RFI¿s R5 Regional Office Landscape Renewal
1. Any expectation of drainage and or drainage pipes to be set into the noted landscape areas of the plan? Can we "add a value" to place some measure of small surface drainage-like natural swales to the areas of most benefit or at risk due to rain and runoff and decide this with your landscape architect when we begin and underway?
1. No. You can bid as an add but not as part of the base bid in design or construction.
2. Will the large vine maple nearest the front door entrance also be removed besides the smaller one located not far away?
1. Yes. Trees to be removed are noted on plan and were discussed at on-site meeting, including removal of both Japanese maples by the front entrance.
3. Will the directing CO & COR or anyone else need to site visit the nurseries for the identified plants/trees on the design plan, further, what do they require if any in terms of those same plants/trees selected from nurseries for verification and how exact prior to purchase and/or delivery to site? How far in advance do they need a verification etc. if required or is it an option to give this opportunity to the project managers? does it matter how far away our selected nurseries and suppliers are to the site for these purposes or any other related to the project?
1. Follow specs regarding plant, seed mixes, trees to be used and their sources. No nursery site visit required. Specs outline acceptance and rejection of plants.
4. Can the pruning of any and all of any existing trees throughout the design be separated and identified in terms of their cost and task and placed within (inclusion) the larger needed arborist work scope in the "add-on" portion discussed yesterday? -Further, as another option/exclusion can we consider also separating out the cost of the pruning only and subject it on request to be conducted by the existing landscape maintenance contractor serving your facility in Vallejo already? -In other words, remove that single task and delegate it to the existing landscape maintenance contractor?
1. No. Pruning is part of the base bid and to be performed as outlined in contract documents. Follow contract requirements for how it¿s to be presented in the bids for example as a line item. It must be included in base bid.
5. Do we need to exactly "pre-qualify" our chosen/selected out suitable loamy soil to amend into the existing landscape soils prior to planting and mulching efforts with your CO and COR? If so, how much in advance of the actual site work related to this do we need to do this?
1. Follow specs and statement of work for soil requirements.
6. Can we assume or consider that minor or otherwise change order/variation may occur or is desired by your team and or our suggestions when in process if successfully communicated, priced and agreed if occurs when on-site and work is in progress or before the work starts?
1. Modifications will be made in case changes are required. Changes will need approval prior to issuing modification. Communicate any need for a change with COR and CO for approval.
7. Is the USFS team ok with us considering running a new irrigation mainline and wiring from one side of the front property to the other at the/underneath what we define as the best and the narrowest paved concrete point at the area described as --the entrance in between the two large already cut conifer tree stumps (you remarked later to be carved by one of your forestry fire fighters)?- It is a place we can ID on a map in our bid but is described as where the two short in height curved walls with paved area in between nearly meet up out by the main sidewalk by the road that leads to the large water tank and our deliveries location down the hill. We are interested in this due to no as-built existing after inquiring and not fully knowing current mainline routing, damages that could exist or later be prone to risk of failure, dynamic pressure and flow potential losses and too the exact diameters of those pipes throughout and so on.
1. This is a design question that will be worked out with the awarded contractor. We rely on that contractor¿s expertise and coordination with the CO and COR in the irrigation planning and design phase. The overall intention is that all existing piping will be removed and a new system installed.
8. Is any planting or irrigation expected to be put by the contractor within the large concrete rectangular planter to be moved out at the back of the car parking lot identified?
1. No.
9. Can we suggest a few minor design details/items and methods be utilized in our effort that we think could be key to greatly improve the entirety and "tying-in" of the proposed landscape design plan and we know will enhance and add long-term value and USFS staff and visitor experiences for years to come and to a sense of greater appreciation and connection utilizing our unique specialized skills, experience and knowledge in doing similar natural settings in public and private environmental "displays"?
1. Base bid to follow contract docs. Extras can be submitted as outlined in contract docs but not to be included in base bid. On your breakdown of pricing you can designate these details/items as add-ons or option items instead of part of base quote.
10. Are we allowed to consider (weather and events permitting), to complete most all the works in the scope as defined and those added (or removed/changed) in less time date wise than allotted in the defined scope of work at our discretion if we choose?
