Project
General Information
1.0 Scope of Work
Modoc National Forest is seeking to trim trees and remove hazard trees from three administrative sites.
2.0 Background
Project locations will be in Cedarville, California, Canby, California, and Adin, California. The trees are located in vicinity of barracks and office building that will be occupied during the tentative project timeline. Warner Mountain Ranger District in Cedarville, California has approximately fifteen (13) Trees that need to be trimmed/pruned and two (2) that need to be removed. Canby Work Center has approximately five (5) trees that need to be trimmed/pruned. Big Valley Ranger District has approximately twenty-three (23) trees that need to be trimmed/pruned. Project locations will be in Cedarville, California, Canby, California, and Adin, California.
Directions to Warmer Mountain Ranger District Office: from Alturas, California downtown area, take US Highway 395 North for 31 miles and turn right onto 5.5 miles and turn right onto CA State Highway 299 for 16.4 miles. Turn left on Townsend St, Cedarville and the site is on your left.
County Road 47 for 2 miles and make a slight right onto County Road 133 for less than .1 miles and take a left onto National Forest Route 30 (46N30) for 2.5 miles and the Rainbow Obsidian site will be on your left.
Directions to Canby Work Center: Head west out of Alturas, California on State Highway 299 from the four corners intersection approximately 18 miles to Canby, California. The site will be on your right.
Directions to Big Valley Ranger District: Head west out of Alturas, California on State Highway 299 from the four corners intersection approximately 20 miles passing through Canby, California. Keep left at the intersection and continue on CA State Highway 299 E for 21 miles. The site will be located on your right.
Contractor Requirements
3.0 Technical Requirements / Tasks
1) Contractor shall provide all materials, equipment, labor, and supervision to achieve the outlined scope of work.
2) Existing Conditions: Protect existing site and plants not to be removed or replaced.
3) Damages created and not repaired to original conditions will be repaired and separately expensed to the contractor.
4) All materials removed shall be appropriately disposed of off-site by the contractor if options are exercised.
5) Trees
a. Existing trees to be removed as noted in appendix A, approximately 2 trees. Number to be verified on site.
b. Leave stumps with height no higher than 4” from ground.
i. Remove or grind protruding stumps if options are exercised.
c. All remaining trees to be trimmed/pruned by an arborist currently credentialed by International Society of Arborists.
d. Trees are to be trimmed/pruned in accordance with current ISA Best Management Practices and guidelines (ANSI A300).
e. Trees to be trimmed/pruned to promote their health, remove suckers, cross branches, and weak branches.
f. Trees are not to be topped or deliberately cut back to reduce their central leaders and heights.
g. Cut branches with sharp pruning instruments; do not break or chop.
h. Do not paint or apply sealants to wounds.
i. Dispose of debris offsite if options are exercised.
6) Establish safety procedures and perimeters around work areas to ensure safety for inhabitants.
If all options are exercised the contractor will be responsible for removing debris from sites. Otherwise, the government will perform cleanup operations.
4.0 Government Furnished
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.
The government will provide detailed location which will include:
1. Maps of the geographical location of each site
NOTE: The government does not guarantee quality or quantity of this material.
5.0 Deliverables / Schedule
Schedule Performance of this contract shall fall between May 15, 2024, until September 30, 2024, with no work taking place on weekends and federal holidays. Work should be performed between the hours of 7 A.M and 6 P.M. PDT to not interfere with residents at the sites. The contractor shall inform the Forest Service with a tentative schedule.

7.0 Contractor’s Key Personnel
At a minimum, the Contractor must propose the following position as Key Personnel:
1) Contractor or Contractor Representative
2) On-site Foreman (Not Required if not different from Contractor or Contractor Representative)
3) Laborers
8.0 Security Requirements
Contractor is responsible for any materials, supplies, and equipment staged on site prior to the final project acceptance.
9.0 Data Rights
The government will retain rights to all intellectual property and data produced during this award instrument.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
