About this file

This is a Request for Proposal (RFP) for Spider Excavator Rental and Operator services for the Tahoe National Forest. The project involves heavy trail maintenance on the Fordyce Jeep Trail, specifically using a 4-wheel drive spider excavator with an operator to reduce trail erosion. The contractor will install drainages (2-3 feet deep), move and bury boulders, and conduct maintenance work on the eastern end of the trail beginning from Meadow Lake.

The solicitation requires a spider excavator with a minimum 15,000 lb. capacity, 4-wheel drive, and an independently controlled extendable articulating arm. The project is set aside for small businesses, with an estimated contract value between $25,000 and $35,000. Quotes are due by September 11, 2025, with work to be completed by October 31, 2025. Evaluation will focus on technical capability, relevant experience, and past performance. The Forest Service will be on-site to direct work, and the contractor is responsible for equipment security and safe operation. Spike camping along the trail will be necessary due to the remote nature of the work site.

Description of Requirement

Scope of Work

Heavy trail maintenance work to be conducted on the eastern end of the Fordyce Jeep Trail (remote granite boulder strewn rock crawler trail on the Tahoe NF) using a four-wheel drive “spider” excavator with bucket and operator to reduce erosion potential on the trail. Work includes installing drainages, digging out boulders, moving boulders, burying boulders. Forest Service representative would be on site to direct work.

Example picture of the type of trail terrain work would be conducted on:

The Fordyce Jeep Trail is a high elevation extreme rock crawler trail with large granite boulders and soil.

The action of powerful rock crawler tires churning soil in the process of climbing up large boulders and a lack of sufficient drainages to divert water off the trail leads to trail erosion. To reduce erosion on the trail maintenance work is needed to: create drainages (rolling dips); move selected boulders that are creating passage issues; harden the approaches of rock obstacles to prevent “wheel digging” of the soil by strategically burying boulders below the obstacle; and harden trail segments with buried boulders.

Forest Service will identify locations of specific work items on site.

Maintenance work will be conducted on the eastern end of the trail beginning from Meadow Lake.

Due to remote nature of the trail work and slow trail travel speeds, spike camping along the trail will be necessary when the excavator is beyond Winch Hill 4, and camp at Meadow Lake when closer to the lake.

Access to equipment on the trail – during contract the excavator operator may ride in Forest Service Jeep when needed in order to access machinery on the trail and back out to the staging area to obtain fuel (from Meadow Lake to the work site each day or every other day as the excavator progresses down the trail). The Forest Service Jeep can transport up to eleven (11) 5-gallon diesel leak proof containers.

The Forest Service has eleven (11) 5-gallon fuel containers that can be used.

The contractor is authorized to use their own transport along the trail if they have appropriate vehicles.

Riding in the Forest Service vehicle is not a contract requirement but is offered as an operational convenience. The Forest Service does not assume liability related to contractor employees and/or gear

FAC 2025-04 June 11, 2025 riding in the Forest Service vehicle.

Contractor is responsible for securing their equipment along the trail and at the staging area. The Government is not responsible for theft, vandalism, or other damages to contractor equipment left on site.

It is the responsibility of the contractor to maintain awareness of trail conditions and surrounding obstacles in order to ensure safe operation. Any damage to contractor equipment while under the operation of the contractor’s employees is at the contractor’s own expense. Forest Service personnel will not operate contractor equipment.
