About this file
This file contains Requests for Information (RFIs) and corresponding government responses for solicitation 12639526R0003, addressing clarifications on selection criteria and technical standards for a nationwide Architect-Engineer (A&E) services acquisition.
The RFIs address five key topics: (1) USDA/ARS Facilities Design Standard 242.04M is not required to be familiar with this standard as stated in selection criteria; (2) Labs21 information is available through the International Institute for Sustainable Laboratories (I2SL) collaboration, as the original Labs21 website is no longer active; (3) Location Factor (Factor f) is a nice-to-have criterion that favors local proximity to enable quicker on-site visits, enhanced contractor coordination, and better understanding of local regulations to reduce delays and improve efficiency; (4) Small Business Program (Criteria g) applies only to small business types recognized by federal government contracting goals—VOSB, SBE, and 8(a) designations do not have federal contracting goals and are excluded; and (5) "Blends with surroundings" in Criteria d(4) refers to sustainable, climate-responsive designs utilizing local materials to reduce transport emissions while improving functional, aesthetic, and economic value for the community and Government. These clarifications directly support firms preparing proposals for the nationwide A&E indefinite-delivery contract anticipated for award in Q2 2026.

RFIs and Responses, 12639526R0003
1. Is USDA/ARS Facilities Design Standard 242.04M publicly available?
Disregard the requirement to be familiar with USDA/ARS Facilities Design Standard 242.04M as stated in paragraph 3 Selection Criteria.
1. Regarding Labs21, can you clarify where information on this standard is publicly available? Searching the web shows that the page is no longer active. Information/Materials associated with Labs 21 is available via its collaboration with the International Institute for Sustainable Laboratories (I2SL).
1. Can you clarify what evaluators will be assessing under Factor f. LOCATION?
This is a nice-to-have because local proximity allows for quicker on-site visits, enhanced coordination with contractors, and a better understanding of local regulations, which can reduce costly delays and improve project efficiency.
1. Selection Criteria g Small Business Program. Is this the limited list of small business types or does it apply to any small business type recognized by the federal government? Such as VOSB, SBE, 8(a)? The federal government doesn’t have goals for VOSB, SBE, or 8(a).
1. Could you expand on the meaning of "blends with surroundings" in Criteria d(4)?
Sustainable, climate-responsive designs that use local materials, reducing transport emissions while improving functional, aesthetic, and economic value for the community and Government.
