Performance Work Statement (PWS) for
GILA NF Microwave Installation
Version 1 10 January 2018

PROJECT OBJECTIVES
The following is a proposal for a contractor to successfully install a Harris 5000 Microwave on a total of two sites for the Gila National Forest. This proposal outlines a specific Scope of Work required to complete Gila National Forest Harris microwave installation project initiatives based on contractor work activities.
Forest Service Land Mobile Radio telecommunication staff worked with CIO Radio Architecture Team members in putting specifications together the necessary information for the installation of the Forest Service Harris Microwave link. Based on the award of this task order the contractor will stage, install, test and commission the equipment listed in this Performance Work Statement. As the project task order does not include incidental materials that may be required to complete the project, it is understood that any incidental materials must be preapproved by the government prior to acquisition.
Upon completion of the project the contractor will deliver to the government and Gila National Forest, complete as built documentation of all equipment model and serial numbers, configurations and support documentation and as built design diagrams of equipment deployed.

Statement of Requirements
1. INTRODUCTION
1.1 PURPOSE
This Performance Work Statement defines the services and deliverables that shall be provided to the CIO & Gila National Forest under the terms of the Proposal Agreement (“Services”) for installing two (2) government provided Harris 5000 microwave systems provided equipment includes: Outdoor Unit (ODU), Indoor Unit (IDU). Parts needed for this that will be provided by the contractor includes: dish, twist- flex waveguide, 2x RF feedline and connectors, feedline grounding kits, feedline hanger kits, lightning protection, and associated power on a total of two (2) sites. Please see acceptable attached parts list. The contractor’s proposal deployment of microwave, dish, components and feedline will be integrated to a building Polyphaser or like entry panel to Polyphaser lightning protector inside building. The contractor will terminate lightning protection to IDU’s in 19 inch equipment racks along with any equipment to include associated cables. The contractor will install an Indoor Unit (IDU) and amphenol connector that’s with cable and T1 patch panel. The contractor will install IDU grounding protection and government provided power cable when installing IDU’s in 19 inch equipment racks. At Copperas equipment includes associated AC/DC power supply/battery charger and backup batteries. Please see attached parts list vendor will need to include in estimate. The contractor will include an estimate needed for labor, travel, per diem, as well as all parts, quantity, unit of issue and costs associated with each.
1.2 OBJECTIVE
This Performance Work Statement provides for planning, design, and integration of the above-mentioned professional services.
2. CONSTRAINTS/ASSUMPTIONS
2.1 TERMS & CONDITIONS
The contractor fully understands and agrees to comply with all Government guidelines, Terms and Conditions outlined in the Performance Work Statement.
2.2 PROPRIETARY AND CONFIDENTIAL PERFORMANCE WORK STATEMENT
This Performance Work Statement includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed - in whole or in part - for any purpose other than to evaluate this quote. If, however, a contract is awarded to this quoter as a result of - or in connection with - the submission of this data, the government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract work order. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction.
2.3 SCHEDULE
All work must be scheduled between the contractor assigned Forest Service CIO Point of Contact David Riddle (505) 235-5635 email dlriddle@fs.fed.us and the government personnel assigned to this project or Charlie Maes (505) 346-3867 email cmaes@fs.fed.us The Forest Service CIO Point of Contact will require no less than two weeks’ notice, ten (10) business days prior to deployment. Cancellations must be made one week in advance of the work schedule. The contractor will complete project activities no later than the agreed upon date.
2.4 CUSTOMER ASSUMPTIONS AND RESPONSIBILITIES
The customer must provide and complete all customer responsibilities outlined in Section 5 of this document. If tasks indicated in this section are not completed prior to the deployment date, then the project timelines may require rescheduling based on engineering availability.
3. PROJECT KICK-OFF
As an overall kick off for all of the following integration tasks, the Forest Service CIO Point of Contact will conduct a Project kick off meeting with Contractor Group Leader assigned to this project to review and finalize technical approach, constraints, and project schedule. During the meeting, the following issues will be addressed:
· Evaluate schedule constraints.
· Identify other business constraints (work hours, outage sensitivity)
· Identify third party requirements/involvement (cabling, parts, facilities etc.)
· Identify impact to security and management systems
· Assess risk involved with deployment (develop contingencies)
· Obtain information outlined in the customer responsibilities section
· Review approach to knowledge transfer (documentation, tutorials)
· Identify additional resources required
· Review the parameters for customer acceptance This project kick-off session is intended to ensure that all parties are operating under congruent expectations for the deployment. With this agreement in place, all parties should feel comfortable with the sequence/schedule of events, and the parameters that define completion. The CIO Point of Contact David Riddle (505) 235-5635 email dlriddle@fs.fed.us and the contractor Project Manager shall jointly create the implementation schedule and plan defining the roles and responsibilities of the contractor project team and CIO radio telecommunication team members assigned to the project.
4. MICROWAVE SYSTEMS DEPLOYMENT
4.1 PLANNING
There is one microwave net on two (2) forest sites on the Gila National Forest Signal Peak and Copperas that will need contractor installation of parts.
Copperas and Signal Peak sites just north of Silver City, New Mexico:

The work will be performed at the following Gila NF Forest Service locations:
Copperas Peak and Signal Peak Description of Work The contractor will install microwave dish, outdoor unit, twist flex cabling on the repeater sites on tower leg / cross member 4 ½” standoff locations described by CIO LMR inspector/representative on site. The contractor will connect the twist flex jumper from dish to Outdoor Unit (ODU). The contractor will need to run 2x each RF feedline coax from the ODU on tower to inside the building. The RF feedline coax will have a type N-Male on the top connector and type N-Male on the bottom connector. The contractor will install ½” feedline cable grounding kits on the RF cables at the top approx. 3 feet from top connector, also at the base of the tower before heading onto waveguide span between tower and building, and a grounding kit before building entry. On the inside of the building the contractor will install Type N-Male connector and connect to lightning protection. The contractor will weather proof all grounding kits with grounding kits the contractor installed as well as weatherproof connectors at ODU and feedline with mastic, vinyl ¾” and 1 ½” electrical tape. The contractor will install the Indoor Unit (IDU) and amphenol connector that’s with cable and patch panel. The contractor will install IDU grounding protection and government provided IDU power cable when installing IDU’s in 19 inch equipment racks. Location: Copperas Mountain The work will be performed at the following Forest Service location:
Electronic Site Name: Copperas Mountain Repeater Site 20 foot tower Location/Directions: Drive North from Silver City. New Mexico out State Highway 15 past the town of Pinos Altos, NM. Continue on State Highway 15 till you get to the Sapillo Creek turn off. Take left turn which is still Highway 15. When you reach the top of the mountains there is an overlook to the left for the Gila National Forest. Continue on the road approximately 1.5 miles. Military Road (dirt road) is to the right. Make a right turn to the right on Military Road and follow the road up the mountain. There are two electronic sites. Tall tower belongs to Western New Mexico Telephone Company. Gila National Forest Copperas site has a 20ft tower that is on the left /south site within a chain line enclosure, locked FS key access. Building also has a FS lock. Travel time from Silver City to Copperas one way is approximately 1 1/2 hours. Slightly longer if snowing or raining as highway is slick, deer/elk may be present on road or side of roads. Road is paved but very narrow and lots of curves.

