About this file
This is a Statement of Work (SOW) for Wing Trap Kits – Paper/Plastic, revised February 24, 2026, procured by the USDA APHIS Plant Protection and Quarantine (PPQ) division for detecting and monitoring exotic pest infestations, particularly moth species. The traps serve as primary tools for early detection and delimitation of non-indigenous insect pests to reduce eradication costs. Delivery is FOB destination to USDA APHIS PPQ at 22675 N. Moorefield Rd., Building 6420, Edinburg, Texas, with a 45-day delivery timeline after receipt of order.
The wing trap kit consists of two main configurations: Wing Trap Kit – Paper (paperboard top and bottom, two spacers, and wire hanger) and Wing Trap Kit – Plastic (plastic top, paperboard bottom liner, two spacers, and wire hanger). All trap bodies must be manufactured from white, 0.24-inch thickness milk carton paperboard stock with polyethylene plastic coating on both sides, pre-folding dimensions of approximately 8.9 x 11 inches, and engineered to withstand outdoor weather for 90 calendar days. Trap bottoms require uniform application of 7.5 grams (±1 gram) of approved insect adhesive—either "Stickem Special" or "High Tack Formula" by Seabright Enterprises, LTD, or "Tangle Trap" by Contech Enterprises Inc.—applied to interior surfaces. The contract must allow separate, itemized pricing for complete kits and individual components (trap bodies, spacers, hangers, plastic tops, and additional bottoms/liners). Packaging requirements mandate corrugated cardboard boxes not exceeding 20 pounds, sufficient strength for 60-inch stacking, labeled with manufacturer name, order number, product name, quantity, lot number, date of manufacture, and handling instructions. USDA-APHIS reserves the right to conduct primary testing on twelve 8x8 inch paperboard samples from each potential vendor before contract award and ongoing quality assurance testing of delivered materials, including weatherability, water exclusion, and thickness verification, with samples sent to USDA-APHIS-PPQ-FPML in Buzzards Bay, Massachusetts.

Statement of Work: Wing Trap Kit Revised: 02/24/2026
STATEMENT OF WORK
Wing Trap Kit – Paper/Plastic
A. BACKGROUND
Insect traps used with attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause extensive damage, with the cost of eradication in millions of dollars.
B. OBJECTIVE
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. Traps and lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without the appropriate trap and lure combination, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, states, and cooperators millions of dollars.
C. CONTRACTOR’S DUTIES
To deliver the product FOB destination to:
USDA APHIS PPQ
22675 N. Moorefield Rd., Bldg. 6420 Edinburg, TX
D. TRAP SPECIFICATIONS
1. General Description:
The wing trap is a generic trap that is used in conjunction with a lure dispenser to attract various species of moths. The trap is composed of two pieces, a top and bottom (Figure 1). Both pieces are made of white paperboard. The paperboard trap bottom may also be used with a plastic trap top. Lure dispensers may be placed directly into the trap bottom.
The wire trap hanger is inserted into the trap top and bottom. The trap hanger is inserted into two plastic spacers (one each side) of the trap to keep the top and bottom of the trap separated to allow for insect entry into the trap. The bottom of the trap shall have a sticky interior surface. This surface will capture insects as well as hold the lure dispenser in place. The bottom of the trap may be replaced when the trap is serviced. A new bottom piece may be used with the existing paperboard or plastic top.
2. Length of effectiveness:
It is essential that the traps be capable of withstanding outdoor weather for a period of 90 calendar days.
3. Description of trap physical properties:
A. Trap body:
The trap shall be delivered in two pieces, a top and bottom (Figure 1, A. and B.). Each piece shall be folded in half, with additional creases to form a triangle shaped top and bottom of the trap (Figure 1). The dimensions of both the trap and bottom pieces before folding shall be approximately 8.9 x 11 inches.
The trap body shall be made of white, 0.24-inch thickness milk carton paperboard stock, with polyethylene plastic coating on both sides.
The top of the trap shall have two holes on the top and one on each side to accommodate insertion of the trap hanger. The bottom of the trap shall have one hole on each side and two on the bottom to accommodate insertion of the trap hanger.
The bottom of the trap shall have a sticky interior surface. The bottom piece of the trap shall have approximately 7.5 grams of sticky coating applied uniformly to the inside surface of the trap piece, so that the sticky coating is on the inside of the assembled trap (Figure 1).
Adhesive:
Field service trials have been conducted by PPQ personnel testing various adhesives for use on various targets. It has been determined, as a result of the tests, the only adhesives acceptable for use are:
“Stickem Special” or the “High Tack Formula” manufactured and distributed by:
Seabright Enterprises, LTD 4026 Harlan Street Emeryville, CA 94608
Or
“Tangle Trap” Formerly Manufactured by:
The Tangle Foot Company 314 Straight Avenue S.W.
Grand Rapids, MI 49504
Current Parent Company:
Contech Enterprises Inc. Unit 115 - 19 Dallas Rd Victoria, BC V8V5A6 Canada
Adhesive application:
A uniform coating of insect adhesive shall be applied to the two inside surfaces identified on the enclosed drawing. The amount of adhesive to be applied is ten (7.5) grams +/- one (1) gram. The adhesive shall be applied in a manner which prevents deposition outside of the designated area.
B. Spacers:
Two cylindrical plastic spacers shall be supplied to keep the trap top and bottom separated from each other (Figure 1.C.).
C. Trap hanger:
A 16-gauge wire hanger shall be supplied that will fit through the two holes on the top of the assembled trap, the spacers, and the bottom piece of the trap (Figure 1.E.). The hanger shall be approximately 34 inches in length.
D. Optional components:
1. Plastic trap top: A plastic trap top may be ordered separately and shall be able to be used in the same manner as the paperboard trap top. The plastic trap top before folding shall be approximately 8.9 x 11 inches. The purpose of the plastic top is to prevent rain and debris from inundating the bottom. The plastic top must be sturdy enough to prevent rain and debris.
2. Additional trap bottoms (i.e., “liners”): Additional trap bottom pieces, referred to as liners, may be ordered separately and shall be able to be used in the same manner as the trap bottoms sold as part of the wing trap. These liners shall have the same specifications as the trap bottoms sold as part of the wing trap (i.e., a piece of 0.24-inch thickness milk carton paperboard stock, with polyethylene plastic coating on both sides, with dimensions before folding of approximately 8.9 x 11 inches.)
Note: the name “liners” is misleading, as this trap part functions as a replaceable trap bottom, not a separate trap part that would be inserted into the trap bottom.
3. Spacers
4. Trap hanger
