Inquiries
Any prospective quoter desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing, not later than 4 business days before the closing date, to allow a reply to reach all prospective quoters before submission of their quotes. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Requests for explanation or interpretation of the solicitation, drawings, specifications, etc. should be submitted by email to Tracy Marino at tracy.marino@usda.gov.
Instructions for Submission of Quotes
(a) Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes should be submitted via the Schedule of Items plus Technical Response documents of the Quoter's design as specified in the solicitation. Quotes shall be submitted in two parts (technical and price). Each part shall be separate and complete in itself so that evaluation of one may be accomplished independently of the other.. As a minimum, quoters must show:
(1) Pricing and Contact Information (use SF 1442 and Schedule of Items (Section 00 10 00)). This should be considered as your price submission)
(2) Acknowledgment of any Solicitation Amendments (use SF 1442);
(3) Response to non-price evaluation factors (see Section 00 21 00, Evaluation).
(4) All applicable fill-in provisions. For solicitations issued on an SF 1442, this would include Section 00 45 00.
(b) Late submissions, modifications, revisions, and withdrawals of quotes. Quoters are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Quotes received after the designated time may not be considered if the Contracting Officer has begun the evaluation process.
(c) System for Award Management (SAM). To be considered for award all Quoters must be successfully registered in the SAM database (www.sam.gov) AT THE TIME A QUOTE IS SUBMITTED. See FAR Clause 52.204-7, System for Award Management, as applicable for requirement information. Contractors shall have representations and certifications completed in www.sam.gov OR provide FAR clause 52.204-8, Annual Representations and Certifications, with paragraph (c) completed. If completing the aforementioned clause, provide with submitted quote.
d) Unique Entity Identifier (formerly Data Universal Numbering System (DUNS) Number. Place the annotation "Unique Entity Identifier" as well as Electronic Funds Transfer (EFT indicator, if applicable (formerly DUNS+4)" next to your name and address on the first page of your quote. The EFT indicator is a four-character suffix to the mailto:tracy.marino@usda.gov http://www.sam.gov/ http://www.sam.gov/ unique entity identifier. The suffix is assigned at the discretion of the Quoter to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Quoter does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Quoter should indicate that it is a Quoter for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(e) Electronic Submissions
(1) Quoters must submit electronic responses this solicitation. Email quotes to tracy.marino@usda.gov. Please limit the size of your file to 5 MB or less; more is not always better, so please be concise. Include the solicitation number in the subject line of the email. Files in Adobe Acrobat are the preferred file type; other types may be accepted but the quoter may be required to change type if the Government cannot open the attachment.
(2) If any portion of a quote received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document--
(i) The Contracting Officer immediately shall notify the quoter and permit the quoter to resubmit the quote.
(ii) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the quoter; and
(iii) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the quoter complies with the time and format requirements for resubmission prescribed by the Contracting Officer.
(3) Facsimile Submissions will not be accepted.
(4) Hard Copy Submissions will not be accepted
Basis for Award
(a) Award will be made using the Simplified Acquisition Procedures in accordance with FAR Part 13 to the Quoter whose acceptable quote provides the best value to the government considering price and non-price factors. The Government intends to do a comparative analysis of quotes and award a contract without communication with Quoters. Therefore, Quoter's initial response should contain the best terms from a price and technical standpoint.
The Government reserves the right to communicate if later determined by the Contracting Officer to be necessary.
The Government may reject any or all quotes if such action is in the public interest (i.e., cost prohibitive); accept other than the lowest-priced quote; and waive informalities and minor irregularities in quotes received. If a quote is rejected, it will not be considered for award.
(b) To be determined responsible, a prospective contractor must --
(1) Have adequate financial resources to perform the contract, or the ability to obtain them;
(2) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments;
(3) Have a satisfactory performance record. A prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history;
(4) Have a satisfactory record of integrity and business ethics;
(5) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors).
mailto:tracy.marino@usda.gov
(6) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them;
and
(7) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
Evaluation
(a) Acceptability of Quote - The Government will determine the acceptability of each quote on a pass or fail basis considering the following factors. Quotes that fail any of these elements will not be considered for award.
(1) A quoter takes exception to the any of the terms and conditions of the RFQ, including attachments.
(2) A quoter is not currently registered in the System for Award Management (SAM) by the closing date of the solicitation.
(3) A quoter cannot be verified as a Small Business as shown in SAM or other proof as submitted by the quoter.
(4) An incomplete quote that lacks sufficient information for the government to perform a technical evaluation to determine acceptability.
(5) A quoter failed to acknowledge a material amendment; and
(6) not furnishing prices for each item listed in the Schedule requiring a unit price. If the quoter fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. Should any mathematical check made by the Government show a mistake in the extended amount quoted, the corrected unit price extension shall govern. If a quoter omits both the unit price and the extended amount or estimated amount for any item, its quote shall be declared unacceptable and therefore ineligible for award. Pricing must be submitted for all items. If the quoter does not intend to charge for a bid item, a price of "0" or "No Cost" should be shown.
