About this file
This is a Bill of Materials (BOM) document that serves as the Independent Government Cost Estimate (IGCE) for a federal procurement. The U.S. Department of Agriculture Forest Service is seeking to procure 1,008 VMware VCF (Cloud Foundation) licenses under solicitation number 12760426Q0213. The document is designed for the Forest Service's National Resource Economics (NRE) unit and specifies the need for VMware VCF-CLD-FND licenses as the required part number.
The BOM template provides instructions for developing a reliable IGCE with current, valid, and sourced cost data. It emphasizes maintaining the independence of the estimate by utilizing multiple sources such as estimating guides, technical publications, past contracts, catalogs, and internet research rather than relying on a single contractor's quote. The document requires supporting documentation explaining the assumptions and sources used in developing the cost estimate. Key fields include the description of items required, manufacturer part numbers and critical specifications, unit of issue, quantity, unit cost, and total price. While the document itself contains no populated pricing information (showing a grand total of $0), it establishes the framework for completing the procurement estimate for the VMware licensing requirement.

Instructions
Independent Government Cost Estimate (IGCE) Reminders
The IGCE is an estimate of the total purchase price for an item or service. It is prepared by the Technical/Program personnel. The IGCE provides a detailed cost estimate from which to evaluate acquisition proposals and serve as the initial benchmark for the acquisition.
1. The purpose of the IGCE is to provide a detailed cost estimate that will be used to evaluate acquisition proposals and serve as the initial benchmark of costs.
2. The data provided must be current, valid and reliable to be effective.
3. Ensure that the “Independent” element of the IGCE is maintained. Using cost data from a single contractor, without scrutiny, invalidates the "independence". One customer quote does not equal sufficient support.
4. Do not provide a competitive edge to companies, i.e. do not send them the specifications/statement of work when performing market research and ask for their quote. This could be misinterpreted as an order and allows that company the competitive edge by getting the government's requirements before others allowing them more time to prepare.
5. A reliable IGCE will have supporting documentation explaining the assumptions made in developing the estimate and what sources were utilized to develop the estimate.
6. An IGCE can be developed using: Estimating Guides (Mean Guides), Technical Journal/Publications, Technical Expertise, Past Contracts, Catalogs, Internet (Especially for Commercial buys).
