About this file

This document contains questions and answers regarding a federal contract solicitation for site preparation work in the Sierra National Forest. The solicitation seeks proposals for brush and debris removal along roads and in stream buffers to reduce wildfire risk over a 90-day period of performance. Bids are due on November 27th and award is not expected to occur in December due to an upcoming continuing resolution. While units must be fully treated, alternative methods such as gravel placement in washouts and negotiated periods of performance will be considered. Safety restrictions prevent machinery from entering streams but contractors may reach stream-side brush by hand.

11/9/2023 Balsam Tour Q & A

Are optional units going to be part of the 90-day time frame?

Yes, but it can be negotiated depending on the CO’s comfort. We can come up with a new period of performance. The POP can also be discussed depending on when the noticed to proceed is issued.

If the Government furloughs, will it affect the solicitation?

Not that we are aware of yet.

Will the contract be awarded before the potential Furlough.

No. Per SAM.gov bids are due Nov. 27th with this, it is anticipated that the contract will not be awarded in December and the CR runs through November 17th.

What is being done with the deer brush?

The deer brush needs to be treated. All proposals are open for discussion.

What happens if I finish a unit along a road that needs road maintenance, will the contractor need to come back in 30 days to regrade the road?

No, if a unit is considered done and accepted. However, if you complete 50% of the unit and 90 days goes by you will need to regrade the road.

Would you be opposed to throwing large gravel in existing road washout to make it more passible?

The contract states that it is open to alternative methods of treatment.

Does contractor have to cut ALL brush to 90 percent?

Yes with the exception of grasses and Bear Clover.

Would it be okay to reach into stream buffers to remove material?

The contract states you cannot fall into streams. it would be acceptable to reach in though.
