About this file
This is a Questions and Answers document containing clarifications from the government regarding the Installation of Predator Fence solicitation (12639526Q1035) for USDA's Animal and Plant Health Inspection Service, Wildlife Services in Ashland County, Wisconsin.
Key clarifications address three primary areas: (1) Ditch Crossings—the Ashland County site contains minimal large ditch crossings outside designated break-away fence areas; the landowner is responsible for constructing any required culverts for larger crossings; the break-away fence (Section M) is designed identically to the main fence with posts and all components, but isolated so that only that section is affected during severe flooding; (2) Electric Fence—the Contractor must supply the charger at standard practice output of 3 joules per mile of high-tensile fence, powered by AC rather than solar; and (3) Terrain—the site contains very little rock requiring drilling, with soil composition primarily clay. These responses indicate that specialized drilling equipment and culvert construction are not anticipated contractor responsibilities, and the installation will proceed with standard electric fencing equipment and methods suitable for clay-based terrain.

1. Ditch crossings:
0. Outside of the Break-away fence, how prevalent are large ditch crossings? There should be little to no other sizeable ditch crossing besides the break-away locations. The break-away areas are for addressing the ditches large enough to be a concern.
0. The specs note potential need to build culverts for larger crossings - would that be the responsibility of the Contractor? If so, are any of the ditches from the above question expected to require that?
0. We ask because that would theoretically require different equipment/process than a typical water gap. The landowner will be responsible for constructing a culvert crossing.
0. The Break-away fence (Section M) mentions it "must adhere to the previously described installation specifications required of the main fence". However, the ditch crossings (Section N) seem to imply that there will be no posts driven and will instead be on a guide wire. Can you help to confirm our understanding of the Break-away? The breakaway portion is designed to be exactly the same as the main fence, just isolated. Still using posts and all of the components, just not a continuous section, but isolated so in the event of severe flooding, only the isolated portion will be affected.
1. Electric fence:
0. Is the Contractor responsible for supplying the charger? If so, how many joules? Yes, and standard practice would be 3 joules of output per mile of high tensile fence. Will it be solar powered or AC? AC
1. Terrain:
Based on a review of our software, there does not appear to be much rock that would require drilling. If possible, can you please confirm your understanding of that? The site in Ashland County that I am working with has very little rock. Just lots of clay.
