Statement of Work Summary: Maize Winter Nursery in Chile

This Statement of Work establishes requirements for a corn winter nursery operation in Chile to be conducted by a contractor from October 1, 2026, through April 30, 2027. The USDA, ARS, Plant Introduction Research Facility seeks a fixed-price contract for seed increase production during Chile's winter growing season (mid-September to mid-November planting through end of April harvest). The contractor must manage all field operations including land procurement and preparation, planting, monitoring, weed and pest control, pollination services, irrigation, fertilization, harvest, drying, and shelling. The nursery consists of 1,500 rows totaling approximately 2,000 row-equivalents: 920 self-pollinated rows (individual ear packaging), 80 sib-pollinated rows (per-row packaging), and 250 paired rows for cross-pollination (bulk shelled). Each row measures 4 meters with 22 kernels planted per row.

The contractor is responsible for providing bi-weekly or monthly progress reports with photographs, phytosanitary certification documentation, agricultural inspections, fumigation to meet U.S. import standards, and preparation of seed for shipment via commercial carriers (UPS, FedEx, or DHL). The contractor must collect and return all agronomic data including stand counts, plant height, ear height, flowering information, and other trait measurements to USDA. The USDA will furnish phytosanitary certification, import permits, seed treatment, and return seed envelopes. Harvesting occurs when grain reaches 12%-14% moisture content, with all work performed according to USDA breeder's instructions. The Technical Point of Contact is Adam Mahan (adam.mahan@usda.gov, 515-460-2100). Offerors must identify any variances from specified requirements in their quotes.
