Project Los Prietos Santa Barbara Ranger District Trailer Park Tree Trimming and Removal

Period Of Performance: 8 November 2024 to 22 November 2024.

General Information

1.0 Scope of Work

Remove and/or substantially trim 24 hazard trees to remove dead/hazardous limbs overhanging structures or roads.

Hazard trees will be marked with colored tape prior to bids for identification.

2.0 Background

Los Prietos trailer park is an employee housing area. There are numerous dead/damaged/dying trees that are in close proximity to residences and/or heavily trafficked areas. These issues need to be resolved to prevent property damage and/or injury/loss-of-life.

Contractor Requirements

3.0 Technical Requirements / Tasks

Beginning at the ‘Y’ in the trailer park and moving counter-clockwise:

1) Trim trees around low-voltage power lines in center of the greenbelt area. There are multiple trees of concern.

2) Trim one tree in the vicinity of trailer #2. The tree is overhanging low-voltage power lines.

3) Trim or fell tree between trailer #5 and road.

4) Trim two trees between trailers #6 & 7.

5) Trim dead limbs from one tree overhanging the rear of trailer #7.

6) Fell hazard tree to the northwest of trailer #7.

7) Cut back thick branches to north of trailer #9 that threaten to fall on septic tanks.

8) Fell tree at southeast corner of trailer #12.

9) Trim limbs on both sides of trailer #13.

10) Trim limbs overhanging shed on trailer #14.

11) Trim limbs at south side of trailer #15.

12) Trim/shape limbs on north side and trim overhanging limbs on south side of trailer #16.

13) Trim limbs on east side, remove weight on tree to southwest side and fell tree next to front entrance on the south side of trailer #17.

Note: Rounds and limbs may be stacked and left on site. Chipped materials may be left in designated areas, as assigned by the CO or COR, on site.

All roads, driveways, yards and living areas shall be cleaned of debris, limbs, leaves, sawdust and other detritus from the work after every workday.

3.1 Technical Requirements

Prior to work, the Contractor shall enlist the services of a certified arborist, or should the Contractor employ or have a certified arborist associated with the company, have the arborist perform an inspection and provide the Contractor and the Government an assessment as to which trees should be addressed to mitigate and/or prevent damage to residential or government buildings and infrastructure. This report shall also include an inspection of powerlines, telephone lines and any above-ground service cables, wires or infrastructure (laundry building, fire stanchions, septic tank covers, etc.) to assess the need of trimming/felling any lines that present a hazard by falling, due to wind or weather effects, or any possibility of causing damage.

3.2 Technical Requirements

Contractor and any subcontractor(s) shall be licensed, certified, and insured and will provide copies of said current documentation upon acceptance of bid. Expired or no licenses, certifications, and/or insurance, will result in nullification of bid and contract.

3.3 Technical Requirements

Due to substantial fuels, dried/dead foliage and other flammables at the project site, no open flames or smoking is allowed.

Hazmat, e.g., gasoline, oil, flammable or inorganic fluids, will be stored and used (fueling chainsaws, etc.) over appropriate barriers as in non-permeable tarps, troughs or other containment system to prevent soil contamination. At least one fire extinguisher shall be kept onsite.
