This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation 127EAS24Q0064 is issued as a request for quote (RFQ).

This procurement is being issued as a 100% SMALL BUSINESS SET ASIDE.

North American Industrial Classification Standard (NAICS) 561720, Size standard of $22 Million.

This solicitation document incorporates provisions and clauses of those in effect through Federal

Acquisition Circular 2024-05 and Agriculture Acquisition Regulation (AGAR) last updated 11 March

2021. The result of this requirement will be a firm fixed priced (FFP) contract.

Evaluation Criteria

The Government intends to award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered.

Offerors that do not submit all sections of evaluation factors may not be considered for contract award.

Responses should be submitted on the most favorable terms that the offeror could make to the

Government.

The Government reserves the right to reject any or all offers or to make award without conducting negotiations.

The following factors shall be used to evaluate offers:

Technical, Past Performance, and Price.

The Government will evaluate proposals using a tradeoff process to determine the best value to the

Government. This process permits tradeoffs among cost or price and non-cost factors and allows the

Government to determine a quote the most advantageous proposal based upon the evaluation factors specified in the solicitation.

The Government will evaluate quotes based on the perceived value of the quoter’s provided technical submissions, past performance, and quoted price.

The Government may use confidence ratings and/or perform a comparative evaluation (comparing offers to each other) to select the contractor that provides the best value, considering the evaluation factors in this solicitation. If confidence ratings are used, they will use the definitions below:

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Technical and Past Performance Information: The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include the following documents:

- Capability Questionnaire. Complete and return the Capability Questionnaire that has been provided. This is intended to capture a summary of your qualifications and proposed work plan and schedule; it is mandatory to fill out the form with your answers.

- Quality Control Plan. Describe specific supervisory and self-inspection measures you will use to ensure contract requirements are met.

- List of proposed supplies, including biobased information. For each product, specify the percentage of biobased content, and for USDA-designated biobased content products, demonstrate that the products to be used under this contract will contain the percentage specified in the USDA recommendations or the highest level of biobased material practicable, consistent with USDA's recommended percentages of biobased content. If the Contractor proposes utilizing non-designated products, a justification shall be provided for use of those items identified as non-designated products.

Relevant past performance is considered performance of full-service janitorial contracts in active office buildings. The Government may contact references listed on the Capability Questionnaire as well as seek information from any source it deems appropriate to obtain or validate information regarding past performance of the quoter and any proposed subcontractor. Submitting past performance/references in addition to the Capability Questionnaire is optional.

- Representations and Certifications – Fill in the check boxes for provisions 52.204-24 and

52.212-3 found in this solicitation and include a copy with your offer.

STATEMENT OF WORK

Calaveras Janitorial Service

1. Scope of Contract

Description of Work: The intent of this contract is to furnish janitorial services for the Calaveras

Ranger District on the Stanislaus National Forest.

Contractor Responsibility: The Contractor shall provide everything – including, but not limited to, all cleaning products such as floor wax, wax stripper, disinfectants, cleaners, toilet bowl cleaner, soap (Except hand soap) etc.., all tools such as mops, floor brushes, vacuum cleaners, waxing machines, brooms, ladders, etc.., transportation, labor, and supervision – necessary to complete the project, except for that which the contract clearly states are to be furnished by the Government.

2. Project Location & Description

Location: Calaveras Ranger District, located 5519 Ebbetts Pass Hwy, Avery CA, 95247.

The Calaveras Ranger Station consists of 1 building and includes outside restrooms. Main Office building, the computer room is excluded, estimated at 15,000 sq ft.

Accessibility: Typically, 2-wheel drive vehicles can access all sites; however, in winter months a

4-wheel drive vehicle may be necessary depending on weather and road conditions, at the contractor’s discretion.

3. Pre-work Conference

Prior to commencement of work, a meeting may be requested by the Contracting Officer to be attended by the Contractor, the Contracting Officer, and/or his/her authorized representative and other Forest Service representatives who may be involved in the administration of this contract.

The meeting will be held at a time and place mutually agreeable to the Contractor and the Forest

Service to discuss the work schedule and to familiarize both parties with the responsibilities of each under this contract.

4. Supplies and Equipment

A. Government Furnished Property:

B. Contractor Furnished Property:

1. All cleaning products such as, but not limited to, floor wax, wax stripper, disinfectants, cleaners, toilet bowl cleaner, soap (except hand soap), etc. necessary for the successful performance of this contract.

2. All tools such as, but not limited to, mops, floor brushes, vacuum cleaners, waxing machines, brooms, ladders, etc. necessary for the successful performance of this contract.

5. Personal Conduct

Due to the nature of the duties under this contract, the Contractor will to some extent represent the

Forest Service to the public. He/she will be expected to always keep himself/herself neat and to conduct himself/herself in a manner which will not bring discredit to the Forest Service. Failure to conduct himself/herself or those in his/her employ to conduct themselves in a satisfactory manner shall be grounds for default of this contract.

All work under this contract shall be performed in a skillful and workmanlike manner. The

Contracting Officer may, in writing, require the Contractor to remove from the work any employee the CO deems incompetent, careless, or otherwise objectionable, or for theft, possession and/or removal of material, supplies, equipment or any Government-owned property.

