Date/Time: September 1, 2021, 0900 PDT .

Location – 100 North Taylor Lane, Patagonia, AZ 85624.

A high clearance vehicle may be needed to access road to site (after leaving highway). Access road conditions may be poor to the site.

III. Questions/Answers:

Mansfield Mine Sites Restoration Site Visit – 08/10/2021 Questions are in the order they were asked, they have not been categorized by site or topic

Q1: Site History: What were the contaminants of concern in the waste that was excavated from the mine sites in the original clean up effort?

Answer: Lead and arsenic were the main contaminants of concern, as well as acid generation potential.

Q2: Clarification of Phase I and Phase II work sequence: Is the sequence of the sites up to contractor, or will there be a specific order the FS will want the sites? Ie: can the contractor perform work at Hosey before the Excess Material Pile.

Answer: There may be some priority sites, which will be determined by the FS based on site conditions and tasks remaining to meet stabilization and revegetation objectives. Sequence of sites should be coordinated with the FS and can be discussed after award at the Pre-Implementation Meeting.

Q3: Clarification on staging areas: Where are the staging areas?

Answer: There are multiple staging areas along the 72A road which have been outlined in the maps attached to the RFP.

Q4: Should the contractor anticipate any conditions that could affect access to certain sites or affect the work in general?

Answer: Yes, monsoon rains are unpredictable and may affect access for heavy equipment. The water level in the crossings in Temporal Gulch are variable based on the amount of rain received in the area. Additionally, winter storms have affected access and the ability to perform work at Hosey in the past. Bird breeding season exclusions end Sept. 1st and begin March 1st, therefore all work in anticipated to be performed within this time frame.

Q5: Is there topography data/aerial data/survey of the excess material pile that the contractor can use to develop their proposal?

Answer: No other data is available, other than contractors could look at Google Earth for aerial imagery.

Q6: Generally, what is the FS looking for in regard to the proposal for the excess material pile?

Answer: We are hoping for proposals that focus on re-contouring and surface roughening. In general the proposal should include the means and methods the contractor intends to employ at the site to minimize soil erosion, increase water infiltration (as opposed to run-off), and encourage native plant growth.

Q7: Can you clarify the work needed for the Bypass Road at the Main Repository?

Answer: Complete obliteration of the road by pulling the fill slope up to the cut slope. The final shape should match the surrounding contours of the hillside. The decompaction, wattle installation, hand seeding, and hydromulching would follow the recontouring work.

Q8: Is all of the fencing outlined in the RFP new fencing? Is any of it replacement?

Answer: All of the fencing in the RFP is new.

Q9: Will the FS stake/flag/survey the outline of fence locations?

Answer: No. The outlines are drawn on the maps provided in the RFP to meet the purpose of excluding livestock and OHVs from revegetation sites. Additionally, exact fence locations are flexible depending on ground conditions (exact outline of disturbed area, instances of bedrock etc.). The Forest Service will provide shape files of fence perimeter.

Q10: Can the water crossings in the Temporal Gulch area be graded to allow heavy equipment better access?

Answer: Yes, road work is allowed throughout the project locations with explicit FS permission. The water crossings may be graded to allow equipment access with permission from the FS and must be returned to natural contours at the end of the project.

Q11: In the RFP does the phrasing “recontour of roads” mean obliteration?

Answer: Yes. In the RFP where there is ‘road recontouring’ the FS would like those roads obliterated, meaning no vehicular access.

Q12: The wattles onsite at both Site 7 and Hosey may not be usable; how should the contractor incorporate the extra quantity of wattle needed into their proposal and cost? Can the Forest Service provide direction on disposal of existing wattles?

Answer: CO will delete Task 3 “wattle installation only” and revise Task 2 “wattles + installation” with estimated quantity of 8,800.

This change has been reflected in the updated Scope of Work document. The awarded contractor should also plan on providing a proposal on how to dispose of the deteriorated wattles at Site 7 and Hosey (roughly 1450 linear feet at each site) under Task 2.

Q13: Can the contractor use onsite water from the creeks as a water source?

Answer: No, surface water flow in the watershed is highly variable. The contractor will need to find a commercial source of water.

There town of Patagonia may have commercial water source.

Q14: Can the contractor get the list of plant species collected by Borderlands because species make up could affect equipment choice?

Answer: Yes, the anticipates species list is below. Please note collections are ongoing and some of these species may change.

Q15: Does the work at Hosey include the unfenced area on the left side of drainage?

Answer: No, the work at Hosey is confined to the areas within, and immediately surrounding, the fenced sites and the ramp. It does not include the steep rocky canyon walls.
