by cleaning dips for fill on the downgrade side. Compact all material placed in the trail/road bed.
5. Water-Turnouts – maintain existing water turnouts and construct new water turnouts as needed to divert water off trail/road bed.
6. Stream Fords & Gully Crossings – maintain stream fords and gully crossings as necessary. Remove debris and large loose rocks from existing stream crossings to provide the tread width. Maintain and replace missing or rotted logs or rock barriers that form dams at fords and gully crossings. Level and smooth the stream bottom to provide a crossing. Re-grade or fill approaches to stream fords and gully crossings to provide for safe use. Replace missing stepping stones.
C. Brush & Snag Removal
1. Logging Out – cut and remove all logs that extend across or into the trail/road- way. The portions of cut logs that remain on the upper side of trail/road shall be either firmly anchored to prevent sliding or rolling or moved across the trail/road- way to the lower side and scattered outside the clearing limits.
2. Vegetation Removal – remove all vegetation encroaching into the horizontal and vertical trail/road- way. All cut material will be removed and scattered in a manner that will not block any waterways.
3. Snag and Danger Tree Removal - snags (standing dead trees) and trees that are broken off or that are in a leaning, unstable position over the trail/road- way with the potential to fall across the trail/road- way will be cut down or pushed over. Cutting will be done close to ground level or done in a manner that does not leave stumps that are aesthetically unpleasing or could be a safety hazard for trail/road users. The portions of cut logs that remain on the upper side of trail/road- way shall be either firmly anchored to prevent sliding or rolling or moved across to the lower side and scattered outside the clearing limits.
2.3 Public Safety and Traffic Control
A. The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards to, trail/road users.
B. The Contractor shall post warning signs with flags on each end of the section of trail/road being worked. Signs shall be of the 30” x 30” size, reflectorized orange with black lettering colors. These signs shall be moved as needed to properly delineate and identify the section of trail/road being maintained. At no time shall these signs be more than one quarter mile from operating equipment and shall be in place only when trail/road equipment or individuals are actually performing operations. All slow-moving equipment shall have a reflectorized "slow moving" vehicle emblem properly attached.
C. All work shall be so scheduled that at the end of a working day, the trail is passable for the type of traffic normally using the trail. If for any reason hazards are left in or adjacent to the trail after normal work period, they shall be properly signed as hazards and visibly illuminated at night. Segments of unfinished work which may present a hazard to trail users, such as rolls of surface material, debris, hazard trees, etc., may not be left in or where they could fall into the trail, overnight, on weekends or holidays.
2.4 INSPECTION
A. CORs will conduct daily/weekly inspections to insure that work is completed to desired standard. COR will provide specific locations and directions for trail/road maintenance activities. COR will also provide advice to contractor to accomplish work to standard.

(a) Definitions. As used in this provision— “Electronic Funds Transfer (EFT) indicator” means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
“Registered in the System for Award Management (SAM) database” means that—
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14), into the SAM database;

(4) The Government has marked the record “Active”.
“Unique entity identifier” means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.
(b)
(1) By submission of an Offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the unique entity identifier that identifies the Offeror’s name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM database.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(3) Company physical street address, city, state and Zip Code.
