Statement of Work Coconino and Kaibab National Forests

North Kaibab, Flagstaff, and Red Rock Ranger Districts North Kaibab Offices(4), Peaks Warehouse C&M Crew office, and Red Rock Visitor Center

HVAC Improvements April 2023

1. General Description:

A. The North Kaibab Ranger District modular office units were built in 1974 and 2002 - The triple wide building is approximately 2,387 square feet. The two double wide buildings are 1,420 square feet each. The main office building was built in 1965 and is approximately 3,134 square feet. The buildings are single story building with standard insulation and windows on all exposures. The current HVAC systems serving the four buildings have reached the end of their useful life cycle and need replacement.

The main office building is a T-shaped building and is equipped with two Lennox HVAC forced-air systems located within a central building maintenance closet and connected to two outside pad-mounted condenser fan cooling units. The two centrally located force-air HVAC units provide supply-air through floor-vents and return-air via ducts in the ceiling throughout the building.

The two double-wide trailers (Fire Shop & Timber-Silvi-Wildlife) are identical in interior layout, with a central open/common area occupied by desks/tables or cubicles, a bathroom, and 4-corner offices in each trailer. Outside, both trailers are equipped with vertical mounted Eubanks HVAC units, accompanied by a breaker box directly adjacent to the units with a dedicated HVAC breaker inside the breaker box/electrical panel.

Each vertically mounted HVAC unit makes up one-half of the HVAC system for each associated trailer, with supply/return air vents running lengthwise for each trailer (i.e., each trailer has both supply and return air-ducts in the ceiling of each trailer and a thermostat located at the far end of the trailers, outside of the corner offices).

The Triple-wide (Conference Room Trailer) is composed of a series of interior rooms/offices, and passageways. There are four vertically mounted HVAC units (two on each end of the trailer/building) which are labeled with Fedders Unitary Products (see pictures and nameplate/labels). These units are also forced air thru ceiling supply vents, but the return supply air vent is through the room to a wall vent located at each HVAC wall, common to the location of each outside mounted HVAC unit. Each unit has a dedicated breaker box or electrical panel associated with each HVAC unit.

Contractors will be solely responsible for confirming square footage for the office space, assessing structural/layout issues and other pertinent component or electrical information as it pertains to their proposed installations. Replacement systems can be forced air or comparable with ductless systems, as long as efficiency standards are met, and all major rooms and common areas have HVAC installed and are zone controlled.

Existing supply ducts and return ducts may be reused if found to be adequate to service the tempered zone. All existing utilities shall be protected in place.

The Main NKRD Office Building was built approximately 60 years ago. The building is single story building with standard insulation and windows on all exposures. The current air duct system is not very efficient and runs almost constantly when heat or air conditioning is demanded. Office temperatures for the programable thermostats are set to approximately 70 degrees Fahrenheit during normal work hours (7:00 AM – 5:00 PM, M-F). Weekends and off-hours are programed to save energy when no employees are in the buildings. If proposals include ductless units or systems, then the air duct systems should be reconfigured to remove the ducts and cap off any supply or return air vents/ducts associated with HVAC main trunk lines. Heat zones/rooms may be cooled utilizing new multizone ductless heat pump system.

Installation and upgrade of new systems for the KNF-NKRD Compound will include a new centrally located HVAC system for the main office building, two vertical mounted or pad mounted HVAC systems/zones for both the Fire Shop Trailer and the Timber-Silvi- Wildlife Trailer, and four HVAC systems/zones for the Conference Room Trailer. All systems will include electrical hook-up/supply tie-in, HVAC unit wiring (as needed), and new digitally controlled/programable thermostats for each HVAC unit.

Thermostats: Nine of the ten thermostats that are associated with the current systems are programable Honeywell (2012) thermostat model # 69-1778ES-05. One other thermostat is similar, but a different brand. “New” programable thermostats are required to be installed with each new system/heating/cooling zone; these items should be included in bid.

B. The Peaks Warehouse was built in 1987. It is a single-story warehouse building with several areas that have been designed as offices. The C&M office was originally designed as an office space. It is used as the primary office for our most of the road construction and maintenance crew. The current HVAC system is not functioning correctly. We would like to replace the existing system with a new HVAC system that provides the area with adequate heat and cooling. The approximate area that this system will need to heat/cool is approximately 520 square feet. Contractors will be solely responsible for confirming square footage for the office space, assessing structural/layout issues and other pertinent component or electrical information as it pertains to their proposed installations.

C. The Red Rock Visitor Center was built in 2008. The building is single story building with standard insulation and windows on all exposures. One of the condenser units was recently hit by a vehicle and damaged. The unit needs be replaced with one similar in size and capacity to meet the needs of the building area it services. Contractors will be solely responsible for confirming square footage for the office space, assessing structural/layout issues and other pertinent component or electrical information as it pertains to their proposed installations. Existing supply ducts and return ducts will be reused if found to be adequate to service the tempered zone. Existing gas piping and electrical will be re-used if adequate to service the system. All existing utilities shall be protected in place.

D. Electrical Supply: Existing electrical systems exist, but any changes/modifications to the existing electrical system should be included in work estimate/bid.

2. Observations:

A. The existing HVAC systems capacities for the North Kaibab Ranger District offices are listed on the old units are shown in the pictures. While the HVAC capacities listed here can be used as guidance. Bidders will need to thoroughly analyze the load and available breaker space/amperage when replacing HVAC units to determine the appropriate size of the replacement system, so that it will meet the needs for this office area for both heating and cooling. The existing units are located either in the buildings or on the exterior of the buildings.

The Table below lists approximate locations and square footage of “Existing” HVAC equipment and heating/cooling zones for each building/trailer. Note that ceiling heights vary in the main office building.
