1. CLIN 0001 – NFA Short-Barreled Rifle Status
1.1 Question:
CLIN 0001 requires an 11.5–12 inch barrel and a collapsible/adjustable stock. Rifles with barrels under 16 inches qualify as short-barreled rifles under the National Firearms Act. Does the Government intend to acquire NFA short-barreled rifles under this CLIN?
1.2 Answer:
Yes. The stated technical specifications require a barrel length of approximately 11.5–12 inches together with a collapsible or adjustable stock. This configuration meets the definition of a short-barreled rifle under the NFA, and the Government intends to procure NFA-regulated rifles under CLIN 0001.
2. Transfer Information – ATF Form 5
2.1 Question:
If CLIN 0001 is an NFA firearm, delivery requires approval of an ATF Form 5 before transfer to the Government. Will the Government provide the agency name, address, and authorized official information at award?
2.2 Answer:
Yes. For NFA firearms requiring ATF Form 5, the Government will provide all required transferee information, including receiving agency name, address, and the authorized official’s name and title, at the time of award. This will not be before award.
3. Delivery Schedule – ATF Processing Time
3.1 Question:
NFA firearms require both a Form 3 and Form 5. ATF processing time varies and is outside the contractor’s control. Will the 45-day delivery requirement still apply regardless of ATF approval timelines?
3.2 Answer:
There will be flexibility given because of ATF processing timelines. While it does state 45 days, flexibility to delivery timeline will be observed.
4. Alternative Configuration – Pistol With Brace
4.1 Question:
To avoid NFA transfer delays, would the Government accept a pistol-configured firearm with an adjustable brace instead of a stock?
4.2 Answer:
No.
5. Uniformity of Units
5.1 Question:
Must all nine rifles under each CLIN be identical in manufacturer, model, and finish?
5.2 Answer:
To ensure fair and open competition, the Government does not intend to restrict offerors regarding the specific make or model of firearm they propose, so long as the submitted rifles meet all technical requirements of the solicitation. However, for purposes of consistency in performance, logistics, and evaluation, all nine rifles furnished under each CLIN must be the same make, model, and configuration. In other words, while contractors are free to propose any compliant firearm, the rifles provided within a given CLIN must be uniform.
6. Magazines
6.1 Question:
Are magazines required as part of the deliverable? If so, what quantity and capacity?
6.2 Answer:
No.
7. Question Deadline
7.1 Question:
Amendment 001 posted on SAM.gov references a question deadline of September 16, while the document itself lists September 15 at 12:00 PM Eastern. Which date controls?
7.2 Answer:
The date stated in the solicitation document governs. Questions were due September 15 at 12:00 PM Eastern Time. The closing date is September 18, 2026 12 12:00 Eastern Time. You can find that on page 18.
