About this file

This is Amendment 01 to Solicitation 127EAX26Q0055 for Greenough Campground Reconstruction on the Custer-Gallatin National Forest, issued by USDA Forest Service CSA Southwest 7 on August 10, 2026. The amendment extends the offer submission deadline from August 14, 2026 at 5:00 p.m. to August 21, 2026 at 5:00 p.m. MDT. The contract period of performance is September 21, 2026 through June 30, 2027, with work to commence within 10 days of Notice to Proceed. Key revisions include modifications to FSSS Specification Section 401 for Asphalt Concrete Pavement by Gyratory Mix Design Method, specifically deleting Section 401.16 (Pavement Roughness) and replacing Section 401.19 (Payment) to establish payment at contract price per unit of measurement without pay factor reductions. Drawing Sheet B-3, Note A, was corrected to specify installation of a 15"x22"x42' CMPA culvert rather than the previously listed 18"x22"x58' size. The Davis-Bacon Act wage determination was updated from version 051826 to 072826.

The amendment includes 30 questions and answers addressing contractor inquiries regarding project administration, including confirmation that one person may serve as Superintendent, SSHO, and QC Manager; no required phasing; no soil boring reports available; water availability from Rock Creek subject to Contracting Officer approval; no asbestos or lead present; no third-party inspections required; no permitting required; and clarifications on staking data, well specifications, and schedule of items. The contractor must acknowledge receipt of this amendment prior to the revised offer deadline through completion of the amendment, receipt acknowledgment on offer copies, or separate written communication.

Amendment 01 Greenough Campground Reconstruction

127EAX26Q0055

August 10, 2026

Solicitation 127EAX26Q0055, Greenough Campground Reconstruction, Custer-Gallatin National Forest, is amended as follows:

The following questions and answers are being provided for informational or clarification purposes only.

Q1: Can one person "triple hat" as Superintendent, SSHO and QC Manager?

A: Yes

Q2: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

A: Any extension after contract award will be handled in accordance with the appropriate contract terms and conditions.

Q3: Please provide the site visit attendee sign in sheet.

A: There is not a planned site visit and there is no attendance sheet.

Q4: Are soil boring reports available? If not, confirm discovery of rocks and obstructions during excavation will be treated as differing site conditions under FAR 52.236-2 or addressed as a change under FAR 52.243-4.

A: There are no soil boring reports for this project. This project is along Rock Creek and there are visible rocks on the site of work. Any potential differing site condition would be investigated and handled in accordance with the appropriate contract terms and conditions.

Q5: Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

A: Water may be pumped from the creek with approval from the CO as long as no dewatering occurs. Contractor is responsible for additional erosion control measures if pumping from the creek is necessary. Contractor must submit a proposal for approval.

Q6: Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

A: No lead or asbestos is known to be on site.

Q7: Does this project require phasing?

A: There is no required phasing.

Q8: Is this project tax exempt?

A: No, project is not tax exempt.

Q9: When do you anticipate on site work starting?

A: Within 10 days of issuing the Notice to Proceed. See the Period of Performance in the Contract page 3 of 42.

Q10: Are third party inspections required?

A: Refer to the solicitation documents.

Q11: Is permitting required?

A: Permitting is not required.

Q12: Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.

A: Review the contract specifications.

Q13: Please provide staking data points for the project.

A: Control point data will be provided to the successful Contractor and is available in the drawings. CAD drawing files will be provided. Data (Cad Drawings) relating to horizontal and vertical alignment data will be furnished. Reformatting and additional calculations may be required for the convenient use of the Government-furnished data and shall be the Contractor’s responsibility. Review Section 152 Construction Survey and Staking. The contractor will have to extract data for staking. There may be some control points that are missing and may need to be reestablished by the contractor.

Q14: Are red, yellow, and blue tops required?

A: Please review section 152 Construction Survey and Staking.

Q15: Block 11 of the SF-1442 specifies a 283-calendar-day performance period from NTP, while Section (d) sets a fixed completion date of June 30, 2027. If NTP is issued later than the estimated September 21, 2026 start, which governs — the fixed date or the 283-day count?

