USDA Forest Service, Pacific Southwest Region Regional Office Exterior Window Cleaning

Solicitation Number 127EAT22Q0015

Questions and Answers

1. During the site visit, the conversation came up that the department would like us to repel down from the roof top to clean the windows, however, there are no anchors attached to the roof top, so repelling down would be a major OSHA violation. Although there could be intent for your department to install these at a later date, this takes time and a lot of funds to put that project together. In the meantime, would we be allowed to use a water fed pole to clean the top 3rd and 4th floors and use a latter for the 1st and 2nd floors?

There is a plan to install anchors and fall protection on the roof, but we currently do not have a contract in place to do this work. Water on site is available for the contractor to use.

2. Are there water spigots on the ground floor that we could use, or are they just on the roof top?

There are 3 ground level spigots. There is a ground level water spigot located on the southwest corner of the building. Another ground level water spigot on the west side of the building near the backflow valve and fire hydrant. There is another ground level water spigot located on the East side of the building near the lobby entrance. There is one roof top water spigot located on the southeast corner on the building. All spigots are available for use by the contractor.

3. Are both inside and outside window surfaces to be cleaned?

The contract is for exterior or outside glass window cleaning only. We have another contract in place that does the interior glass only.

4. Is there an atrium? Dimensions?

We do have a lobby with a skylight. The front (East facing) is floor to ceiling windows. The approximate dimensions are 28’ H x 24’ L.

5. Is that a parking structure or a lab to the right of the skylight? There appears to be no windows.

Does it require service?

There is no lab or parking structure on either side of the skylight. The skylight is located between the North and South Wings of the building. Both wings require window cleaning service.

6. Can you please help us with the incumbent details with PO number and total value of the current contract?

We currently do not have a contractor performing this service and have not had a contract in place for this specific work in over 3 years.
