SCOPE OF WORK
Solicition 127EAU23Q0001 Drinking Water Delivery US Forest Service Prescott National Forest Prescott AZ
INTRODUCTION
The Prescott National Forest (PNF) has a strong recurring need of “drinking water” to several US Forest Service recreation sites in north central Arizona.
OVERVIEW
Solicitation 127EAU23Q0001 Request For Quote (RFQ) is for an base plus 4 year option contract style. The contract type will be a Firm Fix Price with payment only made via IPP.gov.

STATEMENT OF WORK
The contractor shall deliver drinking water to the designated sites of Alto Pit OHV Campground and Day-Use Area, Potato Patch Campground Mingus Mountain Recreation Area (Mingus Campground and Mingus Cabin) Hayfield Draw OHV Day Use Site.
The term of the contract is anticipated to be 5 years (Base Year + 4 option years) starting Fall of 2022-October 31, 2028. Each location is open at different times of the year as Alto Pit OHV Campground is open all year.
Potato Patch Campground and Mingus Mountain Recreation Area are open for the warmer seasonal from May-October. Hayfield Draw OHV Day Use is open September 1 -May 31 annually.

LOCATION:
Alto Pit OHV Campground 34.58642, -112.56123 Storage tank is located in a concrete block building near the back of the volunteer Host site at Alto Pit OHV Campground and Day-use Area. The site is about 5 miles northwest of Prescott, on Iron Springs Road.

Potato Patch Campground 34.70952 -112.15535 – An above ground 11,000 gallon storage tank is located about 200 feet northwest of road junction Hwy 89A and FSR 106 at the top of Mingus Mountain, which is about 20 miles from Prescott.
Mingus Campground Tank 34.693216, -112.118194 - An above ground 12,000 gal. tank is located off of 89A northeast of Prescott. From the intersection of 89 and 89A it is 18.4 miles to the turnoff at the top. Turn right on to FSR 104 and go approximately 3 miles. At the 4 way stop near the top, turn left and tank is on the left at the top of the hill, approximately ½ mile.
Mingus Cabin Tank 34.69452, -112.12785 - An above ground 1,500 -2000 gal. tank is located off of 89A northeast of Prescott. From the intersection of 89 and 89A it is 18.4 miles to the turnoff at the top. Turn right on to FSR 104 and go approximately 2 miles. Turn right at the Mingus Lookout access road (FR104b) travel ½ mile to the top of the hill.
Hayfield Draw OHV Day Use 34.63744, -111.94483- An above ground 1,000-1500 gallon storage tank is located about 8 miles West of Interstate 17 on HWY 260 in bewteen Camp Verde and Cottonwood. Due to recent highway modification the entrance to the site is only accessible by the Eastbound lane. This requires traffic traveling West bound to drive past the site approxiumately 1 mile to the Coury Ford Dealership Roundabout to access the Eastbound lane of HWY 260. This Adds approximately 2 miles to the route off of I-17.
TASKS TO BE PERFORMED
Contractor shall provide potable water and delivery services to the Alto Pit OHV Campground Potato Patch Campground, Mingus Mountain Recreation area sites and Hayfield Draw OHV Day Use on a Call when needed basis.
Tanks at all locations will be filled on an as needed basis. Prescott National Forest will give the contractor generaly 3-5 days notice and at least 24 hours notice prior to needing a tank filled.
If there is an emergency and water must be delivered on weekend/Holiday or on short notice an agreed upon additional charge (See Bid Item 4) may be added to normal per gallon bid item.
At the Alto Pit OHV Campground, deliveries are year round generally every 2-4 weeks depending on use. COR will contact contractor when water is needed. The tank is inside a building and there are no major issue(s) to access it. The building is located near the campground entrance at the Host site. Someone will meet contractor on site to unlock the building. Tank is 500 gallons.
At the Potato Patch Campground, must travel a short, fairly steep (6% slope), narrow, single track, gravel, dead-end road to get near the storage tank. Requires operator to back truck (or trailer) about 60 – 80 yards to reach a water transfer point at the end of the road. Contractor’s christopher.wissen@usda.gov US Forest Service equipment requires a substantial pump to transfer water from his equipment uphill (about 50 vertical feet) to the top of the storage tank, via a 3-inch buried PVC pipe. Tank is 11,000 galons.
The Mingus Campground tank access is via approximately 1.5 miles of paved road and 1.5 miles of gravel road. The tank is fenced and contractor will be given access. A 2 inch NPT nipple and ¼ turn valve is at the base of the tank for filling. Tank is approximately 12,000 gallons.
The Mingus Cabin tank access is via approximately 1.5 miles of paved road and 1.0 miles of gravel road. The access to the Mingus Cabin Tank is gated and the contractor will be provided the combination. Top filling of this tank possible and the Tank is approximately 1,500 gallons.
Potao Patch and Mingus tanks are drained in the winter. The larger tanks requires 8,000 gallons to be delivered in mid to late April in order to be ready for campground openings May 1. The smaller Mingus Cabin Tank will require 500 gallons to be delivered in mid to late April in order to be ready for Cabin opening May 1. Hayfiled Draw OHV Day Use Tank will will require 500 gallons to be delivered in September – Mid -October in order to be ready for Volunteer host occupancy. The initial loads must have extra chlorine for Forest Service to ensure disinfection of the lines. Forest Service will provide chlorine to add to the haulers truck before loading into the tanks. After the initital April delivery, subsequent deliveries of 3,000 to 4,000 gallons shall be made as requested by COR.
Note: Mingus Cabin Tank – This system in place however due to delays in making it avialable to the public, water deliveries may not begin until 2024. If this changes FS will notify contractor.
Note: Hayfield Draw OHV Day Use Tank access is via I-17 and State Highway 260. This tank has not yet been installed. This is estmated to be completed in 2023. Water deliveries to this site are not anticipated until February 2023.
QUALITY REQUIREMENTS
Contractor must abide by requirements for hauling potable water as stated in AZ statute R18-4- 214 formerly R18-4-125, Hauled water.
A. All hauled water for delivery to a public water system shall be obtained from a regulated public water system, or a source that is approved pursuant to 18 A.A.C.5.Article 5.
B. Materials or products that come into contact with the water shall comply with ANSI/NSF Standard 61.
C. Roof hatches shall be fitted with a watertight cover.
D. A bottom drain valve or other provisions to allow complete drainage and cleaning of a water transport container shall be provided.
E. Hoses that are used to deliver drinking water shall be equipped with a cap and shall remain capped when not in use.
F. A water hauler shall, at all times, maintain a residual free chlorine level of 0.25 mg/1 to
1.5 mg/1 in the water that is hauled in a water transport container and NaClO shall be christopher.wissen@usda.gov US Forest Service added to the water to bring chlorine residuals up to 1.25 to 1.5 ppm before pumping into the tank. This can be done by adding the NaClO to the filling hose or directly into the haul truck, or by adding it directly to the water storage tank. A chlorine disinfectant shall be added at the time water is loaded into the container. The residual free chlorine level shall be measured each time water is off-loaded from the container. The water hauler shall maintain a log of all on-loading, chlorine disinfectant additions and residual-free chlorine measurements.
G. A water transport container shall be for hauling drinking water only. The container shall be plainly and conspicuously labeled “For Drinking Water Use Only”