Forest Service repeater site building. Building is 6' X 8'. AC is available at site. Some heat and air conditioning in building. Metal and wood structure, insulated, and lighting in building. Tiled floor.
Other FS shelter at Site: None Survival Equipment at Site: NO Plan for Staying at Site if trapped by weather or injury: Immediately contact Gila Dispatch on Gila North or appropriate repeater. Advise of weather or injury lAW Emergency Action Plan attached.
Mountain Environment Assessment: Paved road below site. Easy to drive to or leave if weather starts to become a factor. Snow/ice make access to site difficult in the winter. Summer thunder storms/lightning is a safety factor. Need to stay alert to changing weather conditions. Roads/highway is not plowed in the evening, weekends, or holidays during winter months.
Is hiking down the mountain unassisted a safe activity? “YES” Explain if yes: Paved road State highway 15 is located right below site. Road is traveled by tourist, FS personnel, State highway maintenance crews and Law enforcement agencies.

Electronic Site Name: Signal Peak Electronic Site 30 foot tower The contractor will install microwave dish, outdoor unit, twist flex cabling on repeater site on tower leg / cross member 4 ½” standoff locations described by CIO LMR inspector/representative on site. The contractor will connect the twist flex jumper from dish to Outdoor Unit (ODU). The contractor will need to run 2x RF feedline coax from the ODU on tower to inside the building. The RF feedline coax will have a type N Male on the top connector and Type N-Male on the bottom connector. The contractor will install ½” feedline cable grounding kits on the LDF4-50 cable at the top approx. 3 feet from top connector, also at the base of the tower before heading onto waveguide span between tower and building, and a grounding kit before building entry. On the inside of the building the contractor will install Type N-Male connector and connect to lightning protection. The contractor will weather proof all grounding kits with grounding kits the contractor installed as well as weatherproof connectors at ODU and feedline with mastic, vinyl ¾” and 1 ½” electrical tape. The contractor will install two Indoor Unit (IDU) and amphenol connector that’s with cable and patch panel. The contractor will install IDU grounding protection and government provided IDU power cable when installing IDU’s in 19 inch equipment racks. Location/Directions From Silver City take Hwy 15 North. Continue through town of Pinos Altos on Hwy 15. Go past picnic/camp grounds on right side of hwy to Signal Peak turn off. Approximately 13 miles. Turn off on right side of Hwy 15, FS road 154. Stay on road to top of Signal Peak where gate is closed/locked. FS key will provide access. Building has special key for access, need to obtain if needed from Telecomm office. Call 505-388-8224. Site hazards occasional bear, rattlesnakes, spiders, mosquitos.

Mountain Environment Assessment: Remote site, Rain makes for slow treacherous travel as roads become muddy, heavy snow/ice in winter time.

4.2 MICROWAVE DISH AND CABLING INSTALL
The contractor will install microwave dish, outdoor unit, twist flex cabling on Repeater site on tower leg / cross member government provided 4 ½” standoff locations described by CIO LMR inspector/representative on site. The contractor will connect the twist flex jumper from dish to Outdoor Unit (ODU). The contractor will need to run 2x RF feedline coax from the ODU on tower to inside the building. The RF feedline coax will have a type N Male on the top connector and Type N-Male on the bottom connector. The contractor will install ½” feedline cable grounding kits on the RF feedline coax cable at the top approx. 3 feet from top connector, also at the base of the tower before heading onto waveguide span between tower and building, and a grounding kit before building entry. 4.3 MICROWAVE DISH, CABLING INSTALL QUALITY OF SERVICE PROVISIONING
1. All equipment dish, ODU, two runs coax feedline, type N male connectors, grounding kits, cable hanger kits and grounding will be integrated onto towers. The contractor will install government provided IDU and patch panel, amphenol connector and cable in 19” rack as described by CIO LMR inspector/representative on site.
2. All radio equipment will be labeled - installed cables will be labeled with the same color red tape on upper end of feedline and lower end of feedline.
4.4 DOCUMENTATION
The contractor will complete and deliver as built documentation to include the following information:
• Remote repeater site checklist of hardware and deliverables installed
4.5 KNOWLEDGE TRANSFER AND ORIENTATION
The contractor will provide review on the radio system install and implementation to include the following:
Site tests and documentation of testing to manufacturer specifications.
5. MICROWAVE DISH AND CABLING
The contractor will complete the installation tests with CIO LMR inspector/representative on site. Parts will be commissioned and tested in accordance with manufacturer specifications.

