About this file

This is a Decision to Restrict Competition document submitted by the United States Department of Agriculture for a simplified acquisition under the Federal Acquisition Regulation Overhaul (FAR 12.102).

The acquisition (Identification Number 127EAY26Q0022, Requisition 1165038) is for veterinary services for wild horses and burros at the Double Devil Wild Horse and Burro Corrals in Alturas, California, with an estimated contract value of $165,000.00. The requesting activity is Modoc NF/SO/Wildhorse under the Products and Services contracting activity. The sole-source contractor identified is Modoc Veterinary Center (UEI: LHKRDMEMFT57) located at 501 HWY 395 N, Alturas, CA 96101-4228. The justification for restricting competition cites Modoc Veterinary Center's exclusive capability to provide emergency veterinary examinations, treatment, and euthanasia services within the required one-hour response time frame. The facility is described as the only responsible contractor available in the remote Alturas area (population 2.8 thousand) and has been the sole provider since 2020 when the service requirement began. Market research via Dynamic Small Business search confirmed Modoc Veterinary Clinic as the only small business classified under NAICS 541940 (Licensed Veterinary Practitioners) within the 96101 area code. The document has been certified by Charlene Johnston, Center Manager, and approved by Kari D. Hughes, Contracting Officer, both digitally signed on March 13, 2026.
