Summary

This is a Request for Qualifications (RFQ) issued by the City of Atlanta's Department of Transportation (ATLDOT) in partnership with the PATH Foundation for professional design services related to the Lakewood Trail project. The solicitation seeks a qualified consultant to perform revisions to the approved concept report, prepare preliminary and final plans, and develop a NEPA document for Phase One of a paved shared use path connecting the Southside Beltline Trail to the Southtowne Trail at South Bend Park. Phase One will extend from the Southside Trail to Pryor Road at Meldon Avenue, with Phase Two extending to South Bend Park. This is a Qualification Based Selection (QBS) process conducted under the Brooks Act (40 U.S. Code 1101-1104) and 23 CFR Part 172. The procurement follows a two-phase evaluation process: Phase I evaluates qualifications and experience (with three to five firms shortlisted), and Phase II requests technical approaches and past performance information from shortlisted firms. The Statement of Qualifications deadline is October 30, 2026, at 2:00 PM EST, with Phase II proposal submissions due November 13, 2026, at 2:00 PM EST. A pre-proposal conference is scheduled for August 20, 2026, at 10:00 AM EST, and supplier questions must be submitted by October 15, 2026 (Phase I) and November 4, 2026 (Phase II).

The contract will be awarded based on a two-phase evaluation with Phase I weighted at 50 percent (Prime's Experience and Qualifications 30 percent, Workload Capacity 20 percent) and Phase II weighted at 50 percent (Technical Approach 40 percent, Past Performance 10 percent). The prime consultant must hold current GDOT prequalification in area classes including Roadway Design (3.02), Bicycle and Pedestrian Facility Design (3.13), Minor Bridge Design (4.01A), Construction Engineering and Supervision (8.01), and Erosion, Sedimentation, and Pollution Control (9.01). The team must collectively possess prequalification in additional areas including NEPA Documentation (1.06(a)), Traffic Analysis (1.10), and various other design and engineering disciplines. The City of Atlanta has established a 20 percent Small Business Enterprise (SBE) participation goal, monitored by the Office of Contract Compliance. Insurance requirements include Workers' Compensation (statutory limits), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Excess or Umbrella Liability ($3,000,000 per occurrence), and Professional Liability ($2,000,000 per occurrence/annual aggregate). Price negotiations will occur with the highest-ranked firm following Phase II evaluation; if negotiations fail, the City may proceed to the next-ranked firm. Contract execution must occur within five business days of notification of eligibility for award.

Evaluation Method

The solicitation is a Qualification Based Selection (QBS) process as required by the Brooks Act and 23 CFR Part 172. This means that procurement of the Services will be based on open competitive negotiations and the Proponent's demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. The RFP consists of two phases. In Phase I, the Evaluation Committee will evaluate Proponent's SOQ consisting of Experience and Qualifications and Resources/Workload Capacity in accordance with the Evaluation Criteria for Phase I detailed below. The Evaluation Committee will select three (3) to five (5) Proponents (the "Short-Listed Proponents") to continue to Phase II of the selection process. In Phase II, the City will request a Technical Approach from each Short-Listed Proponent. The City may also request a presentation/interview from all Short-Listed Proponents to clarify the Technical Approach, Experience and Qualifications, and Resources and Workload Capacity submittals provided in response to the RFP. The Evaluation Committee will then rank the Short-Listed Proponents by evaluating each Proponent's Technical Approach and Past Experience in accordance with the Evaluation Criteria for Phase II detailed below and combining with the evaluation scores from Phase I. Negotiations will then be initiated with the top-ranked Proponent to negotiate a fair and reasonable price. In the event a satisfactory arrangement cannot be reached with the highest-ranking Proponent, The City will formally terminate the negotiations and possibly enter into negotiations with the second highest-ranking Proponent, and so on in turn until a satisfactory arrangement is reached. Short-Listed Proponents will receive more detailed instructions on Phase II requirements once Phase II has begun.

21. FAQ

Project Number & Title: QBS/DOT/PATH Lakewood Trail

Date: 10/9/2026

Questions and Responses

The following questions and /or clarifications were requested by various proponents

1. Question

Page 7, Required Area Classes shows that the Prime Consultant must have design pre-qualifications and 5.01 Land Surveying. This area class is not generally required for Prime Consultants on these types of projects. This would limit the pool of consultants greatly. Can you please confirm that survey is required as an area class for the Prime Consultant?

10/12/26 2:26 PM

Respons e Area Class 5.01 Land Surveying must be included as a sub-consultant, but not required by Prime Consultant.

2. Question

Could you please clarify the required number and disciplines of the Key Team Leaders? The RFP identifies roadway, bridge, traffic operations, and environmental leads as examples, but it does not specify whether these four positions are required or whether additional or different disciplines should be included.

Respons e

The Key Team Leaders shall be Project Manager, Land Surveyor, Design Team Lead, Utility Coordinator, and Environmental Consultant.

3. Question

The RFP included both a 31.25% DBE goal and a 20% SBE goal. Can you please confirm that the 31.25% DBE goal is for GDOT DBE certified firms and is separate from the 20% SBE goal?

Respons e

As outlined in the Appendix A of your bid documents, the Office of Contract Compliance (OCC) has designated this procurement as a Small Business Opportunity Procurement with a required 20% Small Business Enterprise (SBE) participation goal. The SBE participation goal is the requirement that will be monitored by OCC for participation compliance.

4. Question

Please confirm the area class requirements detailed in Exhibit I are the correct list and any other lists should be disregarded

Respons e

The Area Classes listed in Section 1 are requirements by the Prime and the Area Classes listed in Section 2 are requirements by the Prime or sub-consultant

5. Question

The Exhibit III Georgia Security and Immigration Compliance Act Affidavit provided has sections highlighted in yellow. Are firms allowed to update the yellow sections in their proposal to include the RFP information?

Yes, firms are allowed to update the yellow sections in their proposal to include the RFP

6. Question

Please confirm Exhibit III is only required for the Prime.

e

Exhibit III is required by both Prime and sub-consultant

7. Question

Where should firms include Exhibit B within their proposal?

Exhibit B, which consists of the signed Federal Clauses pages, should be uploaded in the designated "Federal Clauses" section of the ATLCloud portal, using the upload placeholder provided by the system.

8. Question

Where should the OCC forms be submitted within the proposal?

OCC forms are not required as part of the Phase I proposal submission.

OCC forms will be requested by the City following completion of Phase II

10/12/26 2:26 PM

and should then be submitted in the designated OCC section associated with the Cost Proposal.

9. Question

The OCC forms ask that proponents note the dollar amount/value of work.

Since a total budget was not provided, can proponents enter "N/A" for this area?

At the time when the OCC documents are required to be submitted, N/A will not be acceptable on the Form 3 (Dollar ($) Value of Work and Scope of Work) portion. In an RFP solicitation, the Offeror must include a proposed budget as part of their overall proposal. The Offeror's budget proposal should be used to complete the Form 3 (Dollar ($)Value of Work and scope of work) as well as the (percentage (%) of the total bid amount).

0.
