ELEVATOR Q&A
1. Will TK be required to submit a technical response being that we are the OEM and have maintained this equipment for the past 5+ years?
Yes, All contractors must provide the requirements in the solicitation in order to have a fair competition.
1. Who will be responsible for the “work by other” with this modernization project? Ie; electrical code upgrades, fire life safety upgrade, HVAC, etc. My expectations like all other contracts is that if the primary contractor cannot provide all that is needed that they subcontract the other work. If they do not, I would consider them Technically not capable.
1. What is the bond percentage required and will we be able to provide this information once project is awarded? Is it performance and payment bonds? Or what specific bonds are they?
In Accordance with FAR Part 28.102-2(2)(c) Amount Required:
(c) Contracts exceeding $35,000 but not exceeding $150,000. Unless the contracting officer determines that a lesser amount is adequate for the protection of the Government, the penal amount of the payment bond or the amount of alternative payment protection must equal- (1) 100 percent of the original contract price; and (2) If the contract price increases, an additional amount equal to 100 percent of the increase.
1. Is this a certified payroll or DavisBacon rates job?
Section J of the Solicitation under Wage Determination states:
Under Executive Order (EO) 13658, an hourly minimum wage of $10.95 for calendar year 2021 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015.
1. Will TK Elevator be responsible for hiring the 3rd party inspector once the Modernization is complete or, will you all be providing the inspector at your cost?
This is part of the Contractor’s responsibility and included in the cost of the final cost.