(b) Capability of the Quoter - The Government will assess the capability of each quoter based on the following criteria 1) Understanding of the Government's requirement; 2) Organizational Experience; and 3) Organizational Past Performance. The Government will not assess capability on a pass/fail basis but will use its assessments of capability as a basis for comparing quoters to determine best value. Quoters are encouraged to provide their response using the attached Questionnaire. Since the Contracting Officer is considering price and other factors, award may be made to other than the lowest-priced quote.
1) Understanding of the Government's Requirements. The Government will evaluate each quoter's relative understanding of the Government's requirement on the basis of its written response addressing the following subfactors: a) any information that indicates the extent to which the site for this project was visited; b) the results concluded from the site visit; c) the resources (personnel and equipment) which are planned for use on the project and how realistic that plan is given concurrent obligations. Discuss any subcontractors and their background and capability; d) site specific safety plan (safety plan for this specific project shall address, among other things, a communications plan, egress of injured workers and protection of the public and Government personnel); e) plan of work to include the major tasks and timelines; and where applicable, estimated production rates.
2) Organizational Experience. Experience is the opportunity to learn by doing. The Government will evaluate each quoter's organizational experience based on its breadth, its depth, and its relevance to the work that will be required under the prospective contract. The Government will not evaluate an quoter's organizational experience on the basis of the personal experience of the quoter's key personnel. However, the Government will consider the extent to which the quoter's key personnel have worked together in the past. The Government will evaluate the organizational experience of the quoter's proposed key subcontractors
3) Organization Past Performance. Past performance is a measure of the degree to which an quoter satisfied its customers in the past and complied with Federal, state, and local laws and regulations. The Government will contact some of each Quoter's customers to ask whether: (1) quality services were performed; (2) the quoter was committed to customer satisfaction; (3) the quoter stayed within contract cost; (4) the quoter was reasonable and cooperative during performance; and (5) met contract performance time. In evaluating past performance, the Government will contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases.
c) Price. Quoters shall submit a price quote for this project by utilizing the Schedule of Items. It is the Government's intent to assess the unit prices to determine reasonableness and Quoter's understanding of the work and ability to perform the contract.
(d) Options (if any). The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s). Options may either be exercised at time of award or a later date.
(e) A written notice of award or acceptance of a quote, furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there is communication after its receipt, unless a written notice of withdrawal is received before award. The Government intends to offer award to the single quoter whose price quote and technical response offer the best value combination to the Government.

SECTION 00 24 - 00 - Procurement Scopes
INTRODUCTION
Modoc National Forest has 14 recreation sites with water systems. While two of the systems (Ambrose and Medicine Lake) have large tanks filled using a generator-run pump, the majority have small (between 1000 and 3000 gallon) plastic tanks filled from springs, artesian wells, or solar wells. Most of the systems function well and are able to fulfill the purpose they serve. However, differing construction dates, different engineers, lack of funding and lack of significant issues with the systems has led to a large variance in their design as well as a variety of make-shift plumbing solutions. Many tanks lack a proper vent, overflow or drain or have other small issues.
The objective of this contract is to repair or improve each system, so it is in line with a standard design. Although there will be slight differences between systems based on water sources (spring vs. well), water flow rates, usage and other factors, the goal is for each system to have the same basic design. For most systems, this can be accomplished with a minimum amount of work, for example, adding a vent or improving the tank drain. A couple of systems will need slightly more repairs, for example, installing a new tank or relocating solar panels. Two of the systems (Patterson Campground and Willow Creek Campground) will need extensive work as described in the Statement of Work. Repair of distribution systems is not included for most sites in this contract and is noted in the statement of work where required.
STATEMENT OF WORK & REQUIRMENTS
Furnish all labor, materials, equipment and other incidentals necessary to complete each of the following items at the listed water systems:
1808 PATTERSON CG
System description:
Patterson Campground Water System is a spring fed water system feeding both the campground and the guard station. It was not in use during 2020 and in need of extensive repairs and improvements.
Work items:
Remove and replace current spring box and connect to system. Suggested spring box design is attached; however, contractor may present alternate proposals for design or repair of current spring box given the proposal provides increased functionality or cost savings. Finished product must be functional, secure, lockable, and prevent the entry of runoff or other contamination.
Purchase and install tank a minimum 1000-gallon tank similar to other systems. Purchase and install any needed materials or products for installation of tank and appurtenances to specifications. New concrete pad may be necessary; however, contractor may make other proposals. New tank and its appurtenances shall be in line with drawings and specifications. Exact tank location will be proposed by contractor and approved by a Forest Service representative. Location must provide sufficient system pressure for gravity-fed distribution system to consistently comply with state and local standards.
