About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and RFI Log for the Loves Falls Bridge Repair project. The amendment, numbered A00001 with an effective date of August 3, 2026, incorporates Request for Information (RFI) responses into solicitation number 127EAW26Q0049, issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West. The amendment addresses eight RFIs submitted by interested vendors and clarifies critical project specifications. Failure to use the revised documents and requirements will result in proposals being deemed non-responsive.
Key clarifications from the RFI responses include: FP-24 replaces FP-14 as the applicable paint specification; sandblasting is not required for surface preparation, with power tool cleaning (SSPC-SP 11) acceptable as an alternative due to project remoteness at approximately 4,700 feet elevation; the painting area is estimated at 26 square feet and does not require full dehumidification containment; compatibility testing timing is at the Contracting Officer's discretion once the contract is underway, with contractors permitted to conduct test-scale compatibility tests in-field or in their yard to meet the 60-calendar-day project completion timeline; and the FP-14 Paint System 3 in Table 563-1 is replaced with MPI #23 primer and MPI #15 intermediate and finish coats (equivalent to SSPC-Paint 23 and SSPC-Paint 24), though contractors may propose alternative MPI substitutions with compatibility verification in their submittals. All future RFI submissions must be directed in writing to the Contracting Officer at Gregory.Cunningham@usda.gov, with telephone requests not accepted.

RFI # RFI Question Government RFI Response Notes
Drawing No. R-1748, General Notes, state Construction is to be per FP-14.
Solicitation Attachment 1 Statement of Work, Article 5.0 references FP-24.
Which is correct? FP-24 Replaced FP-14 and this contract will utilize FP-24
How do I get the planholders list for this project so I know who the prime contractors are
This office does not have the ability to track a plan holders list as this is a public solicitation and anyone can access the information
Will sandblasting be required prior to application of prime coat. Due to the remoteness of this project sandblasting for surface preparation is an option.
Power tooling would be a more viable option No Sandblasting is not required
FP-24, Section 563-09, paragraph (c), allows Power Tool Cleaning per SSPC-SP 11.
Can power tools (SP3) be used for surface preparation instead of sandblasting do to the remote location of the project. Yes
Can a QP1 & 2 certified painting subcontractors information be posted in an addendum as no planholders list for general contractors is avialable.
BrandSafway Services LLC 535 Watt Drive, Suite A, Fairfield , ca 94534. 707- 344-3489, Chief Estimator - Todd Anderson, tanderson@brandsafway.com. The Government would not supply planholders a list.
Per the Solicitation the work is to be completed in 60 calendar days after the notice to proceed. The duration it will take to finalize the contract and get submittals approved will put this project into late October 2026. This project is approximately at 4,700 feet in elevation. The temperatures and weather conditions in October and beyond will not be conducive to painting.
Dehumidification under full containment will not be an option due to the location of the work site. Please clarify how the painting will be performed during the winter months with cold conditions, snow, and rain.
The area of painting is estimated at around 26 SF and tenting and containment is for a very small area
( Shut down only for extreme winter or fire conditions may occur)
Per Section 563 Coatings of the Standard Specifications, Section 563.09 Structural Iron and Steel, Item b) Compatibility Test, states to verify that no indication of incompatibility exists at least 14 days after the application of each product. There is only 60 calendar days to complete this project with a 3 coat paint system it will take 42 days just for the compatibilty testing. With this requirement it doesn't seem like there will be enough time to complete the project. Will calendar days be added. Please clarify.
That is the sole discretion of Contractiring OFFICER once the contract is underway.
If the contractors schedule it they could conduct a test scale compatibility test in the field or their yard when they first remove the bent steel and meet the timeline.
Per Section 719.04 of the 2024 Standard Specifications under Table 719-1, Other Metals, Primer Coat is MPI # 107, Intermediate Coat MPI # 5 or # 6, Finish Coat MPI # 5 or # 6. Question: Can MPI # 18 (Primer,Zinc Rich, Organic)be used instead of MPI # 107 (Prime,Rustinhibitor,Waterbase). MPI # 5 and # 6 intermediate coat is for exterior wood not metal. Can MPI # 108 (Epoxy,High Build,Low Gloss) be used instead. MPI # 5 and # 6 finish coat is for exterior wood can MPI # 10 (Latex,Exterior Flat) be used instead. Yes subtitutions and compatibilty can be proposed in submittals
Replace thr FP-14 Paint System 3 in Table 563-1 with MPI#23 primer and MPI#15 intermediate and finish coats.MPI #23 paint is equivalent to SSPC-Paint 23, and MPI #15 is equivalent to SSPC-Paint 24.
