This option includes hiring a certified electrician for electrical installation, coordination with Kit Carson Electric Cooperative for meter installation, and furnishing a wireless pump control system functioning over 2 miles through mountainous terrain. Bid Option B requires waterline installation through the forest between the well head and US Highway 64 crossing, including demolition and installation of air release valves, shutoff valves, and enclosures, with hydrostatic pressure testing required prior to burial. The contractor must commence work within five days of Notice to Proceed, with a 90-calendar-day Period of Performance, and must immediately notify the Contracting Officer Representative of any unforeseen conditions or additional work needed before proceeding.

STATEMENT OF WORK
TRES PIEDRAS RANGER DISTRICT
TRES PIEDRAS ADMINISTRATIVE SITE WATERLINE
REPLACEMENT
(HEALTH & SAFETY)
CARSON NATIONAL FOREST
April 2, 2025
I. Scope of Work
The Carson National Forest is seeking a contractor to construct a new water line from the Tres
Piedras Well site to the District Offices and facilities located at the Tres Piedras Ranger District
Administrative site, including all furnishings, appurtenances, and connections to existing service sites.
II. Location:
From the Carson National Forest Supervisors Office: Drive West on Cruz Alta Rd. to State Road
68. Proceed North along HWY 68 (merges with US HWY 64). Remain on HWY 64 and proceed to Tres Piedras NM. Continue West along HWY 64, Tres Piedras Ranger District Office will be on the right-hand side of the road.

Well Site: From the Tres Piedras Ranger District Office: Drive West on HWY 64 towards Tierra
Amarilla Proceed West for approximately 1.4 miles Forest Service Road 64H will be located to the left. Continue along Forest Service Road 64H for .15 mile at the intersection turn left, follow this Forest Service Administration Road. The Tres Piedras Well site will be located on the left-hand side.

III. Objectives:
Base Bid (Non-sequential order):
1. The Contractor shall Trench & install 2” HDPE waterline, at a minimum bury depth of 4’-00” as shown on the drawings, throughout the district compound.
Included in this work will be the installation of multiple shutoff valves, fire/yard hydrants, HDPE pipe fittings to include TEE’s and 4-way crosses, PVC caps etc. Reference drawings for further details.
NOTE: Existing waterlines are of both PVC and Galvanized materials.
Transition fittings from those materials to HDPE will be required. See drawings & specifications for additional details.
Bid Option A (Non-sequential order):
depth of 4’-00” as shown on the drawings, at the existing well head site.
Included in this work will be the installation of multiple shutoff valves & associated enclosures, HDPE pipe fittings which may include TEE’s and 4-way crosses, PVC caps etc. Reference drawings for further details.
2. Contractor shall construct a new utility building as shown on the drawings:
a. Prior to construction the contractor must contact 811 for public utility locates. Documentation of this call must be provided to the US Forest
Service COR in the form of a contract submittal.
NOTE: Consultation with the local Tres Piedras Domestic Water
Association will be required as they have a distribution waterline through US Forest Service property.
b. Construct a new utility building located as shown in the drawings. The new building will house a new storage tank, a new booster pump, new chlorinating system and a new hydropneumatic pressure tank.
Additionally, contractor shall furnish and install a heating system, sized for the 170 sqf. building. Reference specifications and construction drawings for further details. The tank and system shall conform to NSF/ANSI 61 potability standards, AWWA D100 &
D107, and NMAC 20.7.10 and any/all contract specifications. The contractor shall consult with State of New Mexico Certified Water
Operator to ensure the chlorination system is installed and functioning properly in accordance with all NMED & NMAC regulations. The utility building must also contain a functional electrical system per state and federal building codes. Contractor will be responsible for hiring a certified electrician to perform all electrical work to include:
i. installing a main distribution panel
ii. meter base & secondary electric pole per Kit Carson Electric
Cooperative standards
Note: The new building must match the existing theme of the district compound. Exterior walls shall have a “buckskin” stucco finish, and roof shall be red pro-panel, Submit all colors to COR for final selection and approval. See drawings for finish schedule.
c. Contractor shall coordinate with the US Forest Service when they are ready for Kit Carson Electric Cooperative (KCEC) to install the meter.
The US Forest service will be responsible for the hiring & paying
KCEC for the associated service drop. As coordination is on-going, for bidding purposes contractor shall install new underground electric from existing overhead transformer behind fire warehouse to treatment building. Contractor shall be responsible for the furnishment, and installation of an electric meter base/socket mounted on a service pole.

d. Furnish & install a wireless pump control system capable of functioning over a minimum distance of 2 miles through mountainous terrain. This system will serve to control well cycling and shall work in conjunction with the float system noted in item b. See specifications for additional details.
e. Consult the drawings for additional components of the new utility building not covered in this document. Upon completion of new utility building, the contractor must test all components and allow the system to run cycles. The well pump must be set to fill the new storage tank and stop when full.
Bid Option B (Non-sequential order):
depth of 4’-00” as shown on the drawings, through the Forest between the exiting well head site and the crossing of US Hwy 64 near the district compound. Included in this work will be the demolition of existing air release valves, & installation of new air release valves, installation of multiple shutoff valves & associated enclosures, HDPE pipe fittings which may include TEE’s and 4-way crosses, PVC caps etc. Reference drawings for further details.
NOTE: New waterlines, fittings and valves must be pressure tested via hydrostatic pressure pump prior to burial and approved by the COR. See specifications for additional details.
IV. Government Furnished Property:
There will be no government furnished property.
V. Start Date:
The Contractor shall schedule to commence work no later than five (5) days upon issuance of
Notice to Proceed (NTP) from the Contracting Officer (CO). The CO is the only federal government employee authorized to award the contract and issue the NTP or to modify the terms of the contract, quantities, pricing, duration, etc.
VI. Contract Time:
The Period of Performance (POP) shall be 90 calendar days upon receiving the Notice to
Proceed (NTP).
NOTE: The Contractor shall notify the Contracting Officer Representative (COR) of any unforeseen conditions or additional work needed immediately and shall not proceed with any additional work until the COR and the Contractor determine the extent of additional work and/or time needed that may affect the Period of Performance. The Contractor shall provide a cost for the additional work to the COR. The COR shall notify the Contracting Officer (CO) immediately if there is a cost and/or additional time required.