Remove and replace distribution system in order to restore functional and safe water service to campground faucets and to the guard station. This includes replacement of pipes, fittings, faucets, valves, valve boxes, drains, etc. as needed. All distribution system components shall be placed at a bury depth proper for an average usage season from early May to late October. The guard station shall be connected to the water system as well as all campground faucets. Current distribution system components may be used if still in good repair, within specifications and functioning properly. A pressure test will be required to prove distribution system functionality.
1830 STOUGH RESERVOIR CG
System description:
Stough Reservoir Water System is a spring-fed system flowing into a 1000-gallon plastic tank. It feeds the campground which has one section close to the tank and a second section across the reservoir. The tank and distribution system are in good repair.
The tank needs small plumbing improvements. Currently it has no bypass, meaning water continues to flow through the tank even when the system is shut down. The overflow is improperly sized and allows the tank to overfill and water to come in contact with lid and seep out sides. The inlet and vent are not to specifications. The drain is not to specifications.
Work items:
Complete any work needed for tank and appurtenances to match drawings and specifications (Including but not limited to installation of new vent on top of tank, replacement of overflow with larger sized pipe installation of testing faucet, improvement of drain), see drawings and specifications for details.
1831 CAVE LAKE CG
System description:
Cave Lake Water System is a spring fed system feeding a 1000-gallon tank above Cave Lake Campground as well as a 1000-gallon tank above Lily Lake Day Use Area. A solar pump system is used to pump water from the Cave Lake system to the Lily Lake tank. The distribution system was recently replaced and is in good repair. The spring box is in poor repair and allows runoff to easily enter, creating a risk of contamination. Both tanks caved in during the winter (due to snow and/or negative pressure in the tanks) and will need to be replaced.
Purchase and install new tank and all necessary products and materials for tank and appurtenances to fit drawings and specifications.
Construct a lean-to over each of the two tanks to divert snow and prevent collapse. Design of lean-to is at the discretion of the contractor and must be presented to a Forest Service representative before construction. Lean-to must be structurally sound and able to resist winter conditions. They must prevent snow from accumulating on top of tank and must divert snow such that it does not push against sides of tank. Lean-to must not interfere with the functionality of or access to the water system.
1832 PEPPERDINE CG
System description:
Pepperdine Campground Water System is a spring fed system feeding into a small fiberglass tank. The system feeds one faucet at the Pepperdine Campground and several faucets at the Pepperdine Equestrian Campground. The current tank is still functioning, however is beyond its reasonable lifetime and shall be replaced. The distribution system is in good repair.
Work items:
Remove and replace tank with a 1000-gallon polyethylene tank of similar design to other systems. Purchase and install any needed materials or products for the tank's installation. Installation of new concrete pad is included. New tank and appurtenances shall be in line with drawings and specifications.
1833 MILL CREEK FALLS CG
System description:
Mill Creek Falls Campground Water System is a spring-fed system feeding into a 1000-gallon plastic tank. The entire system was recently replaced and is in good repair. However, the plumbing on the tank is not to specifications and lacks a proper vent and overflow. The system contains a water meter to measure flow to the campground, however it was installed such that it measures the flow of the spring rather than the flow to the campground.
Work items:
Complete any work needed for tank and appurtenances to match drawings and specifications (Including but not limited to installation of new vent on top of tank, installation of overflow line, drain maintenance, etc.) see drawings and specifications for details.
1834 BLUE LAKE CG
System description:
Blue Lake Campground Water System is a solar well pumping into a 3000-gallon plastic tank. It feeds the Blue Lake Campground. The entire system is in good repair.
Work items:
Inspect system and complete any work needed for tank and appurtenances to match drawings and specifications. System should need little to no work.
1835 SOUP SPRINGS
System description:
Soup Springs Water System is a solar well pumping into a 1000-gallon plastic tank. It feeds the Soup Springs Campground. The entire system is in good repair; however, the tank has previously caved in, likely due to the weight of snow. The tank is not expected to need to be replaced.
Work items:
Inspect system and complete any work needed for tank and appurtenances to match drawings and specifications.
Construct a lean-to over tank to divert snow and prevent collapse. Design of lean-to is at the discretion of the contractor and must be presented to a Forest Service representative before construction. Lean-to must be structurally sound and able to resist winter conditions. It must prevent snow from accumulating on top of tank and must divert snow such that it does not push against sides of tank. Lean-to must not interfere with the functionality of or access to the water system.
1842 CEDAR CREEK
System description:
Cedar Creek Water System consists of a well with an electric pump. It feeds the nearby bathrooms, the ski lodge and 2 faucets near the Cedar Creek Trailhead. The system is in good repair. The faucet nearest the trailhead does not currently function, but the system is in need of no other repairs.
