About this file

This document contains responses to contractor questions regarding solicitation number 127EAX21R0008 for a road resurfacing project on Fossil Creek Road. The project involves reconditioning 6.5 miles of an existing dirt road, placing and compacting aggregate material, and cleaning and repairing culverts. The responses clarify that all aggregate material must meet specification Gradation G and be from commercial sources. Recycled material may be used if it meets specifications. The intended road width for material calculations is 12 feet. Bedrock removal will be waived but all usable existing material must be incorporated. Traffic control will be required but full closure is possible. The proposal due date was extended to September 7, 2021 to allow for consideration of the questions and site visit information. The estimated value of the project is between $500,000 to $600,000 and it has been set aside for small businesses. The work will be overseen by the USDA Forest Service for the Coronado National Forest in Arizona.

Responses to Questions 127EAX21R0008 8.26.21

Bid Schedule. There are several items for aggregate subbase that state “Government Source”, while the SOW states that material will be from a commercial source. Please advise.

This is an error in the documents, all sources should be Commercial Sources

The specs call for Gradation G per FSSS Section 703.05 , while on plan sheet G-03, Note 3 states ADOT. We suggest using a locally available material such as MAG AB. It sets up better and will perform better than ADOT AB in this application.

This is an error in the documents, Note 3 should state Gradation G per FSSS 703.05 or approved equivalent. Gradation tests should be submitted to the COR for approval during initial pre-work and contract start up phases.

Can recycle material be used for the AB? There are limited sources that have limited reserves. You can discuss this further with Brian Dugan (Cemex) (928) 821-0961.

Recycle material may be used if it satisfactorily meets the specifications of Gradation G per FSSS 703.05 and is approved by the COR.

General Notes 12, 13, 16 specify Traffic Control requirements. Note 27 state “… Road Closure may be requested.” For the safety of the traveling public, Government employees, and contractor employees we suggest closing the road during work hours. We understand that emergency vehicles would need to pass through the work zone. The Government should provide direction whether traffic control will be required or the road closed.

I have inquired about this to the District Rangers regarding the full closure. They cannot commit to a full closure at this time but the conversation will continue with a possibility for a full closure when the contract is being implemented.

Item 602(01) Remove 18in X 30ft Galvanized CMP, 16 Gauge and Replace with 18in x 30ft Galvanized CMP, 16 Gauge. This item is not in the “Work Description” drawings. Please advise.

Item 602(01) shall be placed at Mile Post 4.40, updated Work Description sheets will be provided to the CO.

C-01 What road width would the Government like to use to calculate the commercially sourced aggregate base material? Drawing Sheet C-01 indicates that the roadway ranges from 12 to 14 feet. Please clarify whether the Contractor is to calculate the aggregate volume utilizing 14-feet as a roadway width.

Estimate for a finished traveled way of 12’ wide at full compacted depth.

Schedule of Items The Schedule of Items notes that Item No.'s 301 (02) & 301 (03) as Government Source material. If this specific aggregate base material is to be furnished by the Government, please provide a location for the material source so that we can calculate the hauling requirements.

This is an error in the documents, all sources should be Commercial Sources

Site Visit During the August 20th Site Visit, it was observed that for the most part the existing road bed surface is rock-bed. What is the Government's intention for road reconditioning since ripping will not be possible for the majority of the road surface?

This was discussed during the site visit. Where bedrock is present the ripping operations will be waived but It is expected that all available existing material on the shoulders and in the ditch lines will be returned to the road surface, compacted and shaped according to plans and specifications through these sections as well as the entire project length.

G-03 Drawing Sheet G-03, General Note 27 notes that a 'road closure may be requested' whereas other General Notes imply that the road will be open to traffic during construction (Vehicular traffic shall not be obstructed for periods in excess of thirty minutes). Please advise whether pricing should assume a complete road closure for this project. A complete road closure would provide benefits to the Government to include an accelerated project schedule as well as reduced cost as a result of additional traffic control requirements within the project limits.

I have inquired about this to the District Rangers regarding the full closure. They cannot commit to a full closure at this time but the conversation will continue with a possibility for a full closure when the contract is being implemented.

Section M Section M, Paragraph M.2.1 notes that 'the contractor must provide the information requested in Section L for at least three (3) projects. In referring to Section L of the RFP beginning on Page 67 of 70 of the RFP, there does not appear to be any specific information requested for relevant experience for similar projects. Can you please clarify this requirement for Section M, or if additional information needs to be added for Section L to respond to. Section L appears to refer only to Facsimile Proposals, Buy American Requirements, and Site Visit Coordination.

This has been updated in solicitation.

Due to the August 20th site visit, and pending RFIs, will the proposal due date be extended? We are requesting and additional five business days from the date that RFI responses are returned.

Yes solicitation has been extended to Tuesday, September 7, 2021
