Forest Service – Region 3 - Verde Gather Contract
Statement of Work This project consists of the capture and removal of unauthorized livestock from the national forest system lands in Arizona. Gather efforts will be conducted on the Coconino, Prescott, and Tonto National Forests in the Verde River (below Camp Verde) and East Verde River (in the Mazatzal Wilderness) areas. The objective of this contract is to remove all unauthorized livestock from the Verde River and East Verde River corridors by May 31, 2022. Gather efforts shall not start without approval from the contracting officer’s representative (COR). The COR will work closely with the contractor during implementation of the gather and share any new reports received regarding locations of unauthorized livestock.
The work includes the gathering, handling/loading, care, and transportation of feral livestock from the National Forests to the nearest auction house in the greater Phoenix area (final destination). The work also includes impounding and caring for branded, stray animals while public notice of unauthorized livestock is given. The health and well-being of the animals and personal safety is first priority. The work will be accomplished in a safe and humane manner and be in accordance with appropriate Arizona State laws (see Homepage | Arizona Department of Agriculture (az.gov).
From May 2020 to May 2021, approximately 140 livestock were gathered and removed from the Verde River corridor.
In May of 2021, Forest Service personnel flew the Verde River and counted 114 livestock. The current estimate of unauthorized livestock is approximately 150-180 livestock.
The objective of this contract is to remove all 180 unauthorized livestock from Forest Service lands. However, the contractor will only be authorized to invoice for the actual number of livestock gathered.
Contractor Requirements

The Contractor will be required to gather and remove unauthorized livestock from national forest system lands. Gather efforts may utilize herding with horses, helicopters, roping, leading, tie down, etc.
Unauthorized livestock may include cattle, horses, sheep, etc.
The Contractor will be required to restrain sick or injured animals if treatment is necessary.
The Contractor will be required to humanely euthanize livestock that are injured or sick. The COR will determine if injured animals must be destroyed and provide direction to the Contractor for destruction of such animals.
The Contractor may be required to dispose of the carcasses as directed by the COR. Disposing of carcasses will include dragging livestock off trails or areas of high recreation use.
If transport to final destination cannot take place immediately, the contractor must construct a temporary holding facility at the capture site. This may include, but is not limited to, portable panels, fencing, rope, or trailers.