Work items:
Complete any needed repairs to restore functionality to the faucet nearest the trailhead.
1843 EAST CREEK
System description:
East Creek Water System is a solar well pumping into a 1000-gallon plastic tank. Although the system has had no significant issues in functionality, the plumbing is not to specifications and in need of repair. The campground contains horse corrals and as such, the tank overflow runs into a trough for horses. The drain is buried and needs to be dug out and brought up to specifications.
Work items:
Complete any work needed for tank and appurtenances to match drawings and specifications (Including but not limited to installation of new vent on top of tank, drain improvements, valve box installation, etc.) see drawings and specifications for details. Tank overflow shall remain routed to horse trough rather than to drain.
1849 RED TAIL RIM
System description:
Red Tail Rim Water System is a solar well pumping into a 1000-gallon plastic tank serving the trailhead as well as the nearby Ash Creek Campground. The overflow is routed to a horse trough. The tank currently has a float switch installed which prevents water from entering the trough as well as preventing water circulation when water demand is low. The solar panels are located on top of the vault toilet and are shaded by nearby trees for a large percentage of the day preventing sufficient pumping.
The combination of these issues means poor water circulation and the system often tests positive for coliform. The tank also lacks a drain and a vent.
Work items:
Remove and dispose of all components of float system to enable water to flow into trough from overflow.
Complete any work needed for tank and appurtenances to match drawings and specifications (Including but not limited to installation of new vent on top of tank, installation of drain valve and daylight drain, etc.) see drawings and specifications for details. Tank overflow shall remain routed to horse trough.
Uninstall solar panels and reinstall on posts in less shaded area east of tank, reconnect to water system. Specific location shall be indicated by Forest Service Representative.
1876 WILLOW CREEK CG
System description:
Willow Creek Campground Water System is currently an artesian well system serving both the campground and the nearby day use area. The system currently does not have a tank. In recent years the pressure of the artesian well has decreased and the system no longer has sufficient operational pressure. The campground contains two faucets that are in good repair, however distribution system drains are not to specifications and could pose a contamination risk. Valve boxes are pieces of culvert and drains currently drain directly into the valve box. Distribution system pipes in the campground and day use area may need repair as well. The branch of the distribution system feeding the day use area has been shut off due to lack of pressure. The day use area currently contains multiple faucets, almost all of which are damaged.
Work items:
Purchase and install tank a minimum 1000-gallon tank similar to other systems. Purchase and install any needed materials or products for installation of tank and appurtenances to specifications. New concrete pad may be necessary; however, contractor may make other proposals. New tank and its appurtenances shall be in line with drawings and specifications. Exact tank location will be proposed by contractor and approved by a Forest Service representative. Location must provide sufficient system pressure for gravity-fed distribution system to consistently comply with state and local standards.
Purchase and install solar pump system and any accessories necessary for the installation of the pump in the well and the connections to pump the water into the newly installed tank. Location of solar panels must provide sufficient sunlight for proper functioning of solar pump.
Locate, remove and replace campground distribution system. All valves shall be in valve boxes and all make-shift valve boxes shall be removed and disposed. Drains shall follow specifications and shall not drain into the valve box. Components of the current distribution system may be reused if proven to be undamaged and consistent with AWWA standards. A leakage test must be performed.
Locate, remove and replace day use area distribution system. Drains shall follow specifications and shall not drain into the valve box. Components or sections of the current distribution system may be reused if proven to be undamaged and consistent with standards. A leakage test must be performed. Day use area shall have one faucet near the vault toilet; however, no water line shall pass within 10 feet of the toilet vault. All other faucets shall be removed and disposed. Lines to faucets shall be capped properly to prevent stagnant water in dead ends. Unneeded pieces shall be removed and disposed of.
1800 AMBROSE WATER SYSTEM
System description:
Ambrose Water System is one of Modoc National Forest's comparatively large water systems. It consists of a diesel electric generator to run the pump. Water is pumped into a 10,000-gallon tank which provides water to the Howard's Gulch Campground south of the tank. The tank is old, however, has not had any large issues. The tank currently does not have a drain, meaning that for it to be emptied, the faucets at the campground must be opened. The campground distribution system is in good repair.
Work items:
Inspect tank and appurtenances for any damage or needed work. Present report to Forest Service representative with suggested course of action and expected timeline for needed repairs. Significant work on tank or tank replacement will not be included in this contract, however, contractor should specify what work is needed, how immediate the need is, and provide a cost estimate.
Install testing spigot to allow water samples to be taken directly from tank.
Install proper drain on tank to allow for tank to be emptied directly at the tank. Ensure all vents, drains and other openings are properly screened to prevent entry of animals or debris.
Install gauge allowing operator to determine water level without climbing tank and opening hatch.
Ambrose tank construction is significantly different from smaller water systems and is not expected to follow drawings.
1829 MEDICINE LAKE