A: If the NTP is issued with a start date later than September 21st, the completion date will be adjusted accordingly.

Q16: Is a seasonal winter shutdown anticipated or authorized for this site, and if so, is that time excluded from the 283-calendar-day performance period?

A: The calendar days include time for a winter shutdown period.

Q17: Drawing title blocks show inconsistent total sheet counts ("of 30" on most sheets, "of 28" on B-1, "of 31" on B-3, C-1, C-2, C-3, D-5, and D-8). Please confirm the set is complete at 30 sheets.

A: This is the complete set of plans.

Q18: Sheets C-2 and C-3 are dated 01/11/2021 while adjacent sheets in the same series are dated 2025/2026. Please confirm these two sheets reflect the current design and were not left in the set in error.

A: Sheets C-2 and C-3 are the most current.

Q19: Sheet B-3, Note A, calls for an 18"x22"x58' CMPA culvert, but the Schedule of Items (Item 0002AK) only includes a 15"x22" CMPA pay item. Is Note A a drafting error, or is a separate pay item needed for the 18"x22" size?

A: It appears to be a drafting error. Use the Schedule of Items 15”x22”x42’ CMPA Pay Item.

Q20: The DEQ Well Specification anticipates a total depth of 50–100 feet, but Items 0003AC and 0003AD estimate only 60 LF of drilling/casing. Please confirm the basis for this estimate and whether AGAR 452.211-73 applies if actual depth reaches 100 feet.

A: The basis for the estimate is accurate and yes AGAR 452.211-73 Variation in Estimated Quantities applies to this project.

Q21: Item 0003AE calls for 10 LF of perforated well casing, but the DEQ Well Specification describes an open-hole completion with no screen required. Please clarify whether perforated casing is required.

A: The contract requires 10 LF of perforated well casing. If the formation encountered includes sands, silts or gravel, a screen would be required under standard drilling practices. If the formation encountered is of the type of material that will not infiltrate the perforations, a screen would not be required.

Q22: Which Schedule of Items line covers the 12'x12' concrete pad for the well hand pump shown on Sheet B-3, Note F?

A: Items not specifically paid for in the Schedule of Items are incidental.

Q23: Which pay item(s) are measured for payment using Pay Factors on this project?

A: Items are measured and paid for in accordance with the FP-14 Specifications.

Q24: Can the FHWA confirm the testing characteristics that are considered for the statistical analysis/PWL pay items?

A: Delete Section 401.16. Delete Payment Section 401.19 and replace with “410.19 The accepted quantities will be paid at the contract price per unit of measurement for the Section 401 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section.”

Q25: Please confirm the Pay Factor reduction tables to be referenced on this project.

A: Removed in question 24.

Q26: If it is determined that the proposed gradation values do not align with materials commonly used locally for highway construction and maintenance by Federal or state agencies, would FHWA eliminate the pay-factor requirement?

A: The Solicitation states the required gradations. FHWA is not part of this project. Asphalt Concrete/Pavement Pay factor requirements removed in question 24.

Q27: If the proposed gradation values are found to differ from materials typically used locally for highway construction and maintenance by Federal or state agencies, would FHWA consider using a state DOT’s gradation instead?

A: This is not a FHWA project. The solicitation states the required aggregate gradations, and this gradation has been used previously on numerous projects.

Q28: Does the QCM and Tester have to be 2 separate individuals?

A: No they do not have to be 2 separate individuals.

Q29: Is there a bid item for the log rap on the lake bank protection for this project or is it incidental to another item?

A: The log rap is incidental.

Q30: What was the timeline for the chip seal? July 2027? Also does the Forest Service have an approved waste site for excess material?

A: Chip seal should be completed by the end of June 2027, see Attachment 1 – Solicitation, (d) Commencement, Prosecution, and Completion of Work. Unusable material may be spread at designated locations. Windrows will not be allowed.
