(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

452.224-70 Confidentiality of Information.

CONFIDENTIALITY OF INFORMATION (FEB 1988)

(a) Confidential information, as used in this clause, means --(1) information or data of a personal nature, Proprietary about an individual, or (2) information or data submitted by or pertaining to an organization.

Failure to agree will be settled pursuant to the "Disputes" clause.

(d) If it is established that information to be utilized under this contract is subject to the Privacy Act, the Contractor will follow the rules and procedures of disclosure set forth in the Privacy Act of 1974, 5 U.S.C. 552a, and implementing regulations and policies, with respect to systems of records determined to be subject to the Privacy Act.

(e) Confidential information, as defined in (a)(1) and (2) above, shall not be disclosed without the prior written consent of the individual, institution or organization.

(f) Written advance notice of at least 45 days will be provided to the Contracting Officer of the Contractor's intent to release findings of studies or research, which have the possibility of adverse effects on the public or the Federal agency, as described in (b) above. 1. REQUIREMENTS:

A. Convert the Continuum SQL database to EBO.

B. Install Eco Struxure Building Operations Enterprise Server on a Windows 10 PC.

C. All existing Andover device controllers will remain in place except for the two lighting panels which will be replaced with a new AS-P and I/O modules.

D. The Voice Messaging call out I/O modules will not be used on the new system. Text messaging and email alarming will be the method of receiving alarms.

E. A new Automation Server building site controller will be installed to replace the existing Andover NetController.

F. The automation server will connect directly to the existing Continuum bus and communicate directly to all existing Andover Infinity Controllers.

G. New Graphics will be created for the entire site as Continuum is pixel graphics and EcoStruxure is vector graphics.

H. The EcoStruxure software will allow for three (3) concurrent users, Workstation + Webstation.

I. ES or Workstation is utilized for programming.

J. The system can be accessed from any PC utilizing Internet Explorer or Edge if allowed by the administrator (password protected).

2. Work Schedule

A. The contractor shall be responsible for coordinating installation work schedule with Victor Lam. All work shall be done from 7a.m. to 5 p.m. (Monday through Friday). If it is necessary to work on a Saturday or Sunday, Contractor must obtain prior approval from Victor Lam.

3. Debris and Rubbish

A. It is the Contractor’s responsibility to remove from the premises all debris and rubbish daily from Government property.

4. Government Responsibilities

A. The Government will furnish, without cost to the contractor, the necessary electrical power requirements and water needed for the project. The Government will not provide the use of tools or equipment needed to do the project. The area around the perimeter is not considered secure. Materials or equipment left at the work site are the responsibility of the Contractor.

5. Program Management and Control Requirements

A. The Contractor shall provide adequate supervision and guidance at all times when the Contractor’s employees are performing work to ensure competent and satisfactory performance. The Contractor shall allow inspections throughout project from Government staff. All work will be completed within 30 days of award.

6. COVID-19 Job Site-Specific Safety Protective Measures

A. General Safety Policies and Rules

a. The contractor will establish a daily screening protocol for arriving staff to ensure that potentially infected staff do not enter the jobsite. If a contractor employee answers ‘yes” to any of the following questions, he/she should not be permitted access to the jobsite:

1. Have you been confirmed positive for COVID-19?

2. Are you currently experiencing, or recently experienced, any acute respiratory illness symptoms such as fever, cough, or shortness of breath?

3. Have you been in close contact with any persons who has been confirmed positive for COVID-19?

4. Have you been in close contact with any persons who have traveled and are also exhibiting respiratory illness symptoms?

5. Any prime contractor, subcontractor employee or visitor showing symptoms of COVID-19 will be asked to leave the jobsite and return home

b. If contractor employees leave the jobsite and return the same day, establish a cleaning and decontamination protocol prior to entry and exit of the jobsite. Post the daily screening protocol at all entrances and exits to the jobsite.

B. A social distancing protocol be implemented and monitored to ensure the safety of all government workers, contractors, vendors and visitors to the jobsite.

C. Site deliveries will be permitted but should be properly coordinated in line with minimal contact and cleaning protocols. Delivery personnel should remain in their vehicles if at all possible.

D. Contractors must avoid physical contact with others and shall direct others (co-workers/contractors/visitors) to increase personal space to at least 6 feet, where possible.

E. All in-person meetings will be limited and social distancing will be observed.

F. Access to running water for hand washing may not be available. Employees should be provided with alcohol-based hand sanitizers and/or wipes.

G. In lieu of a common source of drinking water, such as a cooler, employees should use individual water bottles.

H. Personal Protective Equipment and Work Practice Controls. In addition to regular PPE for workers engaged in various tasks (fall protection, hard hats, safety glasses etc.) the company will also provide:

a. Face coverings e.g. masks must be worn by all contractor employees

b. Ensure that contractor employees are trained in the use of PPE

c. Prohibit sharing of PPE

I. Institute a rigorous housekeeping program to reduce dust levels on the jobsite.

J. The contractor will ensure that any disinfection needed shall be conducted using one of the following:

a. Common EPA-registered household disinfectant

b. Alcohol solution with at least 60% alcohol; or

c. Diluted household bleach solutions (ensure this use is compatible with the surface to be disinfected)

K. The contractor will maintain Safety Data Sheets for all disinfectants used on site.

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Subsidiary means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation

Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

Veteran-owned small business concern means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

Women-owned small business concern means a small business concern—

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.
