(5) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
The program source code required to perform this work is used with NetMap software and sole owned by Terrainworks, Inc. Terrainworks is the author/developer/licensor of NetMap software and owns the Intellectual Property (models, computer code, graphical interfaces, and online tools) associated with customized software. Terrainworks, Inc provides Alaska RO NetMap database composed of virtual watershed tools and analysis tools in support of USDA natural resource programs and their federal and state partnerships with the technical requirements of a virtual watershed.
The Alaska Regional Office (RO) is utilizing NetMap online tools within ArcGIS, and the datasets created by Terrainworks, Inc. to correct and densify hydrography in preparation for inclusion into the 3D National Hydrography Program (3DHP). The 3DHP represents the water drainage network of the United States with features such as rivers, streams, canals, lakes, ponds, coastline, dams, and stream gages. The 3DHP is the most up-to-date and comprehensive hydrography dataset for the Nation and the Alaska region has one of the larger scales.
USDA, FS, Alaska RO is using the NetMap database to supplement existing analytical toolsets for environmental analyses. These tools enable terrain-based modeling of water, and sediment through and across roads, and into the hydrographic network. There are no other software solutions capable of providing Terrainworks NetMap database, virtual watershed or analysis tools without substantial duplications of costs to the Government, negative impact to established research schedules, and reliable data compatibility with Alaska wildlife State Agencies. This action will ensure the successful partnership with USDA, FS, Alaska Region and Alaska State Water Resources and Wildlife agencies involved in virtual watershed studies.
B. Describe market research conducted and the results or the reason why no market research was conducted.
Market research was conducted to identify potential sources that could meet the requirements for this effort Market research was conducted through Government wide Acquisition Contracts (GWAC), NASA SEWP website, GSA IT schedule 70 contracts and other government mandatory sources with no results. Market research responses revealed there are no sources capable of providing Terrainworks, Inc. NetMap online tools and dataset solution. Terrainworks is the only source capable of satisfying the agency requirement. In accordance with FAR 5.201(b)(1)(i), the USFS will post a synopsis of the proposed contract action through the Governmentwide Point of Entry via the internet at https://www.sam.gov
