3 - Statement of Work
McCloud Ranger District Lower McCloud FY22 Fuel Management Zone
1. Description of Project:
The intent of this project is to establish a 600-foot-wide Fuel Management Zone (FMZ) by reducing surface, ladder and canopy fuels to create forest conditions that are safe for conducting prescribed burning and serve as a strategic firebreak during a wildfire event. This will be accomplished with a combination of mechanical mastication and manual treatment of undesirable vegetation. Finished product will appear park-like. The process is to remove understory vegetation and thin conifers and hardwoods to the desired spacing listed below.
Contractor shall furnish all labor, equipment, supervision, transportation, and supplies to perform all work specified therein, except pile covering will be provided to cover hand piles.
2. Specific Work Requirement:
• Thinning of Conifers - Thin brush, understory vegetation, and all conifers less than 8" DBH within project boundaries to an average spacing of 25'-30'. Average spacing may vary +/- 20% in order to select the best leave trees. All tree stumps must be less than 6" in height. All cut-trees shall either be masticated or piled.
• Thinning of Hardwoods - Thin hardwoods less than 8" DBH to an average spacing of 25'-30'. Choose trees that are of the best quality for retention. Retain all bigleaf maple and alder. Consider hardwoods in your leave tree spacing. All cut trees shall either be masticated or piled.
• Limb remaining trees - Within 50' of the road edge, on both sides of the road, raise Canopy Base Height of leave trees to 6' off of the ground. Cut limbs will be piled or masticated.
• Mastication of Vegetation - Mastication with mechanized equipment will be used where possible as indicated on project maps. Mastication area on maps is approximate. Mechanized equipment will be restricted to slopes 35% or less. In large brush patches without conifers (generally > ½ acre) approximately 50% of the existing brush will be retained for age diversity in a mosaic pattern. Brush stumps will be less than 4" in height. Masticated material shall be no larger than 4" dbh and longer than 18" in length, and shall be spread to a depth of no more than 4" in depth. All masticated material will be cleared from roads.
• Hand Thinning and Piling of Vegetation- Areas not treated by mastication will be hand thinned and handpiled. Hand piles will consist of preexisting and created surface fuels (from thinning and limbing). Remaining dead downed fuel load will be 10 tons per acre or less. Piles will generally be no larger than 10 feet across and 8-12 feet in height, and will be outside the drip line of remaining trees where possible. Piles may be larger in roadside openings. No piles will be placed within 25' of the FMZ outside boundary. No piles will be placed on stumps.
3. Resource Protection Measures:
• Equipment Exclusion Zones (EEZs) o All EEZs adjacent to mechanical treatment areas will be flagged with blue and white stripe flagging and or/signed as "equipment exclusion" as well as shown on project maps.
o Hand thinning, limbing, and piling are permitted within EEZs up to the edge of the active channel/inner gorge.
o No piles shall be placed within the active channel/inner gorge.
o Avoid disturbance to riparian plant species, including but not limited to bigleaf maple and alder.
o Equipment will not operate within EEZs, however the arm of masticators or machinery may reach within the EEZ provided that the machine footprint remains outside the EEZ.
o Where a road passes through the EEZ, equipment may operate in the portion of the EEZ on the opposite side of the road from the stream channel.
• Noxious Weeds o All off-road equipment will need to be cleaned using the appropriate method for the current conditions prior to equipment being moved into or out of the project area.
o Noxious weed exclusion areas will be flagged with orange and black "noxious weed" flagging and will be included on maps for avoidance measures. Mechanical treatments, piling, and parking of equipment or vehicles will not be done in these areas. Fuels may be removed by hand from within infestations and piled outside the flagged area.
• Cultural o There are known archeological sites within the unit. They will be clearly identified on the ground with red and black striped flagging. Exclusion areas will be identified on the map given to the winning bidder.
o Hand thinning and limbing are permitted within protected sites. Material may be removed from the site and piled or masticated outside the site.
o Piling will not occur within protected sites.
o Within the Ah-Di-Na Campground, Equipment will not operate off of existing roads or campsites, however the arm of masticators or machinery may reach into the site provided that the machine footprint remains outside the site.
• Recreation o Project implementation occurring directly adjacent to and in Ah-Di-Na Campground will be conducted during low use recreation seasons where feasible. (This is typically outside the period from April through September). Use of heavy equipment and chainsaws within 0.25 mile of the campground will be limited to operations between the hours of 8 am and 5 pm.
o Notify District Recreation employees at a minimum 2 weeks before activities begin in/around Ah-Di-Na campground to ensure that the drinking water spring box and underground water line system (from spring box to water tank to campground and within campground) are flagged.
Caution should be taken with use of mechanized equipment to not damage this infrastructure.
o Repair to forest standard or replace all major and minor features of recreation sites damaged during project activities with new features equivalent in size and quality to those originally provided.
