Horse Gather IDIQ

Questions and Answers as of 7/10/2022

1. On page 30 of the Solicitation under Supplemental Instructions.... (1) (A) (i) it says to submit "Representation Provisions (#37-40)", but I was not sure where this was found in the document, or what Reps and Certs were required.

See Amendment 0001 correcting this.

2. Can the contractor choose to leave after helicopter drive-trapping work, and then come back after waiting a period (weeks or months), to bait trap or helicopter drive trap again, if agreed upon by the COR, as long as they are working within the contract period (9/1 to 4/31/23)?

Yes, the contractor can leave if both parties agree.

3. Are the optional items at the government’s discretion or must they be mutually agreed upon by the Contractor and the government?

Optional items can be added based on available funds and will be excised as needed by the government before the end of the task order period of performance. See amendment 0001 adding option clause to task order.

4. Can you clarify if the Base Daily Rate should include all associated helicopter costs for the day? When will the helicopter be paid an hourly rate (over or under 4 hours), and where should that price be specified in Section II?

Daily Base Rate should include all helicopter associated costs. Hourly rate is only if the Helicopter is in operation less then 4 hours.

5. Will the start date of operations be 9/1, on the date proposed in the Project Schedule, or negotiated after award?

A project schedule is part of the solicitation submission requirements, see FAR 52.212-2 Evaluation – Commercial Items (Oct 2014) in the solicitation.

6. Is there a not-to-exceed threshold for proposed prices under the IDIQ contract, or will the proposed Seed task order prices only be used in this initial year for determining task order award? The Initial task order price is only the first year, every task order past the first year will have an opportunity to bid.

The IDIQ is for 5 years and with a contract ceiling of $4,000,000. The max that will be ordered by task orders for the life of the contract is $4,000,000. The seed task order is a real project and is being used for price evaluation. Every future task order beyond the initial seed task order will be competed among contract holders.

7. The solicitation is asking for a non-supervising quality inspector to perform quality control.

Can you further explain the duties of a quality inspector and can this person also be part of the contract gather crew? In other words can this person work as a wrangler or in any other position?

The quality control inspector for the contractor can be anyone working for the company that is responsible for the company quality control for any part of the operations. The person should have the experience to know the operation are within the scope of the contract.

8. This solicitation also has a price schedule for a gather for this year. Will the task order award for this year be based on just lowest price of will it be based on lowest price technical acceptable.

If it is based on LPTA would the technical submitted be evaluated along with the price for the task order award?

The initial seed task order is a real project and is being used as a solicitation evaluation factor:

Price. The price submitted on the task order will be part of the IDIQ evaluation process.

9. Can we please have a map that show the numbers and where the animals were located in the Garden?

See amendment 0001.

10. We do not understand this answer to question #4. This answer says hourly rate is only if the Helicopter is in operation less than 4 hours. But there is no place on the price schedule to put an hourly rate for the helicopter. It is our understanding that all helicopter costs are included in Base Item 002. Can you clarify?

See Amendment 0002

11. Can you clarify if the Base Daily Rate should include all associated helicopter costs for the day? When will the helicopter be paid an hourly rate (over or under 4 hours), and where should that price be specified in Section II?

Daily Base Rate should include all helicopter associated costs. Hourly rate is only if the Helicopter is in operation less than 4 hours.

12. We are still not clear from the answer to question #8 how this task order for this year will be evaluated and awarded. Again will the award for this year be based on both the technical and price? And if so what percentage will be given to each – the technical and price? Or will the award be just based on the price proposals submitted by the contractors that have a technical that is acceptable and get an awarded 5 year contract?

In the solicitation, FAR 52.212-2 Evaluation, provides the factors that will be used to arrive at a vendor that is determined to be most advantageous to the Government.

The Government anticipates awarding up to Five contracts resulting from this solicitation to the responsible vendor(s) whose quote conforming to the solicitation is most advantageous to the

Government, price and other evaluation criteria considered. The technical evaluation factors are equal to each other in importance and when combined are approximately equal to price.

Price will be reviewed for price reasonableness and the contractor that will be awarded an IDIQ contract and has the lowest price on this initial seed task order will be awarded the seed task order.

14. We have two questions about Section V of Amendment # 1. First we can not find any sections L and M in this solicitation. Can you provide a page number? Then when you are comparing and evaluating prices to award this contract and this task order for this year will you be using “Total Base Items” or will you be using “Total All Items”? Section V 8.

EVALUATION CRITERIA:

Relevant, Price will be considered for the “Best Value” evaluation 1. Price Evaluation for Task Order Award:

In accordance with sections L and M of the solicitation, pricing submitted on this task order will be evaluated and used for price reasonableness of both the ID/IQ awards and award of this task order.

Award Determination:

The Government anticipates awarding a single task order to the responsible vendor(s) whose quote conforming to the solicitation is most advantageous to the Government.

52.217-5 Evaluation of Options (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s)

See Amendment 0002. Will be using Total All Items.

15. This paragraph has been added to the Section II of the price proposal. Can you clarify what this means? Does this mean that the contractor that gets the award for the job this year will not be doing any bait trapping unless the government decides later to exercise the options 007 and 007a?

***52.217-7 OPTION FOR INCREASED QUANTITY—SEPARATELY PRICED LINE ITEM

(MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The

Contracting Officer may exercise the option by written notice to the Contractor by March 31, 2023. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

Please quote on the optional items as the Government anticipates ordering these items as funds come available by March 31st, 2023.

16. If you're getting paid the day rate, do you also receive the per head rate for the horses caught that day?

Yes, you will get the daily rate and rate per head of horses caught per day.

17. Where do we list the hourly rate for the helicopter? (An hourly rate is referred to in the solicitation, but there is nowhere to list our hourly rate.)

Please add the hourly rate next to the Daily rate.

18. Are you potentially looking to award this solicitation to one contractor or multiple vendors?

The solicitation states that we may award up to 5 contracts from this solicitation.
