About this file

This is a Questions & Answers document issued by the United States Forest Service (USFS) Procurement & Property Services (PPS) Field Procurement Operations (FPO) Southwest Zone (CSA 2) for RFQ 127EAS26Q0017, dated 18 March 2026. The document addresses clarifications regarding solicitation materials and project specifications.

The first question addresses the availability of georeferenced data or shapefiles for the Buffin unit planting map. The Contracting Officer clarifies that only PDF attachments are available through the SAM.gov solicitation posting and recommends using Adobe Acrobat or compatible PDF viewers to access these files. The second question requests a data table for the High Sierra units comparable to the one provided for the Bass Lake R.D. area. The response indicates no separate data table is needed because specifications are consistent across units. High Sierra District specifications require 18 feet by 18 feet spacing (135 planting spots per acre), with two seedlings planted per spot (270 trees per acre), spacing variance of up to 25 percent to locate suitable planting spots, species mixtures provided by government representatives, and single-species planting per spot except when only one seedling of a species remains in the planting bag. The document is signed by Matthew L. Killian, Contracting Officer, USFS PPS FPO SWZ CSA 2.

MEMORANDUM FOR RFQ 127EAS26Q0017

FROM USFS PPS FPO SWZ CSA 2

SUBJECT: RFQ 127EAS26Q0017 Questions & Answers

1. Question: “Does the Government have a georeferenced version, or perhaps the shapefiles, of the Buffin unit planting map?”

Answer: “The PDF attachments are provided via the SAM.gov solicitation posting in their only available format at this time. The Government Team recommends using Adobe Acrobat (other PDF viewer programs/apps may work as well) to view these files.”

2. Question: “In the SOW for this project, there is a data table for the Bass Lake R.D. area, but is there possibly a data table you could provide for the High Sierra units?”

Answer: “There is no data table provided for the HSRD because the specifications do not change between units. The specifications for the HSRD are spelled out in the SOW and are as follows:

‘SNF High Sierra District:

The spacing for all units will be 18ft by 18ft. This equals, on a perfect acre, 135 planting spots per acre. Two seedlings will be planted in each planting spot for a total of 270 planted trees per acre. In actual field conditions this will likely be less. Spacing may vary if agreed upon by the COR.

The specified average spacing may be varied up to 25 percent in any direction to find a suitable planting spot. The number of seedlings planted per acre, however, shall not be materially increased or decreased because of individual planting spot selection.

Each planting spot shall be planted with two seedlings of the same species. Species mixtures will be given by the government representative.

In the units with multiple species being planted, each planting spot will be planted with only one species. If the planter has only one of a species left in the planting bag the planter shall plant a second tree of a different species.’”
