About this file

This is a Questions and Answers document for a Commercial Service Request for Quotation (RFQ) for a mobile trailer rental.

The Government seeks a 12-foot by 56-foot trailer rental for 12 months, to be located in Hawaii County. The trailer must include a standard commercial HVAC system meeting general occupant comfort standards, with no specialized temperature, humidity, or contamination control requirements beyond typical office conditions. The interior must be configured with a minimum of three rooms, with two offices accessible only from a main room to prevent direct exterior exposure. The contractor must supply and install an ADA-compliant switchback ramp and stairs, which will be removed at contract end. The trailer must have adjustable footings to accommodate the somewhat level, unprepared site. Quotations are due September 15, 2026, at 4:00 PM Pacific Time. Delivery is expected approximately 30 days after award. All costs, including the ADA ramp and stairs, Hawaii County oversize-load transportation permits, and Hawaii General Excise Tax, must be incorporated into firm-fixed prices for two line items: trailer rental for 12 months and setup/teardown services. The Government will not separately reimburse these costs or accept alternate bids for trailer dimensions. Pricing should use the revised Schedule of Items issued with Amendment 1. Service Contract Labor Standards do not apply to this supply acquisition. Responsibility for loss or damage to the trailer while in Government possession will be determined according to the resulting contract and applicable Federal law.

Text version

1. Quotation due date and time. The RFQ states questions are due

September 8, 2026, at 12:00 PM Pacific "before the solicitation period ends," but does not state the date and time quotations are due, or the address to which they should be sent. Please confirm both.

Answer: Sep 15, 2026 @ 4pm PT

2. Current version of the solicitation. The posted notice indicates a previously attached version of the Commercial Service RFQ was deleted. Please confirm the document dated in the current posting is the version in effect, and whether any amendment has been or will be issued.

Answer: The current version is in effect. No amendment will be issued

3. Trailer dimensions — tolerance. Please confirm whether a nominal 12' x 60' unit is acceptable if 12' x 56' inventory is unavailable in-state, or whether 12' x 56' is a firm requirement.

Answer: The Government will not accept alternate bids

3. HVAC performance requirement. Section 2.0 requires "HVAC to provide cooling throughout entire trailer," and Section 1.0 states the current space failed because of high temperatures and contamination affecting plant tissue cultures. Please specify:

a. the required interior temperature setpoint and allowable range.

b. whether relative humidity control is required, and if so the range.

c. whether air filtration, positive pressure, or any contamination-control measure is required.

d. whether redundant or backup cooling is required.

If no performance specification applies, please confirm that a standard commercial mobile office HVAC system meeting general occupant comfort is acceptable, and that the contractor bears no responsibility for interior conditions beyond delivering a functioning system.

Answer: Yes, a standard commercial mobile office HVAC system meeting general occupant comfort is acceptable

4. Floor plan. Section 2.0 lists "Floor plan" as a bullet with no accompanying text, and no floor plan is attached. Please confirm whether a specific interior configuration is required (open bay vs. partitioned rooms, number of doors, sink or plumbing, windows), or whether the contractor may propose a standard 12x56 layout.

Answer: The room should have a minimum of three rooms. Entry into the two offices should be from the main room. The purpose is to keep the two offices from being opened to the outside. It is okay if the doors are there if we can not use them. Main entry should be through the main door.

6. ADA ramp. Section 3.0 requires an ADA-compliant switchback ramp and stairs. Please confirm the ramp is to be supplied and installed by the contractor as part of the rental and removed at the end of the term, and whether any specific ADAAG/IBC review or local Hawaii County permitting or inspection is required.

Answer: Yes, stairs and ramp to be installed by contractor.

7. Site conditions. Section 4.0 states the Government is responsible for site preparation. Please describe the prepared condition at delivery

(pad material, grade, load-bearing capacity, dimensions available for the trailer plus ramp) and confirm access for a truck delivering a 12'-wide oversize load to the placement point.

Answer: The trailer should have adjustable footings, the site is somewhat level and no additional site work was planned. Please see attachment titled “Site Photo”.

8. Permits and taxes. Please confirm whether the Government will provide or reimburse Hawaii County oversize-load transport permits, and confirm the expectation that Hawaii General Excise Tax is to be included in the quoted firm-fixed price.

