About this file

This document is a Questions and Answers (Q&A) file for Solicitation 127EAV25R0006, a Southwestern Region Tree Planting Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Q&A addresses critical pricing and task order details, including that contractors must submit realistic pricing in the Schedule of Items spreadsheet, which will be evaluated for competitiveness and used as "not to exceed" rates for future task orders. Task orders will be competed among contractors awarded the base contract and four option years, with specific procedures outlined in the solicitation.

The document clarifies several technical aspects of the bid, such as scalping prices being additive to planting prices and walk-in premiums covering crew complexity for accessing planting sites. Walk-in premiums are designed to account for distance challenges, with one price covering unlimited trips to complete planting for a given distance range. The Contracting Officer will assess pricing realism, and quotes must not exceed the originally proposed pricing. The solicitation covers walk-in premium distances ranging from 1/4 mile to multiple miles, with specific pricing mechanisms for these access challenges.

Questions and Answers 127EAV25R0006 Southwestern Region Tree Planting IDIQ

1. Are the prices that we place into the price spreadsheet supposed to be realistic "Maximum" prices that would be used as "not to exceed" when bidding on Task Orders in the future? Or, are they "Fixed" prices for future work? Or, are they supposed to be realistic average prices that will be used for evaluation only?

The Contracting Officer will evaluate the competitiveness, realism, and reasonableness of the pricing offered by each Contractor. Yes, the prices offered in Attachment-01 Schedule of Items spreadsheet will be used to evaluate pricing on future task orders. Quotes must not exceed the pricing offered.

2. How will Task Orders be awarded? Will they be competed between awarded contractors to the base contract? Or are they fixed prices from this bid sheet?

Task orders will be competed amongst the Contractors awarded the IDIQ for the base and 4 option years (See solicitation page 115 for Task Order – Request for Quote (RFQ) Procedures).

3. On the bid sheet, are the prices for Scalping "Additive" to the planting prices. Yes

4. On the bid sheet, are the walk-in prices to be for the crew per distance given based on one way or roundtrip? One way. For example, item 21 lists Walk-In Premium 1 to 2 miles. Let's assume it's referring to a unit with a walk-in that is 2 miles (meaning one way or round trip?) Are we to put in a price that would cover the crew for walking that distance one time round trip? One price, one payment for the walk-in premium. What happens if they have to walk it several times due to the size of a unit?

One price, one payment for the walk-in premium even if they have to walk-in multiple times.

Secondly, what is the definition for "DH" listed in the unit column for walk-in?DH is the abbreviation for miles. Additionally, on walk-in, on the spreadsheet, we assume item 18 is 1/4 to 1/2 mile, item 19 is 1/2 to 3/4 mile, and item 20 is 3/4 to 1 mile. (This is how it is listed on the itemized bid pages in the solicitation, but not on the spreadsheet.) The spreadsheet has been updated to reflect the solicitation.

5. Items 0018 through 0031 (Walk-in Premiums) are listed as a 'per mile' price. What is the 'per mile' relative to? (e.g per person) I'm not sure if I am phrasing my question clearly, could you please clarify how the 'per mile' should be priced? Items 0018, 0019 and 0025, 0026 are typed out the same, ending in "... - to mile" and the following row says "... to 1 mile". Are these rows asking the same question? The walk-in premium acknowledges and funds the higher complexity of the planting just based on the distance from access. The premium is for the crew and for unlimited trips to complete the planting.
