About this file

This document contains the official responses to a Request for Information (RFI) for the Rock Creek Lake Boat Launching Facility Rehabilitation project in the Inyo National Forest, California. The RFI addresses various technical details and clarifications, including the size of precast anchor blocks, the location of the well pump, specifications for the project credit sign and boat launch sign, details on the concrete retaining wall, handling of boulders on site, rebar installation, insurance requirements, and the project schedule. The document also confirms that a proposed alternative concrete mix design is acceptable as a substitute for the one specified in the contract. The related federal contract opportunity is a total small business set-aside solicitation with an estimated value between $1,000,000 and $5,000,000 for the rehabilitation of the Rock Creek Lake Boat Launching Facility in the Inyo National Forest.

127EAW24R0016 - Rock Creek Lake Boat Launching Facility Rehabilitation GAOA

Inyo National Forest

RFI #1 – DWG sheet C6.0 Detail 6 indicates (2) EA 4’x4’x20” precast blocks. DWG sheet C7.0 indicates these blocks are to be 6’x6’x30”. Please confirm the correct size for these blocks.

Answer: The anchor blocks shown on Sheet 6.0 detail 6, 4’ x’4’ x 20”, are the correct size for the anchor blocks.

RFI #2 – Is there a planholders list for the project?

Answer: The Forest Service does not have a planholders list.

RFI #3 – Referring to the electrical drawings, will you please specify the location of the well pumps?

Answer: The well pump is located approximately 41 feet (Northeast) away from the existing flush toilet building (37°27'23.6"N 118°44'15.6"W).

RFI #4 - What type of material is the sign supposed to be made with (aluminum, cedar, etc...)

Answer: The project credit sign will be made from HDPE and shall meet Forest Service specifications found in EM7100-15, For an RSE-3 sign. The Engineering Management (EM) series 7100-15 “Sign and Poster Guidelines for the Forest Service” is available via the internet at the link below: https://www.fs.usda.gov/Internet/FSE_DOCUMENTS/stelprd3810021.pdf.

RFI #5 – Please provide details for the “boat launch sign” shown on plan sheet C 3.1 Answer: Details for the boat launch sign is attached (Attachment 10. Sign Details - 2 Pages).

RFI #6 – Please provide the beginning and end limits for the “concrete retaining wall details” shown in detail 3 of sheet C4.3. The plans do not show where the narrow sidewalk should start and end.

Answer: Detail 3 Sheet C4.3 applies to sections of retaining wall measuring higher that 3’- 0”. Based on field elevations the wall should extend at least 12” above natural ground backfill elevation. See attached drawing showing the location of transition from detail 5 Sheet C 4.3 to detail 3 Sheet C 4.3 based on existing topography as shown on Sheet C 4.2 (Attachment 11.

Retaining Wall Info - 1 Page).

RFI #7 – Please confirm that the large boulders can remain on site, if they are required to be moved as part of the grading plan.

Answer: Yes, boulders that need to be moved as part of the grading plan can remain on site.

RFI #8 – Please confirm that it will be possible to complete the project in one mobilization.

Answer: The plan is for the project to be completed in one mobilization. However, this depends on when the NTP issued and when the site becomes inaccessible due to snow. A stop-work order may be issued depending on weather conditions.

RFI #9 – Please provide details for the rebar installation for all of the cast in place elements.

Answer: At a minimum provide 2 layers of #4 bar at 12” o.c.e.w. with 2” of concrete cover top and bottom. The manufacturer may require additional reinforcement for lifting and placing panels.

RFI #10 – Will USL&H/Longshoreman’s Insurance be required for this project?

Answer: No, it is not required for this project.

RFI#11 - The solicitation notes a time of performance of 180 calendar days. Depending on when the NTP is issued this may put the project into the Winter months when contracting work cannot proceed. During the pre-bid meeting the Forest Service noted that the project will be in two phases with a start and stop of work during winter months. Can the Forrest Service elaborate on the intended schedule?

Answer: The intention is for the project to be completed in one season (180 days). However, this depends on when the NTP issued and when the site becomes inaccessible due to snow. A stop-work order may be issued depending on weather conditions.

RFI #12 - Sheet C-06 shows a design high water level of 9698. What are the depths at the anchor locations during a 9698-design high water level?

Answer: Place the 2 anchor blocks at Station 3+06 with an estimated elevation of 9682 and a depth at design high water of 16’.

RFI #13 - Sheet C-06 shows a 7/8” guide cable. How long is the 7/8” guide cable?

Answer: The guide cable is 150 ft. long from the onshore anchor to the offshore anchor blocks.

RFI # 14 - Sheet C-06 Shows the 7/8” guide cable splitting off to two anchor points and the specifications, boarding float assembly section K, anchorage components call for 3/8” chain. How long are the chain for each anchor point?

Answer: The split occurs at Station 2+95 and the leads are 18’ each with the blocks placed 30’ apart.

RFI #15 - The specifications state the following regarding the dock decking material:

Decking:

1. Decking shall be of lightweight concrete as shown on the drawings, and shall conform to ACI publication 213R-87 and the following requirements:

a. Lightweight concrete materials shall consist of ½ inch glass mountain pumice coarse aggregate, river washed fine aggregates, Calaveras type II cement, with 3-6% air entrainment. Concrete mix design shall be supplied by the contractor to meet the design criteria.

b. Maximum coarse aggregate unit weight shall be 60 pounds per cubic foot. Maximum unit weight in plastic state shall not exceed 125 pounds per cubic foot. Minimum compressive strength of concrete for completed deck panels shall be 4000 psi. The composite deck slab members shall be capable of carrying a superimposed uniform live load of 100 pounds per square foot, and a point load of 300 pounds applied at the center of the panel.

c. Reinforcement shall be as shown on the drawings and conform to ASTM A615.

d. Deck panel finish shall be heavy broom.

e. Concrete deck panels shall include color pigmented to conform with launch ramp color (Davis 61078 “Adobe”). Submit color samples for approval prior to fabrication.

f. Deck panels shall be designed to support a dead load plus uniform vertical live load of 20 lb./sq. ft. and live point load of 450 lbs.

Would a more standard concrete mix design as follows be accepted? This concrete mix design will yield higher PSI.

Concrete shall have a minimum twenty-eight (28) day compressive strength of 5000 psi, per ASTM C-94 The mix shall contain a minimum of 564 pounds (six sacks) of Portland Cement per cubic yard, Type II-V modified, and low alkali. Type III cement may be used if the Tri-Calcium Aluminate of the cement is certified by the manufacturer to be between five (5) and eight

(8) percent, and alkali content (Na20) and (K20) is less than 0.6 percent. Fly ash shall not be allowed.

Concrete used in the flotation units shall contain polypropylene fibrous reinforcement at a rate recommended by its supplier.

The theoretical concrete unit weight shall be 122 +/-3 pounds per cubic foot.

Coarse aggregates shall conform to ASTM C-330 lightweight aggregates for structural concrete.

All concrete shall be air-entrained from three (3) to seven (7) percent and shall be tested in accordance with ASTM C-138, C-173, or C-231.

Water/cement ratio shall not exceed 0.45 for light-weight concrete.

Slump range shall be three (3) inches to seven (7) inches when tested in accordance with

ASTM C-143-78.

Answer: The proposed alternative concrete mix design is acceptable as a substitute for the one specified in the contract. Welded wire reinforcement (6 x 6 W1.4 x W1.4) remains as a requirement in addition to the polypropylene fiber reinforcement as proposed.
