This solicitation is for Road Construction and Maintenance Indefinite-Delivery Indefinite-Quantity contracts for the Southern Sierra Zone National Forests. The USDA Forest Service is seeking proposals for a base IDIQ along with two seed project task orders, one for road construction in the Sierra National Forest and one for road maintenance in the Stanislaus National Forest.
The scope of work under the IDIQ and task orders includes road construction, reconstruction, maintenance, decommissioning, bridge and culvert work, aquatic passage structures, erosion control, signage, and material hauling. Contractors must submit a proposal and pricing for at least one of the seed project task order RFPs to be eligible for the base IDIQ award. Proposals for the base IDIQ are due by July 8, 2022. The task order RFPs include drawings, specifications, fire plans, and wage determinations as attachments. AMENDMENT 1
RFP no. 127EAW22R0032 Road Construction and Maintenance IDIQ
Region 5 Southern Sierra Zone
The following RFIs and answers are related to the BASE IDIQ RFP
1-11
1. Is the contractor required to bid on both seed projects to be eligible for the IDIQ?
ANSWER:
To be eligible for selection of an IDIQ contract, interested contractors are required to submit bid pricing for at least ONE (1) of the Seed Projects RFPs. The expectation is that bid pricing submitted for selected seed project(s) shall be realistic as the Government intends to award these seed projects as active task orders concurrently with the overall IDIQ contract award(s). Therefore, bidders are encouraged to only submit price information/bids for the seed project(s) in which they have the capacity to receive for task order award and complete the project work during 2022-2023 at the price proposed.
Submitted price information shall also be utilized for overall evaluation of price (see Section M Evaluation Factors) for determining selection of the overall IDIQ contract award.
RFP Section A.5 has been revised to include this language. RFP replacement page 5-6 attached.
2. Please confirm that both projects must be “bid-to-win” with submission of a proposal for this IDIQ.
The Solicitation allows for a contractor to identify which forests they wish to participate in and what size of project they wish to be considered for. (section A, page 4) If this is the case, it seems appropriate for contractors to choose whether or not to propose on the seed task orders with the intention of actually winning the award. Can a contractor provide pricing on the seed task orders and opt to be evaluated for fairness only, not award of the seed tasks?
ANSWER: See answer to RFI no. 1.
3. If a small, disadvantaged company has reached its bonding capacity for the year, it may not be possible to provide bonds for both seed projects at this time. Can a firm provide pricing to be evaluated on both projects, but only provide a bid bond to win one of them?
ANSWER: See answer no. 1. Bonding required for those seed projects the bidder has elected to submit pricing. Required to submit bid pricing for at least one.
4. Due to the timing of this solicitation release, it may not be feasible for a selected contractor to win/perform the seed task orders as they are written. For instance, most contractors are booked for the year already, and will not be able to meet the P.O.P. assigned to each of the seed task orders.
Will the USFS consider proposals from companies that do not wish to perform the seed task orders, but still desire to be included on the IDIQ for future opportunities?
ANSWER: No. See answer to RFI no. 1.
Region 5 Southern Sierra Zone
5. Can a well-qualified contractor that has performed many successful projects on multiple forests, be considered for the multi-year IDIQ award without performing the seed task orders?
ANSWER: No. See answer to RFI no. 1. As it is required for bidders to submit realistic bid pricing for a possible task order for at least one of the seed projects, and the bidder may determine which seed project(s) to provide pricing for, the expectation is the contractor shall be prepared to receive the task order award and perform the work during 2022-2023.
6.
A. Are we bonding each Seed project in anticipation of being awarded this work? (We have been told it is not possible to bond the entire IDIQ). What would the Forest Service’s expectations be in starting these projects for the successful bidder?
ANSWER: It is not required or possible to providing bonding for the entire IDIQ. IDIQ shall be 5-year term with $45M capacity.
Bonding is required on those seed project(s) the bidder has determined to provide pricing. See answers to RFIs 1-5.
B. The Seed Project 2 road maintenance project is quite a way away from our home base and we are trying to plan accordingly. Are these two projects only being used in theory to award the overall IDIQ?
ANSWER: See answers to RFIs 1-5.
7. What are the liquidated damages?
ANSWER:
Liquidated Damages are not included. In the base IDIQ or individual project task orders.
8. What is the warranty guarantee period?
IAW FAR Clause 52.246-21 Warranty of Construction – included in the RFP and forthcoming base IDIQ contract(s) – standard period is one year from date of acceptance.
9. Do you need original bid bonds to be mailed to you, or are electronic copies acceptable to be emailed with our proposal?
Hardcopy bonds not required. Electronical copies bonds via emailed proposal sufficient.
Region 5 Southern Sierra Zone
10. For the technical proposal for this solicitation, will similar IDIQ contracts count towards past performance, or are we only to submit single projects for past performance?
ANSWER:
Individual projects/contracts shall be submitted. These projects/contracts can include delivery/task orders from your similar IDIQ contracts.
11.
A. What is the concept behind the IDIQ as far as project locations?
ANSWER: The Government intends to award multiple (up to 12) IDIQ contracts. The IDIQ contracts will be for the purpose of soliciting and awarding individual project Task Orders to provide road construction and maintenance services to the Southern Sierra Zone Forests: Inyo, Sierra, Sequoia, Stanislaus. For each individual project, which will be located on one of the Southern Sierra Zone Forests, the Forest Service will send to the list of all awarded IDIQ contractor the Task Order Requests for Proposal [TORFPs] and provide an opportunity to submit a bid and receive the task order award.
B. Are the successful bidders expected to work in all 4 areas listed in C.3 or will specific bidders be assigned certain areas?
ANSWER: Review RFP Section A. Contractors are required to indicate the Forests they request to be considered for award of individual projects. Contractors that indicate capacity to work in multiple Forests will be evaluated more favorable. Note: bidders that indicate providing coverage to multiple Forests shall be expected to submit bids/complete for the projects
Each IDIQ contract awarded will indicate which Forests the IDIQ holder has confirmed coverage.
Therefore, the IDIQ holders will be expected to provide bids/compete for projects at those Forests they have indicated they cover.
Following award of the IDIQ, all IDIQ-awarded contractors shall be provided a fair opportunity to compete for project task orders at all of the above Forests. Awarded IDIQ contractors are not required to submit bids for ALL RFPs for ALL Forests.

1. More information requested for the signs. Can you provide the MUTCD specification number? Or at the very least an image of the signs required?
ANSWER:
The signs are referenced in accordance with the sign codes provided in the work item charts on sheets C-01 thru C-20. For example on sheet C-01, point # 5 indicates a “Replace Curve sign” is needed. The code next to it, W1-2R is a mutcd based code. The W means warning sign. The 1 is the number in the warning sign series. 2R references the shape of the curve and the curve direction. R is for right curve. L is for left curve.
An internet search of the sign codes should get you an image.
2. Drawing C-21, Detail 1, Note 3 has specification for a sign post. The bid schedule only calls out for signs. Are we to bid this assuming each sign will have a new post?
ANSWER: Yes new sign posts are required and shall be considered incidental.

REV-1.
ANSWER: Bid in accordance with the Bid Schedule.
