BACKGROUND AND DESCRIPTION OF PROJECT

The Goldfield Ranch is a Forest Service administrative site and fire center located on the Tonto National Forest at 9210 N. Bush Highway, northeast of Mesa. The site includes a variety of living and working facilities. The attached information, taken from the Forest’s 2016 Facility Master Plan describes the facility and associated improvements.

Historic water test results for the well-provided water are attached. Additional water testing is in progress, and results will be provided to the A/E. A sanitary survey, including a description of the existing water system, is attached. The on-site well log and completion report are also attached.

The water system control building and all components were replaced in 2009. The water system is classified as a non-public system (based on users and service connections years ago) and is not regulated by the Arizona Department of Environmental Quality (ADEQ). However, based on the current user population, the system should likely be reclassified as a public water system (PWS). In 2015, water testing was conducted to ensure the water was safe and potable. All test results indicated normal levels of analyses. The total dissolved solids were less than 300 ppm, much lower than what they are currently (1000 to 2000 ppm). The system should likely be reclassified by ADEQ as a Non-Transient Non-Community (NTNC) system (system that has 25 or more employees for 6 months).

The attached executive summary outlines the facility operations and water issues and proposes a new treatment system consisting of a duplex alternating water softener system, reverse osmosis system, re-pressurization pump and a small building to accommodate the improvements. However, it has since been determined that the well production is likely insufficient to support a reverse osmosis system.

SCOPE OF WORK

All A/E Services required in this Task Order shall be performed by or under the direct supervision of a licensed Engineer registered in the State of Arizona, as applicable. All work of this scope shall conform with the ADEQ regulations and/or local County requirements, whichever is more stringent.

The scope of work of this Task Order consists of Title I services. All services shall be lump sum amounts. All design disciplines shall be provided by the A/E services covered under this agreement.

Meetings

At the discretion of the A/E, if deemed necessary and beneficial in preparing their proposal, key FS staff will meet with the A/E to answer questions and provide clarifications to this SOW. The FS cannot compensate the A/E for time and effort expended for proposal preparation or a pre-proposal meeting.

The following meetings are required for the project:

1. Kick Off Conference Call:

a. Upon contract award, a call will be held to discuss the project scope, schedule, contact information, and data provided by the government; and to coordinate key points of contact and the site visit.

2. Site Visit:

a. FS staff will meet with A/E members on site to review existing conditions.

3. Draft Report Review Meeting:

a. After the A/E has reviewed existing conditions and evaluated them, along with historic water test and well construction information, the A/E Project Manager, lead design engineer, and USFS personnel, will participate in a video teleconference review meeting approximately 2 weeks after the draft report submittal to allow for adequate review time by the Forest Service. The meeting will discuss USFS comments and revisions to the report. The meeting is anticipated to last no more than 2 hours.

4. Coordination Calls:

a. As needed and proposed by the A/E, the A/E Project Manager shall coordinate with the USFS for questions and at key evaluation decision points.