1. Yes through coordination with and approval of both the CO and COR.
11. Would any location be suitable in any of the proposed landscape designed area and be considered or option of cost given for any fully permeable weed matting beneath the/a mixed mulch layer or is it an option if agreed on a case by case basis? -Reason for asking, is the areas NOT intended to be wildflower. grass etc. seeded or individually mass-planted where the slope is not very inclined could pose as less maintenance after mulching to your current maintenance contractor over the long run.
1. No weed barrier to be installed. Note in specs, drawings, statement of work that areas of significant slopes are not to be mulched.
12. Can we suggest two or more different final cost scenarios for our final bid(s) to promote differing and viable options?
1. Yes, must include base bid as outlined in contract docs.
13. As understood from the previous question we asked and the site meeting yesterday (Wed the 18th of Sept.), we would like to consider the need for a later start date(third week of Nov) so we can conclude other projects. -To this, if working outside the fenced employee portions, can we elect to work on weekends and/or any holidays based on our effort to complete more efficiently, quickly and allow for scheduling that help us? We would only approach and work on the employee side on normal working days and hours on expected permission. We are well aware of the need for most of the seeding to go on during key rain/moisture months to insure their survival and growth as we go into the warmer seasons and rely solely on irrigation to complete that evolution.
1. Work only to be done on days and times as outlined in contract documents. No work to be done on weekends or holidays.
2. Note your work availability as required in contract bid documents. Schedule is critical and will be coordinated with and approved by CO and COR to awarded bidder.
3. Note seed mix watering as outlined in contract documents.
14. As to the above, what times of the day are we allowed to work from and to normally and are there any special days or times to be aware of in the future?
1. Work days and times are outlined in contract documents. No work to be done on weekends or holidays.
15. Lastly, to double check the payment for work arrangements and agreements set out in the basic bid offering, -we wish to confirm the intended expectation of our invoices/claims to the directed identified USFS personnel whether they be our procurement time and costs for supplies like trees and irrigation for instance done ahead of the actual site works, then as well, the dates related to work starting and progressing? We wish to confirm our understanding. -Further, what are the expected likely payment times from USFS in this project to be in relation to invoices/claims being given to USFS receiving party? -Lastly, completion of work final payment(s) in relation to physical works being completed an final invoices/claims turned in to confirm what we understand form the documents.
1. Invoices will be submitted to IPP. They will need verification and approval from COR prior to submitting in IPP to ensure it is approved in a timely manner. Invoices will be paid within 30 days. Schedule of invoices can be discussed during Pre-Work meeting.
Mostly up to contractor and can be as progress is done during project and in line with work completed. Final payment will be made after physical work is completed and contractor notifies COR that work is ready for final inspection.
16. Does the USFS require an as-built regarding the new irrigation installed and/or do they require in advance an irrigation plan be given prior to starting/commencing the work? -The same for any planting/landscape as-built etc.? Are we allowed to leave any of the existing irrigation (mainline deliveries at the back of the site) we deem as "helpful" useful and is for instance, underneath the existing concrete, asphalt or other structures or large plants/trees remaining on-site or do we need to 100% new-build including any or all of these locations identified in the plan?
1. Provide as-builts as required by contract documents.
2. Provide irrigation and planting plans for review and approval as required by contract documents.
3. Existing irrigation to be removed as noted in contract documents and not reused.
Coordinate removal with CO. Do not disturb, remove, destroy existing concrete, pavement, etc. to remove existing irrigation. As noted in contract documents, areas damaged will be restored, by contractor, to their pre-work condition. Only the water supply, pump, etc. equipment will be reused as needed.
17. Can we give a suitable portfolio and examples of similar projects as photos of our work to turn in with our bid offering(s)?
1. Yes
18. Are we allowed to utilize any subcontractor of our choosing, for instance a skilled arborist to assist or other specialty sub-contractor/individual to assist us in the success and completeness of our bid offer and project completion?
1. Yes, since it¿s a small business set-aside we do not require a subcontracting plan.
Note qualifications of contractors as outlined in contract documents. As stated in solicitation submission of Offers clause you may submit subcontractor information under Past Performance and Technical Capability Factor. Arborist would be a part of key personnel and you can note their qualifications on this section of your quote.
19. Is work required on opposite side of road?
1. No, Forest Service does not own that side of road. No work will be required for opposite side of road.
20. Are there any as builts?
1. No
21. Can work start after the start date listed on the solicitation?
1. Yes, period of performance allows some flexibility. Please state your projected start date on your quote.
