1264R418R0005 Amendment 01
General Notes:
Progress Rate for this Contract shall be 1day/mile for mowing only & 2days/mile for mowing and limbing + 5 days for mobilization. Government does not care how quickly contractors work or whether they keep to this Progress Rate – only that the work is completed in the time allowed.
• Example: On a Task Order consisting of 20 miles of mowing and 20 miles of mowing and limbing: 20 days + 40 days + 5 days = 65 days Period of Performance to complete the work.
• Mowing & Limbing “season” is 01 September – 01 April o Government estimates that a contractor could accomplish 2 units in this time frame with 1 crew. IF offeror chooses to bid on more than 2 units, offeror must demonstrate in Technical Proposal that they have the capacity to operate multiple crews simultaneously.
Note regarding experience as an evaluation factor. This solicitation is for ROADSIDE mowing and limbing services. There is a significant difference between the services required under these potential contracts and mowing a lawn. Please ensure that if you propose your listed experience is RELEVANT to this solicitation.
Questions & Answers:
Q1: Can I see the previous prices bid for this work?
A1: The award numbers for the prior iteration of this requirement are below. There is no other releasable information regarding the price/cost. Vendors should not be basing their proposal on prior awarded pricing – but rather their cost to perform.

Q5: Is there any historical data on bio-based product usage?
A5: No – vendors are required to review the Evaluation Factor and provide a description in their Technical Proposal of how they will make an attempt to utilize applicable products.
Q6: Will the Government provide the names of employees for right of first refusal?
A6: If applicable – given the size of the contracts/companies being replaced if that occurs – the Government will provide.
Q7: Is it possible to state upfront which Districts/Units will receive Task Orders each year?
A7: No – that is why Requirements Contracts are utilized. The Government is not able to predict how much or which units will have work. Bid accordingly – there are no guarantees or minimums on these contracts.
Q8: On page 2 of Attachment 2 it states, “Limbs shall be cut from trees as close to flush as possible.” Does this mean the limbing is all handwork? That would be extremely time consuming and drive the price up significantly.
A8: Revision to Attachment 2 – Replace the 2nd paragraph on page 2 with the following:
Roadside limbing shall consist of removing all overhanging limbs from tree line to tree line to a fourteen (14) feet clearing height leaving no snags or stubs. Limbs shall be cut from trees as close to flush as possible. An example of a tree that would not be cut flush would be a tree behind the tree line that mowers cannot reach. These tree limbs shall be cut along the existing tree line. Unless the mower can reach these trees without leaving the roadway – than they should be cut flush. Brush and limbs removed shall be taken 5 feet beyond the tree line. Trees that are accidently damaged by the Contractors operation that are unsightly or would impair growth shall be cut six (6) inches above ground and also placed 5 feet beyond tree line.