Answer: The Government will not separately reimburse the contractor for permits or applicable taxes associated with performance of this requirement. The contractor is responsible for obtaining any permits required for transportation and delivery of the trailer and shall include all associated costs in its firm-fixed price. In accordance with RFO FAR 52.212-4(k), Taxes, the contract price includes all applicable Federal, State, and local taxes and duties. Accordingly, any applicable Hawaii General Excise Tax shall be included in the contractor’s quoted firm-fixed price.

9. Service Contract Labor Standards. FAR 52.222-41 appears in the list of clauses "applicable if checked," and 52.222-42 contains placeholder text ("Aircraft Mechanic, $XX.XX"). No wage determination is attached. Please confirm whether SCA applies to this acquisition and, if so, provide the applicable wage determination.

Answer: Not applicable to supply acquisitions

10. Schedule of Items — quantity and unit for Item 1.0. Item 1.0, "12x56 trailer rental for 12 mo," shows a quantity of 12 with a unit of "LS"

(lump sum). Please confirm whether the Government requires the monthly rental cost or the total twelve-month rental cost to be entered in this row, and how the quantity of 12 is to be applied. The worksheet does not contain a unit price column.

Answer: See SOI Amend 1

11. Schedule of Items — additional line items. The Schedule of Items contains only two line items: (1.0) trailer rental for 12 months and

(2.0) set up and take down. Several required costs have no corresponding line, specifically the ADA-compliant switchback ramp and stairs, Hawaii

County oversize-load transport permits, and Hawaii General Excise Tax.

Please confirm whether offerors may add line items for these costs, or whether they must be folded into Items 1.0 and 2.0.

Answer: Offerors shall price the requirement using the line items established in the Schedule of Items and shall not add separate line items for individual cost elements.

All costs necessary to perform the requirement, including the ADA-compliant ramp and stairs, transportation permits, applicable taxes, and other associated costs, shall be incorporated into the applicable firm-fixed prices for Items 1.0 and/or 2.0. These costs will not be separately reimbursed by the Government.

12. Schedule of Items — residual template content. The attached workbook carries cost columns for Materials, Labor, Subcontract, and Equipment, and contains residual text referencing "Marshall / Dubas Construction." Please confirm the workbook is the correct pricing format for this acquisition, and confirm that the Sub-Total row is intended to total the Labor column (no subtotal formula is currently present in that column).

Answer: Please see the revised Schedule of Items issued with Amendment 1. Offerors shall use the revised Schedule of Items for pricing. Any residual template language or cost-element columns contained in the previous version should be disregarded.

Pricing shall be submitted in accordance with the line items and pricing structure established in the revised Schedule of Items.

13. Supplier lease terms. AGAR 452.203-72, Unenforceable Supplier Terms, renders standard commercial equipment lease provisions void unless expressly authorized on a USDA Supplier Terms Authorization Form signed by the

Contracting Officer. Please confirm:

a. whether the Government will execute a Supplier Terms Authorization Form for any provisions of the underlying equipment lease; and

b. how the Government intends to address responsibility for loss of or damage to the leased trailer while it is located on Government property, given that the clause voids any requirement for the

Government to indemnify the contractor.

Answer: Responsibility for any loss of or damage to the trailer while in the Government’s possession will be determined in accordance with the resulting contract and applicable Federal law and regulation. The Government will not accept supplier terms that impose liability or indemnification obligations beyond those authorized by law.

14. Service Contract Labor Standards. In addition to Question 9 above, the solicitation lists both FAR 52.222-41 (SCA applicability) and FAR

52.222-48 and 52.222-52 (SCA exemption certifications) in the "applicable if checked" lists, with none checked. Please confirm which apply.

Answer: Not Applicable to supply acquisitions

For this mobile trailer rental, would it be possible to provide an approximate start date for the period of performance?

Answer: Delivery expected 30 days after award

Could you please clarify how the individual pricing items in the Schedule of Items should be completed? For the trailer rental, our pricing consists of the rental of the unit, ramp and stairs. There are no separate labor or material costs for the unit. Delivery pricing includes delivery, setup, knockdown, and return etc.

Answer: See revised SOI