The contractor will repeat the Day 1 schedule above to complete the other site to completion - encompassing a total of one site per day depending on the number of teams per day – up to two teams maximum - for a total of 1 or 2 work days without travel to/from company home locale. The contractor will work within the government plan and implement new deployment systems as required.
6. CUSTOMER RESPONSIBILITIES
6.1 PRE-INSTALLATION DOCUMENTATION
Prior to Project Kick-off meeting the government shall provide the contractor with all current site specific information required for installation. The required information shall include identification of physical locations of devises to be installed.
Current site specific radio configurations, radio system schemas, current product model numbers and part numbers where applicable.
6.2 POINT OF CONTACT INFORMATION
CIO shall provide the contractor with a Forest Service point of contact name & phone numbers for coordination efforts during project implementation. David Riddle (505) 235-5635 (cell phone) email dlriddle@fs.fed.us In addition the CIO shall provide the contractor with service provider technical POCs and phone numbers for questions during the project kick off meetings. If the contractor will also require a list of contacts, access hours, codes keys combinations and or special provisions as required for access to and or into areas, sites, offices and facilities of the Gila National Forest in order to complete project related activities let us know.
6.3 PRE-INSTALLATION OPERATIONAL TESTING
The contractor and Forest Service project representatives will be able to perform preinstallation inspection of infrastructures and cover JHA’s, Site Plans, Evac Plans and tailgate sessions prior to work each day on each site planned for installation.
If any preexisting conditions on these sites exist during the discovery process, the contractor and Forest Service staff will document them and define any additional work necessary to be completed. Upon completion of this activity the contractor and the Forest Service project representatives will generate an “Operationally Functional / Clean Health Statement” and document the results for each Radio from all office locations, dispatch centers and remote site locations and include this information in the “As Built” documentation for the project. This information includes (but is not limited to) logical diagrams and configurations of existing radio systems, relevant radio systems configuration information and parameters; identification of physical locations of radio control devises. The contractor and Forest Service assign representatives will conduct radio system control level checks, and functional tests of all radio systems prior to project kick off to verify successful operation.
6.4 PRE-INSTALLATION SITE PREPARATION
The government shall provide the contractor with confirmation that all pre-installation coordination and site preparations have been completed prior to scheduling site installations. This includes but not limited to: facilities in place and operational Radio system manufacturer modifications Site access and a clean accessible working environment Keys, combinations and special considerations for site assess and entrance Safe working conditions to include structurally safe towers, buildings and easements.
7. AS BUILT DOCUMENTATION
7.1 POST INSTALLATION DOCUMENTATION
The contractor will provide “As Built” Documentation as a part of this project that is based on upgrades revisions and changes introduced during the project. The contractor will provide a documentation package as indicated in of the section(s) above.
8. SYSTEM ACCEPTANCE TESTING
The contractor will provide information regarding the verification tests run on the installed system and document the results of those tests. The contractor will submit a findings and recommendations document detailing any concerns for the configuration and/or any recommendations for design/upgrade. Systems testing will consist of the following: verify the microwave status record RSL of the new configuration. Perform tests does not exceed path studies and manufacturer specifications. If test for new system does not meet or exceed parameters, contractor will go back through the installation and redo connectors, flex jumpers, recheck feedlines; run a recheck VSWR and / or dish alignment again for System Acceptance to Pass.
9. GOVERNMENT FURNISHED PARTS
Signal Peak and Copperas total:
2x Indoor Unit (IDU) 1 each for Signal Peak and Copperas 2x Outdoor Unit (ODU) 1 each for Signal Peak and Copperas 2x patch panel (patch panel, amphenol connector and cable). 1 each for Signal Peak and Copperas 1x 1000’ roll LDF4-50 antenna RF feedline cable The microwaves, diplexers and filters have been tuned to the frequencies authorized by RFA’s for each site.