• Wildlife o Surveys will be completed by a qualified Wildlife Biologist for the presence of Northern Spotted
Owl and Fishers within the contract area prior to the anticipated start date.
o If a reproductive pair of Northern Spotted Owl is detected through surveys, the Limited Operating
Period of February 1 to September 15 will be adhered to, and no work will be performed within this timeframe within 0.25 miles of the Activity Center. The Contractor will be notified of the presence of the new activity center in the project area.
o If potential fisher den sites are detected through surveys, the Limited Operating Period of March 15 to July 31 will be adhered to, and no work will be completed within 300 feet of a known or suspected fisher den site within this timeframe. The Contractor will be notified of the presence of potential den sites, and they will be marked clearly with flagging.
4. Boundaries:
Where the project is bounded by roads or the McCloud River, no flagging will be hung. Otherwise, the boundary is marked with a combination of orange and white with blue polka-dot flagging.
5. Method of Area Measurement:
The units have been determined by Global Positioning Systems (GPS) and/or Geographic Information Systems (GIS). If re-measurement of the acreage is desired by the contractor, notification shall be made upon written request. Requests for re-measurement shall be made within 10 days after work has been completed on the unit.
6. Location:
The project is located on the Shasta-Trinity National Forest, Shasta-McCloud Management Unit, McCloud Ranger District, McCloud, CA.
The project is located approximately 9 miles south of the town of McCloud along Forest Road 38N53, also known as the road to the Ah-Di-Na Campground.

In other months they may become inaccessible due to winter conditions. The Government assumes no responsibility to maintain roads in a passable condition.
Closed Roads - Some Forest Service roads accessing the contract area may be blocked off for road closure purposes. The Contractor may open these closures upon approval of the COR. However, at the Contractor's expense, all blocked roads opened shall be immediately re-closed and returned to the previous condition upon completion of work on that portion of the contract.
7. Site Visit:
A site visit will be held on April 20th, 2022 at 9:00am PST.
Meeting location: McCloud Ranger Station, 2019 Forest Rd, McCloud, CA 96057
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
8. Period of Performance:
June1, 2022 - February 1, 2023 Start date is expected to begin as early as June 1, 2022, but will be no later than September 16, 2022. All contract items shall be completed by February 1, 2023. 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services. (NOV 2021)
52.212-2 Evaluation - Commercial Products and Commercial Services. (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Price Factor: Quoters shall provide pricing on Schedule of Items. The Government intends to assess price to determine realism and reasonableness (reflective of the Quoters understanding of the work and ability to perform the work).
(ii) Technical Capability/Past Performance: Quoters shall respond to this factor in a format of the offerors choosing.
Technical Capability: Technical capability is a measure of the degree to which the vendor presents their understanding of the requirements and the challenges of this project as well as their ability to mitigate those challenges and complete the project as specified.
The narrative response to the technical approach should be in as much detail as the quoter considers necessary to fully explain their proposed technical approach or method. The technical approach should reflect a clear understanding of the nature of the work being undertaken and an understanding of the acceptable quality level. The narrative need not be lengthy but shall at a minimum address the following information:
1) Work Plan: The staffing and equipment available to perform task orders during the contract period.
2) Quality Control Plan: Submit the quality control plan which will be used to ensure an acceptable quality level of 90% or greater is achieved on all line items. Describe who is responsible for Quality Control and how you intend to inspect and ensure work is performed that conforms to specifications and remains within an acceptable quality level.
Relevant Past Performance: Past performance is a measure of the degree to which a vendor, as an organization, has satisfied its customers, and complied with federal, state, and local laws and regulations. The Government may inquire about the following elements, which are all of equal importance in relation to each other, (1) quality of the work; (2) customer satisfaction; (3) timeliness of the Firm during performance and the final completion of the project; and (4) overall business relations.
Performance information for their firm and any proposed major subcontractors performing more than 20% of the work shall be submitted with a minimum of three references within the last three years.
Include the following information for each reference:
1. Reference name
2. Company or organization
3. Current telephone number
4. Project name or contract number
5. Project Size in dollars and acreage
6. Location
7. Approximate completion date, or anticipated completion date if in progress
The Government may contact references beyond those identified by the quoter to obtain additional information in the evaluation of the quoters past performance. Performance information may be obtained on any federal, state, local, and commercial contract performance of the quoter that is known to the Government and may include information from existing contract files. Additionally, personal experience and an evaluator personal knowledge of quoters performance may be used.
The Government will determine the acceptability of each quote on a pass or fail basis considering the following factors:
1) A quoter takes exception to the any of the terms and conditions of the RFQ, including attachments;
2) A quoter is not currently registered in the System for Award Management (SAM) by the closing date of the solicitation;
3) A quoter cannot be verified as a Small Business as shown in SAM or other proof as submitted by the quoter; and
4) An incomplete quote that lacks sufficient information for the government to perform a technical evaluation to determine acceptability.
(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)
Technical and past performance, when combined, are equal (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
