Q&A RFQ 127EAV26Q0119 – Horse Panels
1. We would like to clarify whether the required items may be delivered in multiple shipments from different suppliers/manufacturers, provided that all required items are delivered to the specified location by February 1, 2027.
a. Yes BUT. All steel products could be delivered in separate/multiple deliveries, provided that they are all within 2 consecutive days since it is likely rental equipment that will be used to unload trucks. Stock tanks could be delivered at any time since we have equipment on site to offload those.
2. Item #2 – 24' panels with 12' gates: The SOW states, “Must be 24’ long panels with 12’ gate attached.” Please confirm whether this means a 24' panel plus a 12' attached gate, for approximately 36' overall length, or whether the complete panel/gate assembly is intended to be 24' overall.
a. 24’ long panel with 12’ gate attached. Finished overall length would be 36’ with gate attached.
3. Items #1, #2, and #4 – Steel Finish: Please confirm the required finish for the steel components. Should they be bare steel, painted, powder coated, galvanized, or another specified finish?
a. Should be bare/raw steel
4. Please provide written clarification on the following items:
a. Quantities Please confirm that the required quantities are:
b. 80 each — 24-foot panels
c. 21 each — 24-foot panels with attached 12-foot gates
d. 20 each — 750-gallon polyethylene stock tanks
e. 10 each — 12-foot bow gates
f. 1 lump sum — shipping and delivery A. Those are correct quantities.
5. Panel-and-gate assembly length For the “24-foot panels with 12-foot gates,” is the entire panel-and-gate assembly required to be 24 feet long, including the 12-foot gate, or is the requirement for a 24-foot panel plus an attached 12-foot gate, resulting in a 36-foot overall assembly?
A. 24’ panel plus 12’ gate, overall assembly 36’ long
6. 6 Horizontal rail count Does the requirement for “a minimum of four rails between the top and bottom rail” mean that each panel and gate must have at least six horizontal members total: one top rail, four intermediate rails and one bottom rail?
A. Correct, six horizontal members total: one top rail, four intermediate rails and one bottom rail
7. Solid-bar requirement Must every intermediate horizontal rail be constructed from solid steel bar measuring at least 7/8 inch, or may an equivalent or larger tubular rail be offered?
A. Equivalent or larger tubular rail can be offered
8. Freestanding support requirement Please clarify the meaning of “free standing with a minimum of 2 feet per panel.” Does this require two individual support feet per panel, support bases extending two feet, or another specific configuration? Please provide the required base dimensions, if available.
A. Minimum of 2 “feet” per panel, meaning support feet. The measurement of the support “feet” are up to the contractor, as long as the panel can free stand on its own.
9. Dimensional tolerances Are the 24-foot panel lengths, 12-foot gate lengths, six-foot rail heights and ten-foot bow-gate heights exact dimensions, minimum dimensions or nominal commercial sizes? What dimensional tolerances are permitted?
A. 24’ panel size is exact dimension. All gate sizes are commercial nominal size. 6’ height is a minimum exact dimension. <3” tolerance is permitted
10. Vertical stays Are there required dimensions, material thicknesses or placement requirements for the vertical reinforcing stays?
A. No
11. Pipe wall thickness The Statement of Work provides minimum outside-diameter requirements but does not specify pipe wall thickness or schedule. Is there a minimum wall thickness or pipe schedule?
A. Similar to schedule 80 wall thickness. We realize wall thickness varies on used oil field pipe if that is what is going to be used.
12. Finish and material condition What finish, coating and color are required for the steel components? Is bare steel acceptable, or must the products be painted, powder coated or galvanized? Is reclaimed oilfield pipe acceptable, or must all steel be new?
A. Bare/raw steel is acceptable and preferred. Reclaimed oil field pipe is acceptable.
13. Connection hardware and gate latches What panel-connection system and gate-latch design are acceptable? Are chains, chain keepers, W-clamps, cowboy latches or slam latches acceptable? Must all required connection and latch hardware be included with delivery?
A. Any of those connections listed are acceptable. All connection, connection hardware, and latches/latch hardware should be included with delivery.
14. Bow-gate measurement For the standalone 12-foot bow gates, does 12 feet refer to the clear gate opening or the overall outside width of the complete bow-gate assembly?
A. There is no spec provided for overall width. 12’ refers to the clear gate opening, in standard nominal gate sizes.
15. Stock tanks Are there requirements for the stock tanks beyond those listed in the Statement of Work, including dimensions, color, wall thickness, UV stabilization, drain size, potable-water suitability or warranty?
A. No other specs other then statement of work. Does not need to be capable of potable water.
16. Delivery and unloading Will the Forest Service provide equipment and personnel to unload the panels, gates and stock tanks at the destination? Are multiple or partial deliveries permitted, provided all items are delivered by February 1, 2027? Is a delivery appointment required?
A. FS will provide equipment and personnel to offload all items. Multiple deliveries is permitted so as long as all deliveries are within two consecutive days on the steel components. Stock tanks could be delivered at any time. An appointment is needed to deliver.
17. Delivery ZIP code The Statement of Work and commercial RFQ identify the delivery location as Heber, Arizona 85928, while the SF 1449 lists Heber, Arizona 85298. Please confirm that 85928 and the coordinates 34°25’16.7"N, 110°39’22.6"W are correct.
A. Delivery zip code is 85928.
18. Offer deadline and time zone The solicitation states that quotations are due September 18, 2026, at 1700 MT, while the SAM.gov notice displays 5:00 p.m. MDT. Please confirm the controlling time zone and the corresponding deadline in Arizona time.
A. 1700 MDT
19. Representations and certifications Will the offeror’s current SAM.gov representations and certifications satisfy the solicitation requirement, or must a separately completed FAR 52.212-3 be included with the price proposal?
A. Sam.gov will suffice.
20. Country-of-origin certification FAR 52.225-3 is checked, but FAR 52.225-4 is not checked. What country-of-origin or Buy American/Free Trade Agreement certification must be included with the quotation? What documentation is required for the steel used in the panels and gates?
A. SAM.gov Annual Certifications: Verify that your annual representations and certifications in SAM.gov are active. Your profile's completed FAR 52.212-3 or FAR 52.225-4 selections will automatically serve as your formal certification to the contracting officer that your supplies comply with the Buy American / Free Trade Agreement thresholds.
Steel documentation is not required if the if the panels are commercially available off the shelf (COTS) items. They simply must be manufactured in the US. If they are not COTS, the panels and gates must be manufactured in the US, and the cost of the manu factured in the U.S., and the cost of the components mined, produced, or manufactured in the U.S. must exceed 65% of the cost of all components.
21. Nonmanufacturer Rule and limitations on subcontracting FAR 52.219-14 and FAR 52.219-33 are not checked. Please confirm that the Limitations on Subcontracting and Nonmanufacturer Rule do not apply to this acquisition and that a small-business offeror may provide products manufactured by another concern, subject to the applicable domestic-source requirements.
A. Limitations on Subcontracting and the Nonmanufacturer Rule do not apply.
22. Technical documentation Will manufacturer literature, dimensioned drawings and a line-by-line compliance matrix be sufficient to establish technical acceptability? Are photographs, material certifications, weld certifications or engineering documents also required?
A. Manufacturer literature, dimensioned drawings, and a line-by-line compliance matrix is sufficient. Photographs would be a good supplement.
23. Warranty Is there a required minimum warranty period, or will the manufacturer’s standard commercial warranty be acceptable?
A. Manufacturer’s standard commercial warranty is acceptable.
