About this file
This document is a Cooperative Agreement Award addendum from the National Guard Bureau (NGB) to the Nebraska Army National Guard for the Antiterrorism Program Coordinator (ATPC) activities. The agreement establishes the terms, conditions, and administrative procedures for federal assistance provided to support the development, maintenance, and continuity of the state's antiterrorism program. The recipient, under the direction of Major General Craig Strong as The Adjutant General, will conduct 16 minimum specific activities including assisting leadership in developing antiterrorism policy, conducting risk assessments for special events and facilities, tracking antiterrorism training status for personnel, coordinating with federal and local law enforcement, preparing contingency plans for terrorist events, and managing vulnerabilities in designated DoD databases. The agreement requires that recipient employees and contractors be certified as Antiterrorism Officers at AT Level II through the United States Army Military Police School or equivalent DoD Service certification course.
The National Guard Bureau will provide 100% support for ATPC activities subject to funding availability and budget limitations outlined in Division I, Field 22 of the award. Allowable expenses include personnel costs, salary and benefits, travel, training, and specific equipment and materials such as portable barriers, barricades, temporary signage, counter-surveillance equipment, inert training aids, and assessment tools like digital cameras and tape measures. Office equipment including computers, printers, phones, and tablets are explicitly unallowable expenses. The recipient must jointly develop an annual budget with the Federal Cooperative Agreement Program Manager prior to each fiscal period, and no reimbursement will be provided above the approved budget. Only funds obligated through executed CA Award modifications signed by both parties are available to the recipient, and any changes to funding levels require formal modification agreements. The NGB-OPR Program Manager is Mr. Dean Connors, and the NGB Grants Officer is COL Shane Martin, serving as the sole authority for all changes and payment approvals.
