R8 - SOUTHERN REGION

Ouachita Nat ional Forest

BOUNDARY MAINTENANCE CONTRACT SPECIFICATIONS

FOR

OKLAHOMA WUI PROJECT

DESCRIPTION/SPECIFICATION/WORK STATEMENT

SECTION C: SPECIFICATIONS

DIVISION 100 – GENERAL SPECIFICATIONS

C.110 – Scope of Contract

The intent of this contract is to obtain refurbishment services for certain property boundaries and corners of the Ouachita National Forest that have already been located by survey. The contractor shall furnish all labor, materials (except government-furnished materials), transportation, equipment, tools, operating supplies, and incidentals to complete the work in accordance with these specifications and exhibits.

All work shall be performed in a neat and workman like manner. The work may include, but is not limited to:

A. Refurbishing certain previously marked Forest Service (FS) property boundaries and corners.

B. Preparing and updating FS Corner Record Form 7100-52 for relevant property corners.

C. Reporting conflicts discovered either along FS boundaries or at FS property corners.

Award of this contract will not restrict the FS from having refurbishment services performed by government employees or other contractors during the contract period.

C.120 – Description and Location

The work to be performed is all that necessary to refurbish certain corners and boundaries of Ouachita National Forest lands located in the Hochatown area in McCurtain County, Oklahoma.

C.130 – Government Furnished Property

Government-furnished property will be stored at the Contracting Officer Representative’s (COR) office location and will be made available to the contractor, as needed, after the effective date of the Notice to Proceed. Materials will be available for delivery Monday through Friday, except Federal holidays. The contractor shall call the COR three working days in advance at telephone number (501) 321-5306. The Government will furnish the following listed items:

A. Red Boundary Marking Paint.

B. Corner Cards, FS Form 7100-52.

C. Boundary signs (#54-2), Monument signs (#54-9), and Bearing Tree Tags (#54-3) and all other signs designated by the COR.

C.140 – Contractor Furnished Items

All labor, equipment, research, and supplies and tools necessary to accomplish the work, including the following:

A. Paint brushes for application of oil based boundary paint.

B. Paint brush cleaning materials and containers.

C. Aluminum nails for attaching signs and tags to trees.

D. 1/2” long #6 pan head sheet metal screws for attaching signs and tags to aluminum signposts.

E. Log book to track progress.

C.150 – Definitions

Boundary Line. The FS property boundary line between two marked property corners, or between meander points on an irregular boundary (such as creeks, ridges, roads, easements or trails).

Boundary Line Maintenance. Refurbishing previously located and marked boundary line corridors to FS standards.

Conflict. Any situation encountered during the course of the contract work that indicates an occupation issue onto USA across a FS boundary or a discrepancy at a monumentalized FS corner.

Corner Maintenance. Refurbishing and perpetuating existing monumentalized corners and accessories and updating the corner card record.

DIVISION 200 – TECHNICAL SPECIFICATIONS

C.210 – Boundary Line and Corner Maintenance

A. Boundary lines shall be brushed, limbed and cleared of debris in such a manner as to enable the boundary corridor to be readily recognized. The purpose of the brushing is to allow the painted blazes to be inter-visible. Clearing shall include trees, branches, and brush less than 2” in diameter. All debris from brushing shall be scattered on the Government side of the boundary.

B. The contractor shall scrape clear the lichen, moss, and loose bark from existing boundary corridor blazes before repainting them. No existing blazes shall be re-blazed or re-cut either into or through the cambium layer.

C. Trees that previously were not marked but stand within the boundary corridor, are ≥6” in diameter, and enhance boundary corridor visibility shall be appropriately blazed and painted.

D. All severely damaged, faded or otherwise unreadable signs shall be replaced by the contractor.

Any fallen signs that are yet readable shall be recovered and reattached by the contractor.

E. The contractor shall remove brush and debris within a 4 foot radius around any corner monument.

F. Bark at bearing tree bands and base blazes shall be smoothed before the application of paint.

G. The contractor shall verify the corner monument position in relation to the bearing tree/accessory ties noted on the corner card record.

H. The contractor shall neatly note on the corner card record (FS-7100-52) the condition of the corner monument and accessories at each corner refurbished. The contractor shall report to the COR any missing, defaced, or moved corner monuments after verifying the disturbed condition with recovered record accessory evidence.

C.220 – Conflicts Discovery and Reporting

The contractor shall report to the COR as soon as practically possible any conflict encountered during the performance of the contract. An email report shall include all the items listed on Exhibit 6. Conflict reports shall be considered incidental to both boundary and corner refurbishment and shall not be considered as a separate payment item.

DIVISION 300 – INSPECTION AND ACCEPTANCE

C.305 – Quality Control

The Contractor has sole responsibility for maintaining quality control for all aspects of work performed under this contract. The contractor will furnish a written plan of quality control procedures to the COR prior to a Notice to Proceed being issued.

C.310 – Inspections

The COR or his designated Inspector may make periodic inspections as work progresses.

C.320 – Acceptance

No final approval of any project will be granted until all items specified are delivered to the COR and are determined by the COR to fulfill all specifications, terms and conditions of this contract.

DIVISION 400 – MEASUREMENT AND PAYMENT

C.410 – Measurement

All measurements for payment purposes will be as follows:

A. Boundary Refurbishment – per mile to 0.01 mile as shown on the boundary survey plat.

B. Corner Refurbishment – per each.

C.420 – Payment

A. Payment will be made for items shown on the schedule of items upon completion and acceptance.

B. The contractor may request monthly progress payments as work progresses. Prior to submitting invoice in IPP, contractor shall review work completed with the COR and provide documentation to support requested payment.
