Questions and Answers to Solicitation #127EAT24Q0092
Question: Looking at the Solicitation posted on Sam.gov the Specification for number of truck's or cubic ft needing moved is 2.3 - 53ft truck or 8845 cubic ft. after looking at the Q&A Posted from Catherine Sullivan this afternoon. It states that there are 8 - 8x40 storage containers on site ,which would be 20,480 cubic feet . I would like to get some clarification on this if possible. Are these all full? Is the original solicitation measurements correct? or would it be possible to get an updated photo of all items needing moved.
Answer: Please understand the volume will need to be calculated based on the furniture and not the volume of the temporary storage containers.
The furniture has been wrapped, placed on the floor of the container and stacked together (large pieces – tabletop and side panels – usually packed vertical), plus boxes that have smaller materials stacked periodically in the containers. I want to believe all 8 containers are not fully packed (like you would with equally sized boxes packed inside from the floor to ceiling of the container. This isn’t the case with the total volume with lose items in the container, I’m sure there’s a lot of volume in the containers not being utilized.
So sorry, but we don’t have the photos yet. But, based on the recent inventory update on-line, and researching Steelcase materials on line, you’ll get a general idea of the materials at hand we are trying to move. All large bodies of materials (side panels for instance) have been disassembled.
Question: Is there a Loading Dock at pickup/dropoff location?
Answer: No.
Question: Will there be pallets at the pickup site?
Answer: No, the Government will not provide pallets. The Contractor is responsible for providing pallets.
Question: Is there a specific date by which all items must be delivered to the destination?
Answer: For the pickup, furniture must be removed by 10/31/24 (start date for packing can start earlier), delivery timeline is November 15, 2024.
Question: Will there be a knowledgeable customer contact available at both the origin and destination points?
Answer: Yes. Pick-Up Location: Jack Greber (jack.greber@usda.gov); Delivery Location: Travis Marsden (Russell.marsden@usda.gov).
Question: Could you provide a complete address for pickup and drop off?
Answer: Pick up location is the Timberlake Job Corps located at 59868 E Highway 224, Estacada, OR 97023/ Drop off location is the Region 5, Regional office located at 1323 Club Drive, Vallejo, CA 94592.
Question: Will a site survey of the loading area and the inventory being relocated be allowed prior to finalizing the pricing? If a site survey is not possible, could you provide an inventory of the items being relocated, as well as the complete address for both the origin and destination?
No. There is a listing of the furniture in attachment. For complete address, see above Question.
Inside Delivery & Assembly:** Will inside delivery of the furniture be required? If so, will assembly be needed? Can you also provide details about the Steelcase furniture model and the layout of the destination space?
Yes, furniture is to be delivered on the 2nd floor of the Regional Office building. No, the solicitation has clearly stated that no disassembly or reassembly is required.
Business Hours:** Can all work at both the origin and destination take place during regular business hours? Yes.
Question: Are these offices on a ground floor?
Answer: Pick up location - Materials are being stored in shipping containers (Temp Storage) containers cannot be transferred; Delivery Location – Location of materials will be delivered to the second floor with exterior cargo elevator excess.
Question: Are they ready in storage units ready to go? are there photos if so?
Answer: Storage shipping containers are holding the materials (containers will need to be unloaded). Hope to provide photos prior to bid submittal.
Question: Can this be delivered on a weekend?
Answer: Pickup and delivery will be during the workweek. Monday - Friday
Question: Can the contractor use 2 Semi trucks with 45000 pound loading capacity to deliver all the furniture at the same time? Or our contractors restricted to one truck?
Answer: There are no vehicle limitations. Plenty of room for large trucks for pickup and delivery locations.
Question: Are you able to prove more photos of the items to be moved as there are only 2 photos which barely show what's to be moved.

Answer: Vendor has no vehicle limitations.
Question: **Number of Workers:** Are there any specific guidelines or minimum/maximum number of workers required for the packing, transportation, and unloading of the furniture?
Answer: No limitation.
Question: **Documentation Requirements:** Could you confirm if any additional documentation beyond insurance coverage and damage reports is required for the completion of this project?
Answer: Vendor will need to inventory and document the inventory. Grouping of similar materials and totals of related materials will be sufficient on the documentation. Vendor will maintain original, and government will receive copies from vendor. Upon delivery, inventory will be coordinated and conducted during off load between the vendor the government.
Question: Is the disassembly desk and furniture on pallets already??
Answer: No, all cubicle parts are disassembled and placed in 8 – 40’ containers.
Queston: Can you provide photos of the disassemble equipment.

Question: Are the contractor and worker placing equipment on pallets and tying it down for loading?
Answer: Contractor will need to unload containers (no forklift at pickup location), then move materials into the semi-trailer, workers can put materials on pallets inside their semi-trailer. At delivery location a forklift will be available to unload semi-trailer, then materials will need to be moved into the building through either tiled flooring, or carpeted spaces. Materials will be moved to a storage location on the 2nd floor (carts, pallet jack, etc…can be used to move materials into the storage location). There is an elevator that can be used. No workers to assist at both locations.

Answer: New Contract
Question: What day would work best for my crew to come out for a site visit?
Answer: The company will need to schedule with Jack Greber (jack.greber@usda.gov), prior to site visit and the timing would need to be M-Thurs between 10 am and 3pm pacific time.
Question: For the pick-up location, will everything be coming from one building or multiple buildings? Additionally, how many boxes should we expect, if any, and will the lamps be boxed up?
Answer: All 8 containers are located in one spot on the site. Minimal boxes needed, almost all items are boxed or wrapped with shrink wrap for small metal parts. Lamps are boxed.
Question: I wanted to know how heavy each pallet would be? What would the dimensions of each pallet be? Would the pallets be stackable? If possible, could you include a picture of the pallets?
Answer: Contractor will be determining how they use their pallets. Please read the above responses which address this Question.
