About this file

This document is Amendment 0001 to solicitation 12639526Q0248, issued by USDA APHIS on August 3, 2026, for janitorial services at the USDA National Science Laboratory Blakely facility in Blakely, Georgia. The contract period of performance runs from September 1, 2026, to August 31, 2031. The amendment revises the Statement of Work (Attachment 1), adds a building layout diagram (Attachment 2), and incorporates responses to questions and answers regarding contract execution.

The revised Statement of Work details comprehensive janitorial requirements for a 7,020 square foot mixed office and laboratory facility. Key weekly deliverables include emptying trash in all rooms, cleaning and sanitizing restrooms and breakroom, maintaining supply dispensers, vacuuming rugs, sweeping and mopping tile floors in designated areas, and cleaning windows and sills. Quarterly tasks require strip-buffing-waxing of lab area industrial flooring and deep cleaning of grinding room flooring and walls. The contractor must provide all equipment and materials for quarterly deep cleaning tasks, including specialized industrial floor-stripping machines and chemical consumables. On-site performance is restricted to a single weekly window from 1:00 PM to 4:30 PM. The contractor is responsible for background checks on all personnel, employee badging and identification, daily sign-in/out procedures, assigned escort requirements, and ensuring personnel do not have unaccompanied access to federal facilities or information systems. Contractor employees must clearly identify themselves as contractor representatives in all communications and be able to provide contract information and the Contracting Officer's Representative name upon request. The contract is structured as a Firm Fixed Price agreement with the previous incumbent contract valued at $50,544.00.

a. Attachment 1 Statement of Work is revised as follows (Additions underlined, deletions strike-through):

• Section 3.0 Technical Requirements / Tasks

The Contractor must provide the Government a background check for any janitorial employee being considered for service at the USDA facility. The background check must be provided prior to the employee beginning work at the facility. Upon approval by facility management the contract personnel may enter into service. For security purposes, all personnel (contracted and USDA) will be required to wear identification badges while on the premises.

Contractor's employees will sign in and out each day and will have an assigned escort for the duration of their work. They will not have routine unaccompanied physical access to a Federally controlled facility and/or routine unaccompanied access to a Federally-controlled information system. Therefore, they are excluded from USDA Background check requirements.

Contractor employee(s) must:

a. Not by word or deed give the impression or appearance of being a Government employee;

b. Wear appropriate badges visible above the waist that identify them as contractor employees when in Government spaces, at a Government-sponsored event, or an event outside normal workspaces in support of the contract/order;

c. Clearly identify themselves as contractor employees in telephone conversations and in all formal and informal written and electronic correspondence. Identification must include the name of the company for whom they work;

d. Identify themselves by name, their company name, if they are a subcontractor the name of the prime contractor their company is supporting, as well as the Government office they are supporting when participating in meetings, conferences, and other interactions in which all parties are not in daily contact with the individual contractor employee; and

e. Be able to provide, when asked, the full number of the contract/order under which they are performing, and the name of the Contracting Officer’s Representative.

2) If wearing a badge is a risk to safety and/or security, then an alternative means of identification may be utilized if endorsed by the Contracting Officer’s Representative and approved by the Contracting Officer.

3) The Contracting Officer will make final determination of compliance with regulations regarding proper identification of contractor employees.

5. Quarterly Deep Cleaning

a. For the "strip, buff, and wax" lab area industrial flooring and "deep clean" grinding room flooring/walls tasks, can you provide the approximate square footage of these specific areas so we can scope labor and materials accurately?

Answer: The solicitaƟon was amended to include AƩachment 1 USDA NSLB Blakely, GA

Building Layout. All surfaces except for the grinding room which is painted concrete will require strip, buff, and wax.

b. Government-Furnished Property vs. Contractor-Furnished Property (Specialized Floor Equipment) SOW SecƟon 4.0 states that the facility will furnish equipment such as mops, brooms, dust pans, and trash cans, and notes that "all work is manual." However, the Key Deliverables schedule requires the contractor to "Buff, Strip, and Wax Lab Area Industrial Flooring" on a quarterly basis. Please clarify if the Government will provide the specialized industrial floor-stripping machines, buffers, pads, and chemical consumables (stripper and wax) on-site, or if the Contractor is responsible for providing all equipment and materials required to execute this quarterly task.?

Answer: The government will not provide the specialized industrial floor-stripping machines, buffers, pads, and chemical consumables (stripper and wax) on-site. The Contractor will be responsible for providing all equipment and materials required to execute this quarterly task.

b) Detailed Area Square Footage Breakdown: SOW SecƟon 3.0 idenƟfies the total facility size as 7,020 sq. Ō. of mixed office and laboratory space. To ensure accurate pricing and labor-hour esƟmaƟon, could the Government provide the approximate square footage breakdown for:

(a) Carpeted rug areas requiring weekly vacuuming. (b)Hard-Ɵle laboratory floors requiring quarterly buffing, stripping, and waxing (c) The Grinding Room requiring quarterly deep cleaning of floors and hard-surface walls.

7. Mopping OperaƟons Schedule

a) SOW SecƟon 3.0 and the "Special ConsideraƟons" secƟon restrict on-site performance strictly to the hours of 1:00 PM and 4:30 PM once per week, while explicitly staƟng that mopping cannot occur if USDA personnel occupy the space. If the laboratory or office spaces remain occupied by USDA personnel during the designated 1:00 PM to 4:30 PM window, what is the protocol for compleƟng the floor mopping deliverables? Will aŌer-hours access or alternaƟve days be authorized to complete these tasks?

Answer: Mopping can occur when USDA personnel are in the building but not when they are acƟvely working in the same areas being mopped. Employees will make every effort to make spaces available to be mopped but areas may need to be mopped in a different order during the Ɵme window to avoid mopping in areas where an employee is acƟvely working. Wet floor signage will be provided and needs to be used during mopping operaƟons. ExcepƟons can be made if circumstances arise where an area is unavailable during the Ɵme window wherein those areas can be addressed during the next mopping operaƟon

Please clarify the specific veƫng standard or type of background check required (e.g., local/state criminal check, federal background check, or USDA-specific security veƫng forms such as HSPD-12). AddiƟonally, what is the Government's esƟmated processing and approval Ɵmeline once these background checks are submiƩed?

Answer: See SF30 ConƟnuaƟon Page AƩachment 1 Statement of Work is revisions

b) Background Checks: What is the typical processing Ɵme for the government-required background check for janitorial employees, and what informaƟon/documentaƟon must be submiƩed to iniƟate it? This affects our proposed start-of-performance Ɵmeline.
