Q&A for Truckee Janitorial, Solicitation 127EAS24Q0039

Q1: How do I know if my products are acceptable as bio-based?

A1: You can view the Department of Agriculture (USDA) Designated Bio based Products List (DBPL) here: https://www.biopreferred.gov/BioPreferred/faces/Welcome.xhtml You can also read labelling on products you already use to determine if their bio-based content meets the standards posted on the biopreferred.gov website.

Q2: Can we work nights and weekends?

A2: No. All work must be scheduled during hours that the ranger station is open with Forest Service employees present. Details on this are in the solicitation documents.

Q3: I looked up the old contract 127EAS21C0034 on SAM, but it has another office on it in Sierraville, is this part of the contract?

A3: Services have been provided at this location under a previous contract that included the Sierraville office. That office is not part of the current solicitation effort. This solicitation and resulting contract are for the Truckee Ranger Station only.

Q4: Who is the incumbent and what is the annual cost to the government at this present time.

A4: Services have been provided at this location under contract 127EAS21C0034. The previous contract includes another location that is not part of the current solicitation effort. You can access publicly available award information on SAM.gov or FPDS.gov.

Q5: Is any form of bonding required?

A5: No bonding is required. There are insurance requirements listed in the solicitation.

Q6: Do you require a local vendor preference?

A6: There is no requirement for vendor location; however, there can be significant amounts of snow in winter months, so a vendor commuting from out of the area may not be able to reach the site consistently. It would be up to the contractor to maintain staff with the ability to reach the site in all weather conditions as long as the ranger station staff are still making it to the site and the office is open.

Q7: Will the award be made based on lowest price and based on the vendor demonstrating he/she is the most responsible bidder?

A7: No, this is not a low price/technically acceptable (LPTA) procurement. Please see 52.212-1 Instructions to Offerors and 52.212-2 Evaluation in the solicitation.

Q8: Weekly Cleaning service: Is this to be completed 1 time per week on Monday, Wednesday, or Friday or 3 times per week Monday, Wednesday, Friday?

A8: The expectation is that routine service will occur 3 times per week. While it is up to the contractor to determine how often each task needs to be done to meet the performance requirements, there are some items (such as trash removal) that most likely will need done at every service to maintain the standard.
