About this file
This file is a Questions and Answers (Q&A) document for federal contract opportunity 127EAX26Q0107, specifically the second round of clarifications (QA #2) related to Building 20 Atrium Leak Mitigation.
The Q&A addresses key procedural and scope clarifications for potential offerors. Regarding site visit participation, attendance is not mandatory for submission of a quotation, and advance registration or visitor information is not required prior to arrival at the guard gate. On the matter of firm qualifications, the Contracting Officer clarified that firms without direct product sales or installation experience are appropriate for this work, noting that the Roofing NAICS code was selected because the scope includes roof inspections despite the atrium location. Firms lacking necessary equipment such as lifts, ladders, and safety gear are encouraged to partner with subcontractors who can provide these resources and labor to complete the required inspections and testing. This guidance indicates the government is seeking inspection and assessment expertise rather than restricting participation to traditional roofing contractors with full installation capabilities.

127EAX26Q0107 Bldg 20 Atrium Leak Mitigation Q&A #2
1. Could you please confirm whether attendance at the site visit is required for an offeror to submit an eligible quotation? If attendance is required, may a technical representative or proposed subcontractor attend on behalf of the prime offeror, and is any advance registration or visitor information required before arrival at the guard gate??
A: Attendance is not required, registering prior is to arrival is not required either.
2. I see this is listed under a Roofing NAICs, and has cost estimating as part of the deliverable. Since we do not sell products/perform installation, we do not have a reliable way to do cost estimating. We also don’t have some of the materials (scaffolding, swing stage, etc) that might be necessary to perform testing like a contractor will have. From that perspective, would we be a good fit for this work, or are you looking for a different type of firm to propose?
A: Per my understanding of the scope of work, yes, your firm is a good fit.
The CO used the Roofing NAICS because it includes inspecting roofs even though this is an atrium roof areas.
You are correct about estimating repairs for issues found during the inspection is in the scope.
You are correct that a firm like yours would probably need to partner with someone to provide necessary lifts, ladders, safety equipment and possible labor to complete the inspections or any required testing.