6. Time for Performance of Work

Workdays and Hours of Work:

Workdays and Hours: Work will be performed once per week on a day of the week mutually agreed upon by COR, CO, and vendor. Work is to be performed after work hours. Contractor may negotiate alternate days in the event of power outages, severe weather, or other circumstances when both parties are agreeable.

A. In accordance with the fire plan.

B. Work may be performed at any time during the period of the contract, except as outlined here.

Restrictions are as follows:

Work will be performed between Sunday and Thursday and after 4:30 p.m. to 6:00 a.m.

Work may not be performed on federal holidays, or during other office closures. Work that would normally have been scheduled on a closure day will be rescheduled for the next weekday that the offices are open.

Changes in schedule, other than emergency circumstances (e.g., snowstorm/fire/power outage preventing safe access on normal workday) can be negotiated with the COR.

7.

Schedule of Duties

A. All Schedules

1. Turn off lights in all rooms upon exiting.

2. Once a week (as determined by the COR) turn into the COR a signed checklist of duties performed.

B. Weekly Duties, to be performed on Friday (or other day as determined by the COR):

General

1. Vacuum carpet and carpet doormats in all buildings including the entryway in the main building.

2. Sweep and wet mop all vinyl/tile floors (including kitchens and restrooms in all buildings, Rooms 2 and 3 on the second floor of the main building, the stairwell at the end of the two-story section of the main building and the quarry tile in the lobby of the main building).

3. Remove black heel marks on all vinyl and tile floors.

4. Sweep porches and all entrance walkways for the main building and the old office building next door for a minimum of 15’ from the front of each building.

5. Empty all wastebaskets and replace plastic trashcan liners.

6. Empty the trashcan located outside of the main entrance doorway. All trash shall be disposed of in dumpsters located on the compound.

7. Clean, disinfect and polish water fountains located in the lobby and between bathrooms on first and second floors in the main office.

8. Clean kitchen sinks thoroughly (assuring that lime and other mineral deposits do not occur) and wipe off kitchen counters in all buildings.

9. Perform high and low dusting and cobweb removal in the lobby, front desk area and entryway. Such as, but not limited to, desks, tops of cabinets, counters, windowsills, around windows, blinds, building trim (including baseboards and molding), ceiling, corners of rooms and light fixtures. Do not disturb materials on desks or cabinets.

10. Spot clean carpets in high traffic areas such as lobby, hallways, and conference room.

Restrooms

1. Clean, disinfect and polish all chrome fittings and fixtures.

2. Clean and disinfect washbasins, urinals, and toilets with particular attention to prevention of buildup of lime and other mineral deposits.

3. Remove chemical deposits in toilets, urinals and washbasins using appropriate cleaning method.

4. Clean, disinfect and polish waste receptacles and handicap bars.

5. Thoroughly wash splashboards, partitions, light fixtures, light switches, walls, and doors.

6. Wet mop floors in restrooms in all buildings with soap and water paying particular attention to edges at baseboards and corners.

7. Clean and polish mirrors.

C. Monthly Duties

To be performed once monthly, on the first weekend of the month. Time will be determined by mutual agreement between the Contracting Officer’s Representative and the

Contractor.

1. Thoroughly vacuum all carpeted areas in the buildings. This includes under desks, in corners, around edges of carpets, stairs and in the stairwells.

2. Clean all glass on map cases, counters, and display cases in the lobby.

3. Wipe finger smudges from doors, doorframes, and light switches.

4. Clean all main office building lobby and entry room glass inside and outside with glass cleaner. This does not include the upper glass panels in the entryway.

5. Clean handles and bar openers on both set of entrance doors.

6. Clean handrails and wall adjacent to handrails of dirt and smudge marks in both main building stairways.

7. Scrub and wash ceramic tile in restroom and entryway floors in the main office building with attention to cleaning the grout.

8. In all buildings, perform high and low dusting and cobweb removal throughout all work areas and non-work areas. Such as, but not limited to, desks, tops of cabinets, counters, windowsills, around windows, blinds, building trim (including baseboards and molding), ceiling, corners of rooms and light fixtures. Do not disturb materials on desks or cabinets.

9. Dust and damp wipe return air grills on heater/air conditioner vents.

E. Bi-annual Duties

To be performed two (2) times during the year. Time will be determined by mutual agreement between the Contracting Officer’s Representative and the Contractor.

1. Shampoo carpet and clean all windows, interior and exterior.

2. Strip and wax all vinyl floors, excluding the computer room located on the second floor of the main building.

8. Basis of Payment

Payment will be made monthly after completion of the month’s work upon receipt of a properly prepared invoice. Invoices will need to be entered into www.ipp.gov.

Service is not required on federally observed holidays, and payments will not be deducted, provided janitorial work is properly completed, presenting a clean office on the first workday following the holiday.

Addenda to Provision 52.212-1 paragraph (b) Submission of Offers:

2) Offers submitted in response to this solicitation shall include a Completed SOI, a Completed

Capability Questionnaire, a Quality Control Document, a List of proposed supplies, and contractor representations and certifications.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.
