About this file
This is a Solicitation Evaluation Criteria document for Solicitation Number 127870 O5 InterRAI Assessment with an opening date of December 9, 2026. The solicitation requires respondents to submit a Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form to meet mandatory requirements. Responses failing to address these mandatory elements will be deemed non-responsive and excluded from further evaluation. Responsive proposals will be evaluated across three primary categories: Corporate Overview (30 points), Technical Response (60 points), and Cost (10 points), for a total of 100 points, with an optional Vendor Demonstrations component worth an additional 20 points for a maximum total of 120 points.
Cost points are calculated using a competitive formula whereby the lowest realistic cost submitted receives the maximum 10 points, and all other proposals receive points proportional to their cost relative to the lowest bid. The formula multiplies the lowest cost submitted by the maximum possible cost points (10), then divides by the cost submitted to determine the points awarded, ensuring cost competitiveness is evaluated on a reasonable and realistic basis. No additional information regarding pricing terms, set-asides, incumbent contractors, funding sources, or contract duration is provided in this evaluation criteria document.
